DESIGN NARRATIVES

June 30, 2020 100% Sealed Submission – Architectural Narrative

Project: Durham VAMC – Replace Pharmacy AHUs, Renovate F1204 & N1004 Compounding Pharmacies VAMC Project #: 558-17-233

RE: 100% Sealed Submission – Architectural Narrative

Project Scope:

This project includes the renovation of the compounding pharmacies in F1204 (the main pharmacy) and N1004 (the satellite pharmacy), including the replacement of the two Air Handling Units that serve them.

Both pharmacies were expanded and reorganized to meet the requirements of USP 797, USP 800, and the VA Pharmacy Design Guide. F1204 is located on Level 1 of Building 1, and N1004 is located on Level 1 of Building 23, which connects to Building 1. The facility’s existing asbestos reports show no asbestos-containing materials in the project areas.

Displaced storage shelving, carts, and similar equipment has been relocated in the new storage rooms. New equipment meeting USP 797 & UPS 800 requirements is provided in the Ante Rooms, Hazardous Compounding Rooms, and Non-Hazardous Compounding Room.

Life Safety Requirements & Code Analysis:

Level 1 of the Durham VAMC is classified as Business Occupancy - Ambulatory Healthcare. We have reviewed and designed around the following codes & guidelines:

NCSBC 2018

o Section 422 – Ambulatory Care Facilities

422.3 - Smoke compartments are maintained throughout the project scope as needed.

NFPA 101 – 2018

o Chapter 21 – Existing Ambulatory Health Care Occupancies o Section 8.7.1.1(2) - Storage rooms are separated with smoke tight partitions

NFPA 99 – 2018

Main Pharmacy F1204:

The following option for the Main Pharmacy, F1204, was reviewed with the COR & Pharmacy Staff and Option 1 was determined to be the solution would best meet their needs, along with the VA Pharmacy Design Guide.

Option 1 was the chosen option, see the notes below.

Option 1 – New Pharmacy (Chosen Option):

Advantages:

o Conforms to the design specifications of the facility master plan and the pharmacy operations will not be affected by future renovations.

o Compliant with all codes, regulations, and requirements.

o Compliant with the VA Design Guide.

o Compounding rooms are large enough to accommodate future growth.

o A second restroom is added per staff comments.

Challenges:

o Requires displacement of staff, residents, and a large amount of storage space o Requires multiple phases of construction o Requires the longest construction duration

Plan Design Notes:

The design for F1204 complies with USP 797 & USP 800 because of its inclusion of a negative pressure Hazardous Drug Storage Room that connects to the Hazardous Compounding Room.

The Ante Room has a clear line of demarcation at the handwashing sink, and an area for staff to put on PPE. Per USP 797, a mobile stainless steel storage cart provides an area to wipe down any equipment in the space.

Per the VA Pharmacy Design Guide, the Non-Hazardous Compounding Room has a 7’-0” aluminum sliding door with touchless automatic operation. Due to plan constraints, the Hazardous compounding room cannot accommodate a sliding door. Per the VA Pharmacy Design Guide, a 4’-0” aluminum swing door with viewing window and touchless automatic operation is provided instead.

Pre-fabricated clean room windows are used between the compounding rooms and workstations that do not create any ledges for bacteria to grow inside the sterile areas per USP 797.

All finishes comply with the VA Pharmacy Design Guide, USP 797, & USP 800, including the specified high build glazed coating on wall surfaces as well as on the monolithic gypsum board ceilings, seamless floors with cove base. The stainless steel clean room pass throughs are mounted to be flush in the clean rooms. Finishes on the outside of the compounding area are patched to match the existing Pharmacy finishes.

Due to the limitations on the existing building and above ceiling utilities, the VA Pharmacy Design Guide recommended 9’ ceiling cannot be achieved. The highest possible height is noted, and 8’-4” ceilings are provided.

Additional Architectural USP 797 requirements met in this design:

Separate negative pressure rooms are provided for hazardous and non-hazardous compounding There are no water sources in the clean rooms Minimal equipment is provided in the clean rooms All equipment is non-shedding & cleanable There are no dust collecting ledges in the clean rooms Shelving is provided on the dirty side of the LOD for personal storage There is a cleanable storage cabinet to be used as a dedicated janitor’s closet

Additional Architectural USP 800 requirements met in this design:

A separate refrigerator dedicated for hazardous drugs is provided in the Hazardous Compounding Storage Room

There is an eye wash in the Ante Room

Additional Architectural VA Pharmacy Design Guide requirements met in this design:

All work surfaces are either solid surface or stainless steel Crash rails and wall protection are provided in storage and high traffic areas Doors entering F1204 are controlled with badge reader access

Additional Information:

The perimeter walls of F1204 are smoke tight per 2018 NFPA 101.8.7.1.1(2). The outpatient pickup windows are out of this project scope, but create a deficiency in the smoke tight enclosure from the open wells at the bottom needed for passing products through. We recommend that the facility install a smoke-rated counter coiling shutter on the Pharmacy side to maintain a smoke tight enclosure.

