Store such items where directed by COR.

2. Items not reserved shall become property of the Contractor and be removed by Contractor from the Medical Center.

3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.

1.10 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT,

UTILITIES, AND IMPROVEMENTS

A. The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass), on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The

Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment or workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer.

The contractor shall remove all trees, limbs, and shrubs as indicated by the COR for conducting the work and for insuring security of the site.

B. The Contractor shall protect from damage all existing improvements and utilities at or near the work site. The Contractor shall be responsible for determining the location of all underground utilities with general assistance from the VA, and shall take all necessary measures to identify exact locations in order to avoid damage to utilities and/or disruption of utility services due to construction traffic. The

Contractor shall repair any damage to those facilities resulting from failure to comply with the requirements of this contract, failure to properly identify utilities or utility locations, or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the

Contractor. The Contractor shall be responsible for coordinating the work with any affected utilities and government entities.

(FAR 52.236-9)

SECTION 01 25 00

INTERIM LIFE SAFETY PLAN FOR CONSTRUCTION

1. LIFE SAFETY CONSIDERATIONS

A. The Interim Life Safety Plan shall document any Life Safety Code deficiencies which are known to exist at the project site prior to the start of the construction contract.

B. Life Safety Code (NFPA 101) requirements affected by construction:

1. Chapter 1, Administration.

2. Chapter 7, Means of Egress.

3. Chapter 8, Features of Fire Protection.

4. Chapter 9, Building Service and Fire Protection Equipment.

5. Chapter 19, Existing Health Care Occupancies.

6. Chapter 19, Existing Business Occupancies.

C. INTERIM LIFE SAFETY MEASURES AT THE PROJECT SITE: To maintain an equivalent level of life safety, the project shall be monitored daily to insure compliance with NFPA 241, SAFEGUARDING BUILDING CONSTRUCTION AND DEMOLITION OPERATIONS. When requirements for fire safety protection or environment and grounds safety are affected by construction the contractor, shall institute and document Interim Life Safety Measures (ILSM) to temporarily compensate for the hazards posed by construction activities, as required by NFPA 241 and this section.

1. The interim life safety measures must be continued and documented so that the level of life safety is not diminished in any occupied area and a safe environment and grounds are maintained throughout construction of or alteration to buildings or grounds. Compliance to these provisions is mandatory, partial compliance is not acceptable.

2. The interim life safety measures are a series of thirteen administrative actions required to be taken to temporarily compensate for the reduction if Life Safety Code (LSC) provisions caused by construction activities. The ILSM are:

a. Ensuring free and obstructed exists. Personnel receive additional training when alternative exits are designated. Buildings or areas under construction must maintain escape routes for construction workers at all times. Means of existing construction areas are inspected daily.

b. Ensuring free and unobstructed access to emergency services and for fire, police, and other emergency forces.

c. Ensuring fire alarm, detection, and suppression systems are in good working order. A temporary but equivalent system shall be provided when any fire system is impaired. Temporary systems must be inspected and tested monthly.

d. Ensuring temporary construction partitions are smoke tight and built of noncombustible or limited combustible materials that will not contribute to the development or spread of fire.

e. Providing additional fire-fighting equipment and training personnel in its use.

f. Prohibiting smoking according to EC.5 throughout the organization’s buildings, and in adjacent to construction areas.

g. Developing and enforcing storage, housekeeping, and debris removal practices that reduce the building’s flammable and combustible fire load to the lowest feasible level.

h. Conducting a minimum of two fire drills per shift per quarter.

i. Increasing hazard surveillance of buildings, grounds, and equipment, with special attention to excavations, construction areas, construction storage, and field offices.

j. Training personnel to compensate for impaired structural or compartmentalization features of fire safety.

k. Conducting organizationwise safety education programs to promote awareness of LSC deficiencies, construction hazards, and ILSM.

