The Purpose of this amendment is to answer questions for Durham VAMC Elevator Preventative maintenance and Repair Solicitation.

Questions

1. I noticed the RFP came out for the elevator maintenance at the Durham VA. However, I also noticed it is set-aside for SDVOSB. As I recall, the original sources sought only focused on small business. If you don’t get enough responses to your current RFP, will you possibly look to expand to include WOSB or small business?

ANS: The request for quote is a SDVOSB set aside at this time.

2. Page 12 Section 9 states “The contractor shall accept these elevators “as is”. Typically, incoming contractors are not responsible for pre-existing deficiencies that have been previously identified in the most recent annual and full load 3rd party inspections. Will the VA consider adding a pre-existing conditions survey for the incoming contractor to identify pre-existing deficiencies to the COR?

ANS: The contractor shall accept these elevators "as is" language shall be removed, and the incoming contractor will be able to view the recent annual and full load inspections to identify pre-existing deficiencies.

3. Will the VA provide the reports for the most recent CAT 1 and CAT 5 tests so we can identify any safety concerns that need to be immediately remedied at the start of the contract?

ANS: The CAT 1 and CAT 5 reports will be provided from Elevator Inspection to the awarded contractor.

4. Page 12 Section 7 F States “Maintenance requiring operational “Shut downs” shall be performed during non-administrative working hours.” In order to properly and safely maintain an elevator, it must be temporarily removed from service during preventative maintenance procedures. Are there any elevators that must exclusively be maintained after hours? If so, which ones?

ANS: All repairs that require a shutdown of the elevator more than 2 hours will required that the repairs be done afterhours.