Additional options listed below were considered for F1204 and determined to not be in the best interest of the VA Hospital.

Option 2 – Renovating the Existing Pharmacy in Place:

*Option 2 reorganizes the pharmacy layout because we determined that renovating the existing pharmacy in its current plan layout will not meet the needs of the staff.

o This option was eliminated by staff due to the potential of taking the pharmacy out of service to renovate again in the future to meet the VA Master Plan.

Advantages:

o Could be completed in fewer phases o Least amount of construction time o Conforms to all code, regulations, and requirements o Displaces less staff for a shorter amount of time o Least obtrusive option into the existing Pharmacy o Allows space for future expansion o Requires rearranging of the break room where we cut in a door for relocation of the Chief Office o The copier adjacent to the pneumatic tube will be relocated o Displacement of staff and equipment o Requires use of temporary USP 800 compliant trailer during construction o This does not fit in the master plan and operations will be affected by future renovations o This does not comply with the VA Design Guide

Satellite Pharmacy N1004:

The following option for the Satellite Pharmacy, N1004, was reviewed with the COR & Pharmacy Staff and it was determined that Option 3 would best meet their needs, along with the VA Pharmacy Design Guide.

Option 3 was the chosen option, see the notes below.

Option 3 – Expand North, enter adjacent to Physical Therapy (Chosen Option):

o The entrance is not off the busy corridor.

o The entry vestibule allows the pressure to step down gradually from the corridor to the pharmacy.

o The Hazardous Compounding room is in a similar location, allowing the re-use of existing utilities.

o There is room for an additional glove box for future growth.

o The South portion of the Physical Therapy room will need to be renovated, including the relocation of a sink.

o The plan is reorganized, and existing utilities will need to be modified.

Plan Design Notes:

The design for N1004 complies with USP 797 & USP 800 because of its inclusion of a negative pressure Hazardous Drug Storage Room that connects to the Hazardous Compounding Room. Due to this requirement, the footprint of the pharmacy had to expand North into the Physical Therapy Room, displacing a storage room and reworking the 2 HR smoke compartment barrier. The design relocates the Physical Therapy Storage and adds the Hazardous Drug Storage Room. All finishes in the Physical Therapy Rooms are patched to match the existing finishes.

A new vestibule into Physical Therapy is provided, along with a separate entrance into the Pharmacy. The Pharmacy Entrance is separated with a vestibule to help mediate the pressure differential between the main corridor and the pharmacy.

The Ante Room has a clear line of demarcation at the handwashing sink, and an area for staff to put on PPE. Per USP 797, a mobile stainless steel storage cart provides an area to wipe down and equipment in the space.

Per the VA Pharmacy Design Guide, the Hazardous Compounding Room has a 7’-0” aluminum sliding door with touchless automatic operation.

The footprint taken up by the workstations is made up by removing the existing Janitor’s Closet that protruded into the space. Existing equipment is relocated in the space, and all finishes in the Chemotherapy Room are patched to match the existing finishes.

All finishes in the Pharmacy comply with the VA Pharmacy Design Guide, USP 797, & USP 800, including the specified high build glazed coating on wall surfaces as well as the on the monolithic gypsum board ceilings, seamless floors with cove base. The stainless steel clean room pass throughs are mounted to be flush in the clean rooms.

The staff workstations displaced by the Compounding Pharmacy are relocated to the area vacated by the current Compounding Pharmacy, creating new shared offices and storage space. The Omnicell Prep area has also been relocated to its own separate room in this area, and an additional Staff Toilet Room has been added.

Additional Architectural USP 797 requirements met in this design:

A separate negative pressure room is provided for hazardous compounding There are no water sources in the clean room Minimal equipment is provided in the clean room All equipment is non-shedding & cleanable There are no dust collecting ledges in the clean room Shelving is provided on the dirty side of the LOD for personal storage

There is a cleanable storage cabinet to be used as a dedicated janitor’s closet

Additional Information:

The 2 HR smoke barrier separating the smoke compartments is reworked and maintained through the space. The separation runs along the south wall of the pharmacy, and a rated pass through and enclosure is used between the Hazardous Compounding Room and workstations.

