B6 Roof Struct. Repair

RFI List

Please note: SOW for this bid project requires “field verification” of site conditions.

1. Can the VA confirm what the existing Floor of Building 6 is constructed of within the project construction limits? Specifically, in the training room where all the computers were located. The floor sounded hollower in this area. Majority of the space is slab on grade. Per a contractor who worked on converting the site, the void (pool space) was filled with concrete rubble, compacted and capped with approx 6-in concrete slab. It also has a wood sleeper system over at least part of the area. Note: The contractor also states that a small lift was used on that floor to install the ceiling. In all the open areas, including the training room, a single man lift was used to assess the underside of the roof deck during the A/E inspection for this project.

A likely best course of action, if not using a small scissor lift, is to lay plywood and use scaffolding.

2. Can the VA confirm the Above Finished Floor Elevation of the Roof Deck? We are providing some older drawings and the recent HIMS renovation as-builts that and may show height of walls. Field verification will be necessary for exact dimensions above finished floor.

3. Has the Roof had leaking issues recently? No, not in that wing.

4. In several locations the Structural Beams looked to be rusting, can the VA confirm that this is not to be included in the Bid? Reference Spec: 3.4 CLEANING OF REINFORCEMENT A. All exposed reinforcing steel or other steel embedded items shall be cleaned and free of rust and other contaminants. Cleaning shall be accomplished by abrasive methods. Cleaning shall be completed immediately before patch placement to ensure that base metal is not exposed to elements and further rusting for extended periods of time....etc.

Beams not associated with the spalling or its repair are not included in this project unless otherwise stated in the specs.

5. Can the VA confirm if they will be removing the computers from the training room? We are coordinating with OIT department for this – however, contractor should be prepared to carefully shift any existing items (existing furniture, monitors, files, etc) to one side or to space not currently being worked in, on an as-needed basis. Note from Specs: “Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris”...etc.

6. Can the VA confirm if they will be removing the Cubicles, so the Subcontractor can have better access to the above ceiling conditions? Contractor should be prepared to disassemble & move cubicles as necessary and restore upon completion. We suggest a general cost for this be listed as a line-item in the bid. If VA shops can accommodate the project schedule, we will move cubicles as a cost savings.

7. Can the VA provide an existing Reflected Ceiling Plan for this space? See Building 6 HIMS As-Built

Drawings 03-25-18 as a basis for ceiling plan.

8. Will the VA safety require the existing Sprinkler System “Heads,” be moved upright during construction since the existing Ceilings have been removed? Per our Fire Protection Inspector

(Safety), Marc Davis, there is no requirement to reposition the sprinkler heads in this case.

9. On page 18-19 of the solicitation, there is mention of a bid alternate. Is this a formal request for the mentioned bid alternate to be priced, despite it not being on Section B, the Price / Cost Schedule? Please include your bid alternate with your bid submission. Please quote additional work of the bid alternate separate from your base bid.

10. Solicitation states Bid Opening is November 24th, 2020 @ 10:00 am in a couple spots, however it states in box 13.a. that the bids shall be sent in by November 23rd, 2020 by 3:30 pm.