Additional options listed below were considered for N1004 and determined to not be in the best interest of the VA Hospital.

Option 1 – Expand South:

o This option was eliminated since staff determined that reducing space in the Chemotherapy room is not feasible due to the space needs in that room.

o Two workstations are provided at the Hazardous Compounding room.

o The Hazardous Compounding room remains in the same location, allowing the re-use of existing utilities o There is room for an additional glove box for future growth o Space is reduced in the Chemotherapy room to the South

Option 2 – Expand North, enter through the current entrance:

o This option was eliminated since staff prefers not to enter off of the busy corridor, and the pressure differential between the two spaces is too great.

o The Hazardous Compounding room remains in the same location, allowing the re-use of existing utilities o There is room for an additional glove box for future growth o Only one workstation is provided at the Hazardous Compounding room o The space to the north will need to be reorganized o The plan is reorganized, and existing utilities will need to be modified.

o The flow through the Ante Room is not ideal due to the location of the workstation.

FIRE PROTECTION/PLUMBING

FIRE PROTECTION NARRATIVE

1.1 EXISTING CONDITIONS

A. This narrative is based upon information known at the time of submission. All or part is subject to change based upon changes in design requirements or additional data obtained.

1.2 DEMOLITION

A. All CPVC fire protection piping shall be demolished in the area of renovation.

B. All sprinklers and associated flexible piping shall be demolished in the area of renovation.

1.3 NEW WORK

A. The new work will consist of:

1. New automatic wet pipe sprinkler systems will be installed to serve the area of renovation.

2. Service areas such as storage, janitor’s closets, mechanical rooms, etc., will be classified as Ordinary Hazard, Group 1. All other areas will be classified as Light Hazard. Quick Response type sprinklers will be installed in light hazard all areas.

1.4 BASIC FIRE PROTECTION REQUIREMENTS

A. Incorporate the following codes and standards:

1. VA Design Guidelines

2. 2015 IPC (only when specifically referenced in VA Design Documents)

3. 2015 IFGC (only when specifically referenced in VA Design Documents)

4. 2015 IECC (only when specifically referenced in VA Design Documents)

7. Applicable Codes and Standards

2. Provide O&M manuals and As-Built Drawings to the Owner at the end of the project.

3. Provide all required fire stopping assemblies at fire rated walls/floors.

4. Provide access panels where equipment needing access and service is concealed behind hard inaccessible surfaces.

5. Seismic restraints will provided for all fire protection systems per NFPA 13 and applicable codes.

1.5 BASIC MATERIALS AND METHODS

A. Standard-Pressure, Wet-Pipe Sprinkler System piping shall be one of the following:

1. Standard-weight or Schedule 30, black-steel pipe with threaded ends and uncoated, gray iron fittings.

2. Standard-weight or Schedule 30, black-steel pipe and uncoated, plain-end-pipe fittings.

3. Standard-weight or Schedule 30, black-steel pipe with cut- or roll-grooved ends and uncoated fittings.

B. Sprinkler Types shall be as follows:

1. Rooms without Ceilings: Upright sprinklers.

2. Rooms with Suspended Ceilings: Pendent, recessed sprinklers as indicated.

3. Wall Mounting: Sidewall sprinklers.

PLUMBING NARRATIVE

1.1 EXISTING CONDITIONS

A. This narrative is based upon information known at the time of submission. All or part is subject to change based upon changes in design requirements or additional data obtained.

1.2.1 DEMOLITION – N1004 SATELITE PHARMACY

A. The existing janitor’s closet adjacent to Room N1004 shall be demolished complete. All domestic hot and cold water, sanitary waste, and vent piping shall be demolished back to the mains and capped.

B. The existing sink in room N1004 shall be demolished complete. All domestic hot and cold water, sanitary waste, and vent piping shall be demolished back to the mains and capped.

C. The existing emergency eyewash/shower in room N1004 shall be demolished complete. All mains and capped.

1.2.2 DEMOLITION – F1204 PHARMACY

A. The existing double compartment sink in room F1204F shall be demolished complete. All mains and capped.

B. The existing janitor’s sink in room F1204B shall be demolished complete. All domestic hot and cold water, sanitary waste, and vent piping shall be demolished back to the mains and capped.

1.3 NEW WORK

1.3.1 NEW WORK – F1204 PHARMACY

A. A new sink shall be provided in ANTE ROOM F1204K. Connect new domestic hot and cold water, sanitary waste, and vent piping to wet column adjacent to new ADA RESTROOM F1204B and existing restroom.

B. A new lavatory and water closet shall be provided in ADA RESTROOM F1204B. Connect new domestic hot and cold water, sanitary waste, and vent piping to wet column adjacent to new ADA RESTROOM F1204B and existing restroom.

1.3.2 NEW WORK – N1004 SATELITE PHARMACY

A. A relocated sink shall be provided in PHYSICAL THERAPY ROOM N1006. Connect new domestic hot and cold water, sanitary waste, and vent piping to wet column adjacent to ANTE

ROOM N1004A.

B. A new sink shall be provided in ANTE ROOM N1004A. Connect new domestic hot and cold water, sanitary waste, and vent piping to wet column adjacent to ANTE ROOM N1004A.

1.4 BASIC PLUMBING REQUIREMENTS

A. Incorporate the following codes and standards:

1. VA Design Guidelines

2. 2015 IPC, (only when specifically referenced in VA Design Documents)

1.5 BASIC PIPING MATERIALS AND METHODS

A. Domestic water piping material: Type L hard copper pipe with wrought copper solder fittings.

B. Sanitary waste and vent piping material: Standard weight cast iron no-hub pipe with heavy duty stainless steel couplings above floor and bell & spigot below floor slab.

C. Valves: All valves shall be of brass/bronze construction.

D. Domestic water piping shall be designed to limit the velocities in water pipe to 8 ft/sec in domestic cold water piping and 5 ft/sec in domestic hot water piping. Individual shutoff valves shall be provided on each branch line serving plumbing fixtures.

1.6 BASIC PIPING INSULATION

A. Domestic water piping insulation: Fiberglass pipe insulation with ASJ/SSL vapor barrier jacket with a flame spread index of 25 and a smoke-developed index of 50 conforming to the 2012

IECC.

1.7 IDENTIFICATION FOR PLUMBING PIPING AND EQUIPMENT

A. All plumbing piping shall be identified with permanently affixed labels indicating service and shall include direction of flow arrows.

B. All plumbing valves shall be labeled with valve tags indicating service and a valve index will be included in the operation and maintenance manual.

1.8 PLUMBING FIXTURES

A. Mop Basins: Floor mounted, molded stone mop service basins with service sink faucet with integral vacuum breaker.

1.9 LEAKAGE TESTING AND STERILIZATION

A. Provide leakage testing for plumbing systems in accordance with IPC. All domestic water piping, valves, and equipment shall be sterilized before installation.

1.10 LEAKAGE TESTING AND STERILIZATION

A. All wall and floor penetrations shall be free from the structure and the openings in fire and smoke walls, partitions and floors sealed with the applicable UL listed fireproofing.

AME Consulting Engineers, PC VAMC Durham – Replace Pharmacy AHU’s

MECHANICAL

GENERAL

The project consists of modifying two (2) existing pharmacy areas (F1204 and N1004) at the VA Hospital in Durham, NC. AME shall design the mechanical systems for compliance with USP 797/800 per A/E Statement of Work.

BASIC MECHANICAL REQUIREMENTS

1. Mechanical systems shall be designed in compliance with the following codes and standards:

a. USP 800/797

b. 2018 VA Pharmacy Design Guide

c. 2017 VA HVAC Design Manual

d. 2016 VA Seismic Design Requirements (H-18-8)

e. 2018 IMC (only when specifically referenced in VA Design Documents)

f. 2018 IECC (only when specifically referenced in VA Design Documents)

g. NFPA 90A

h. NFPA 101

i. Energy Policy Act of 2005 (EPAct)

j. ASHRAE Standard 62.1

k. ASHRAE Standard 90.1

2. Provide shop drawings for all mechanical materials to be reviewed by the Mechanical Engineer.

3. Provide O&M manuals and As-Built Drawings to the Owner at the end of the project.

4. Provide all required fire stopping assemblies at fire rated walls & floors.

5. Provide access panels where equipment needing access and service is concealed behind hard inaccessible surfaces.

6. Provide a full test and balance of all air and hydronic systems within the project scope.

DESIGN CRITERIA

1. Outdoor design conditions shall be based on the climatic conditions listed in the 2018 VA Design Manual for Durham, NC. Design criteria shall use 0.4% cooling and 99.6% heating values.

a. Summer: 94.8°F DB, 75.7°F WB

b. Winter: 19.6°F DB

2. Indoor design conditions for general pharmacy areas (except pharmacy compounding areas) shall be based on the Pharmacy Service Room Data Sheet listed in the 2018 VA Design Manual.

a. Summer: 75°F DB

b. Winter: 70°F WB

3. Indoor design conditions for pharmacy compounding area shall be based on USP 797 but designed to operate at lower temperatures for potential changes to USP 797 in the future.

a. Summer: 64°F DB, 50% RH

b. Winter: 64°F DB, 50% RH

MECHANICAL DEMOLITION

1. General Demolition

a. All equipment to be demolished shall be coordinated with the VA. It shall be at the VA’s discretion whether to dispose of the equipment or save it for use on future projects.

b. Repair/patch all openings in exterior and interior walls from demolition and seal air/water tight.

c. Revise existing control sequences and update graphics based on demolition work.

2. F1204 Demolition

a. Demolish one (1) utility set exhaust fans located on the roof. Demolish all associated ductwork, duct fittings, dampers, exhaust grilles, controls, control wiring, hangers, and supports from the roof, inside the duct chase on Level 3, routed through the interstitial mechanical space on Level 2, and within the existing pharmacy compounding area on Level 1.

b. Demolish one (1) inline exhaust fans located in the interstitial mechanical space on Level

2. Demolish all associated ductwork, duct fittings, dampers, exhaust grilles, controls, control wiring, hangers, and supports on the interstitial mechanical space on Level 2 and within the existing pharmacy compounding area on Level 1.

c. Demolish all existing supply ductwork and associated duct fittings, dampers, insulation, fan filter units, supply diffusers, grilles, controls, control wiring, hangers, and supports within the existing pharmacy compounding area on Level 1.

d. Demolish all existing pharmacy controls including pressure monitoring systems, pressure sensors, temperature sensors, humidity sensors, control wiring, hangers, and supports.

3. N1004 Demolition

a. Demolish one (1) rooftop air handling unit. Demolish all associated ductwork, duct fittings, duct insulation, dampers, fan filter units, supply diffusers, return grilles, chilled water piping, medium pressure steam piping, pipe insulation, valves, gauges, control, control wiring, hangers, and supports.

b. Demolish three (3) utility set exhaust fans located on the roof. Demolish all associated ductwork, duct fittings, dampers, exhaust grilles, controls, control wiring, hangers, and supports.

c. Demolish all existing pharmacy controls including pressure monitoring systems, pressure sensors, temperature sensors, humidity sensors, control wiring, hangers, and supports.

DESCRIPTION OF NEW MECHANICAL SYSTEMS

1. The two (2) different pharmacy compounding suites shall be zoned to include the following rooms:

a. F1204 compounding area

a. One (1) indoor modular air handling unit located in the second story interstitial mechanical space above the pharmacy compounding rooms:

• 5,600 CFM supply, 2,600 CFM return, 3,000 CFM outdoor air

• Variable speed supply & return air fans with high efficiency motors

• Chilled water cooling coil

• Medium pressure steam pre-heat coil

• Medium pressure steam re-heat coil

• Low pressure steam-to-steam humidifier

• Double wall construction for indoor installation, stainless steel drain pan

4. All ductwork shall be designed in accordance with the ASHRAE Fundamentals handbook and fabricated per SMACNA Duct Construction Standard.

a. Duct material shall be galvanized sheet steel ASTM A525 with G90 coating (except for exhaust ductwork serving biological safety cabinets)

b. All exhaust ductwork serving biological safety cabinets shall be welded 316-L stainless steel round duct per VA standards. Substitution requests for any other material or sealing method will not be accepted.

c. All ductwork shall be sealed per Seal Class A

d. Pittsburgh lock seams shall be used

e. Full radius elbow fittings shall be used. Square throat elbows with turning vanes are not acceptable.

f. Flexible duct runouts shall be limited to 4’-0” to any air outlet (except biological safety cabinets). Exhaust duct connections to biological safety cabinets shall be hard duct.

5. Ducts requiring insulation shall be as follows:

a. Ducts located indoors and concealed shall be externally wrapped with 2” thick fiberglass insulation with foil vapor barrier. Blanket insulation shall comply with ASTM C 553, Type II, with factory-applied jacket.

b. Ducts located indoors and exposed shall be externally insulated with 2” thick polystyrene board. Board insulation shall comply with ASTM C 612, Type IA, with factory-applied jacket.

c. Ducts located outdoors shall be externally insulated with 2” thick polystyrene board with two (2) coats of weather barrier mastic reinforced with fabric. Ducts shall be finished with embossed aluminum jacketing fastened with stainless steel screws. All joints and laps in aluminum shall be installed to shed water and properly caulked to avoid water infiltration.

6. Air distribution shall be selected and sized to meet the noise criteria (NC) levels listed in room data sheets.

7. Fire dampers shall be provided where ductwork penetrates rated assemblies. All dampers shall be low-leakage type with 24V actuators.

8. New chilled water and heating hot water piping materials and insulation systems shall match existing. Dielectric fittings shall be provided for dissimilar metals.

9. New medium pressure steam piping materials and insulation systems shall match existing.

Dielectric fittings shall be provided for dissimilar metals.

10. All valves shall be identified with brass tags, 1-1/2” high with 1/2” high depressed lettering. A valve schedule shall be provided.

11. New controls shall match existing DDC controls (Siemens). The controls contractor shall fully integrate and tie all new controls into the existing Siemens front end. All new controls work shall be coordinated with the VA COR and VA pharmacy staff. A means for allowing VA pharmacy staff to monitor temperature, humidity, and pressure trends shall be provided. New control panels shall be provided as needed. New pharmacy controls shall match existing laboratory controls (TempTrak).

12. All variable frequency drives shall be limited to a maximum 60 Hz. The test and balance firm may not increase the frequency on any VFD above 60 Hz to achieve airflows.

13. Seismic restraint shall be provided for mechanical systems to resist gravity, seismic, wind, and lateral loads based on Seismic Design Category C, Risk Category IV, and Importance Factor 1.5.

ELECTRICAL

GENERAL

The project consists of modifying two (2) existing pharmacy areas (F1204 and N1004) at the VA Hospital in Durham, NC. This system shall be designed for compliance with USP 797/800 per A/E Statement of Work.

1.1 GENERAL

A. The following shall be used to select and design the Electrical systems for the new pharmacy renovation at VA Durham in Durham, NC:

A. Provide demolition of all electrical devices (receptacles, lights, etc.) within the scope of work.

Remove the devices and all associated wiring and conduit back to source. The existing power panels shall remain and be reused to feed new devices in the project.

B. Provide demolition of all fire alarm devices within the scope of work. Remove the devices and all associated wiring and conduit back to source.

1.3 BASIC ELECTRICAL MATERIAL

A. All materials and labor shall be provided for a complete, cost effective, energy efficient electrical installation. Materials, apparatus and equipment shall be new and shall bear the Underwriter’s Label when such labels are available.

B. The following material will not be furnished under the electrical scope of work: Motors, pumps, electric heating equipment and their associated control devices. These items shall be supplied and installed by Divisions 22 and 23.

C. Interior raceway shall be rigid conduit or intermediate metallic conduit, except that metallic tubing (EMT) may be used in concealed dry locations. Flexible conduit shall be used to connect to vibrating equipment. Exterior raceway shall be rigid metallic conduit for exposed applications and shall be PVC for underground applications or in concrete floor slabs. MC or AC type cable shall not be acceptable for feeder and branch circuit wiring unless specifically permitted. Branch circuit conduit is not permitted in or below slabs unless indicated. Steel compression fittings shall be utilized for EMT unless otherwise noted.

D. All 600V and lower voltage conductors shall be THHN/THWN copper. Wiring #10 and smaller shall be solid, wiring #8 and larger shall be stranded. All wiring shall be in metal conduit unless otherwise noted. No shared neutrals shall be allowed, other than for multi-pole breakers.

E. Pull boxes shall be provided to facilitate conductor pulling in long runs or in runs with multiple bends. Each lighting fixture and electrical device shall be provided with an outlet box. All back boxes shall be a minimum of 4 11/16” square x 2 1/8” deep. Any electrical boxes located outdoors shall be rated NEMA 3R.

F. Conduit and cable systems shall be color coded according to use. Electrical identification shall be required for all switchboards, panelboards, disconnects, etc… Provide panel and circuit identification on all junction boxes and receptacle and light switch cover plates.

G. Hospital grade wiring devices shall be used. Switches and convenience outlets shall be gray in color. Emergency power receptacles shall be red. Cover plates shall be standard size stainless steel. GFCI receptacles shall be used in all bathrooms, kitchens and other required and/or wet locations. Both normal and emergency power receptacles shall be installed at all patient bed locations and shall meet all requirements of the National Electrical Code and the FGI Guidelines.

H. Provide all required fire stopping assemblies at fire rated walls and floors. Provide access panels where junction boxes are concealed behind hard inaccessible surfaces.

I. Provide supports as required by the North Carolina Building Code per the seismic criteria listed on the Structural Engineering specifications.

1.4 NEW WORK – F1204 PHARMACY

A. Provide new 2’x4’ LED clean room lighting fixtures for new pharmacy compound areas. Provide new 2’x4’ LED volumetric fixtures in offices and storage rooms. Lighting shall be wired to critical power panels ‘EC1F4A’. Provide new dimmer switches in compound areas and office areas.

Provide new occupancy sensors in storage areas.

B. Provide new receptacle layout and equipment connections for new pharmacy equipment. Use existing normal power panel ‘1FP6’ and critical panels ‘EC1F1’and new critical panel ‘EC1F4A’.

C. Provide power for new HVAC including fan filter units, air handling unit and exhaust fans. Fan filters and exhaust fans shall be served from new critical panel ‘EC1F4A’. Air handling unit shall be served from existing critical panel ‘EC2FDP2’.

D. Provide new smoke detectors and visual devices for all compounding areas. Provide smoke detectors for all storage areas. Provide visual devices for all offices and work areas.

1.4 NEW WORK – N1004 SATELITE PHARMACY

A. Provide new 2’x4’ LED clean room lighting fixtures for new pharmacy compound areas. Provide new 2’x4’ LED volumetric fixtures in offices and storage rooms. Lighting shall be wired to critical power panel ‘EA1’. Provide new dimmer switches in compound areas and office areas. Provide new occupancy sensors in storage areas.

B. Provide new receptacle layout and equipment connections for new pharmacy equipment.

Receptacle and equipment shall be wired to new critical power panel ‘EA1A’.

C. Provide power for new HVAC air handling unit. Air handling unit shall be served from existing critical motor control center ‘EMCC’.

D. Provide new smoke detectors and visual devices for all compounding areas. Provide smoke detectors for all storage areas. Provide visual devices for all offices and work areas.

1.5 PANELBOARDS

A. Spare circuits and circuits made available during demolition shall be used where available to fee any new normal or critical power lighting and receptacle circuits.

B. Panelboards shall be 22KAIC fully rated, copper bus with main circuit breakers. All panels shall have door in door piano hinged doors that allow access to panel interior without tools. Panel deadfronts shall require tools to access. Circuit breakers shall be bolt-on thermal magnetic molded case single pole and multi-pole breakers with common trip. Panelboards shall have 25% spare breakers for future use.

C. Disconnect switches shall be quick-make, quick-break, Underwriter’s labeled heavy-duty safety switches. Fuses shall be provided for disconnect switches that feed multiple loads or that are supplied with conductors rated less than the switch rating. Fuses shall be current limiting or dual-element time-delay depending on application and where required by code.

D. Electrical Gear Manufacturers shall be Square D, General Electric or Cutler Hammer.

1.6 GROUNDING

A. The electrical system shall be complete with a grounding system. The grounding system shall be installed with electric equipment and enclosures operating at ground potential, and shall provide a low impedance path for ground fault currents.

B. The grounding system shall consist of insulated copper wire for raceway installations. All feeders and circuits shall have equipment-grounding conductors. Connections made to structural steel or underground shall be exothermic weld type. All other connections shall be compression or mechanical type.

1.8 INTERIOR LIGHTING

A. In general, the new interior lighting is to conform to VA Standards. The lighting system shall be designed to meet or exceed the 30% additional energy savings over the ASHRAE 90.1 requirements.

B. The following are design criteria for interior lighting:

1. All lighting shall be LED fixtures, specification grade.

2. All lamps shall be 4000K color temperature.

3. Fixture housing and frame shall be arranged to match ceiling construction.

4. Fixtures shall be supported from the building structure.

5. Acrylic lenses for lighting fixtures shall be 1/8” minimum thickness.

6. LED lamps shall be minimum 50,000 hours, 80 CRI.

7. LED Standards: ANSI C78.377 (Chromaticity), LM-79 (Luminous Flux), LM-80 (Lumen

Maintenance) and TM-21.

8. Lighting controls shall be determined during construction.

9. Exit signs shall be black housing with brushed aluminum face and red LED for illumination;

and shall comply with all applicable building codes.

1.10 FIRE ALARM SYSTEM

A. Provide an intelligent addressable analog fire alarm system installed to meet all current Fire Alarm (NFPA 72, 101), ADA and local codes. The new system shall match the existing campus wide system. The system shall consist of a manual pull stations, smoke detectors, heat detectors, duct detectors, wall mounted audio-visual devices, wall mounted visual only devices, magnetic door holders, monitoring of tamper/flow switches, etc…for a fully functioning system. All fire alarm wiring shall be Class A and installed in conduit. The new devices shall connect to the existing fire alarm system.

TELECOMMUNICATIONS AND SECURITY

1.1 TELECOMMUNICATIONS AND SECURITY NARRATIVE

A. CODES AND STANDARDS

The latest effective publications of all applicable standards, codes, etc., as they apply, form part of these specifications as if were written fully herein and constitute minimum requirements. The following will be referred to throughout in abbreviated form.

B. DEMOLITION

1. Remove the existing PA and fire alarm speakers and store for reinstallation. Coil wire above the ceiling and protect during construction.

2. Remove all existing data and voice category/legacy cabling from the area of renovation back to the telecom rooms. Remove existing junction boxes and conduit associated with telecom outlets.

3. Remove all abandon legacy and telecom cabling and conduit supports above the ceiling of the renovated areas back to source.

4. Remove existing security glass break devices and turn over to the VA COR. Remove existing cabling back to existing IDS panels above the accessible ceiling in the F1204 pharmacy area.

C. TELECOMMUNICATIONS WORK

1. Install new horizontal wire management, (2) 1RU power strips and horizontal rack mounted ground bar in existing TR1000N rack.

2. Install new pre-drilled telecom ground bar and bonding conductor from ground bar to nearest electrical service ground and structural steel per TIA 607-C standard for both existing telecom rooms N1001, F2118A. All bonding conductors shall be green jacket cable and have two-hole long barrel irreversible crimp connectors on both ends.

3. See floor plans for location and quantity of telecom outlets.

4. All new horizontal voice/data cables shall be Category 6 white jacket and white jacks. All wireless AP outlets shall be Category 6 green jacket and green jacks.

5. Terminate all new voice, data, and wireless AP cabling in new rack mounted 48 port

Category 6 patch panels in existing floor mounted racks.

6. Provide new 12” wide cable runway in Telecom Room N1001.

7. Provide new 6” wide by 4” deep ladder type cable tray above the accessible ceiling in the

Pharmacy F1204 and 12 x4” above ceiling outside the Satellite Pharmacy N1004 as a main pathway to support all voice, data and wireless horizontal cabling back to the telecom room.

8. Provide 4-11/16” sq by 2-1/8” deep j-box and 1” conduit stub-up above ceiling to the nearest ladder tray for each telecom outlet. Provide j-hooks, when required, above the accessible ceiling to support all horizontal cabling from stub-up to nearest ladder type cable tray.

9. Provide conduit sleeves from cable tray into telecom rooms and any partitions that are floor to ceiling for all horizontal cables.

10. Provide minimum (2) Category 6 RJ45 jacks in a 4-port faceplate for all new data telecom outlets for printers or equipment.

11. Provide minimum (4) Category 6 RJ45 jacks in a 6-port faceplate for all new workstation voice/data telecom outlets.

12. Provide required labeling per TIA-606-C and VA standards.

13. Provide test plan to VA OI&T representative prior to testing and test all copper cabling per

ANSI/TIA 568 standards.

14. All bonding conductors shall be green jacket cable and have two-hole long barrel irreversible crimp connectors on both ends.

15. All sleeves, conduit, and cable trays shall maintain a 40% fill ratio.

16. Reinstall existing PA and fire alarm ceiling mounted speakers. Extend the existing cabling to new speaker locations.

D. SECURITY WORK

1. Install new access control devices (card reader with integral keypad, electric strike device, request-to-exit PIR device, and door contact) on entry doors to Anti room and Hazardous Storage room for both the N1004 and F1204 Pharmacy. New access controls will terminate in existing door controllers as shown on the plans.

2. New ceiling mounted CCTV IP based 4K cameras shall be installed in the Anti, Compound, and Hazardous Storage rooms of Pharmacy F1204. The cameras for the F1204 Pharmacy shall terminate in a new POE switch located in a new wall mounted vertical network cabinet with in new Compound room. A new 12 strand SM armored fiber backbone cable shall be installed from the wall mounted telecom cabinet back to the existing security closet adjacent to the main security office.

3. CCTV monitors shall be installed in the Anti room and Office F1208 to view all cameras in the pharmacy area.

4. Cameras mounted in Anti, Compound and Hazardous Storage rooms in Pharmacy N1004 shall be terminated in existing network POE switch in floor mounted rack in Security Closet N1038.