3. Implementation of ILSM is required in or adjacent to all construction areas and grounds. ILSM apply to all personnel, including construction workers. Implementation of ILSM must begin upon project mobilization, and be continuously enforced through project completion. Not all eleven measures have to be implemented in every case, but all eleven measures must be considered and documentation provided explaining why any measures were not implemented.

4. ILSM are intended to provide a level of life safety comparable to that described in chapters 1- 7, 31, and the applicable occupancy chapters of the 1991 edition of the LSC (NFPA 101).

Frequencies for inspection, testing, training, and monitoring and evaluation shall be as established herein.

5. In addition, the contractor and its workman shall comply with the following provisions:

a. Construction Processes and Hazards:

(1) Cutting and Welding Operations: To minimize the risk of fires during construction, alteration, demolition operations, or making repairs while performing hot work, such as, cutting, welding, thermal welding, brazing, soldering, grinding, thermal spraying, thawing pipe, or any other similar work, the contractor shall be responsible for assigning an authorized supervisory representative to issue hot work permits. Before any cutting, welding or other hot work is conducted, the contractor or subcontractors shall obtain permission from the contractor’s authorized representative by the issuance of this permit. All hot work shall be conducted safely in accordance with National Fire Protection Association Standard No. 51B, Fire Prevention in the Use of Cutting and Welding Process, 1989 edition.

The permit format at the end of this section, or a similar format, shall be used. Permits shall be issued on a daily basis by the contractor’s authorized supervisor. The COR inspects the work area before, during, and after the work covered by the permit is performed. A separate permit will be issued for each distinctive location, i.e., different floors of the building. The permit requires the contractor to provide and/or maintain fire extinguishers and, as needed, a fire watch throughout the period for which the permit is issued.

(2) Smoking Restrictions: Smoking will not be allowed in this Medical Center. Smoking will not be permitted in or around construction areas. The contractor agrees to require his/her employees, subcontractors, suppliers, etc., to smoke only in designated smoking areas. The Government may require the contractor to remove from the Medical Center any of his/her employees, subcontractors, suppliers, etc., who violate the Medical Center smoking regulations.

When possible, the COR may designate an outdoor smoking zone near the construction site.

The contractor shall post “NO SMOKING” signs at each entrance to the construction site and at two other locations within the construction site. A copy of the Medical Center’s smoking policy will be provided to the contractor at the pre-construction conference. The COR will verify enforcement.

(3) Trash Disposal: The contractor is responsible for maintaining a clean work environment. The contractor shall, at all times, keep the construction site, including storage areas, free from accumulations of trash, debris, and construction waste. The work area shall be cleaned and all trash and debris removed at the end of each shift or workday. Burning of trash or construction debris on Medical Center grounds is not permitted. Removal of hazardous waste shall be in accordance with current EPA, Commonwealth of Virginia and local government regulations.

Hazardous waste disposals must be reviewed by the Medical Center industrial hygienist.

b. Utilities:

(1) To insure the safety of patients, visitors, staff and the contractor’s employees and suppliers no utility service, such as water, gas, steam, sewers, electricity, fire protection, or communications shall be interrupted without prior written approval by the COR.

(2) Utilities shall be turned off and turned on by members of the Medical Center’s maintenance and operations staff only. The contractor shall not attempt to close any valves, controls, or circuits.

(3) Refer to specification section 01010-1.5 for specific contract requirements for requesting utility interruptions.

c. Fire Protection:

(1) Fire Cut-Offs: The contractor shall maintain existing fire and smoke barriers until such times as these barriers must be removed in order to complete project work. At this time, he will construct temporary barriers between the project site and adjacent Medical Center space. The temporary barriers shall be maintained by the contractor until new permanent barriers are in place or until the project is complete.

(2) Access for Fire Fighting: The contractor shall keep the construction area free of obstructions that would prevent the use of fire fighting apparatus. Free access from the street to fire hydrants and to outside connections for standpipes, sprinklers, or other fire extinguishing equipment shall be provided and maintained at all times. Free access to permanent, temporary, or portable first aid fire equipment shall be maintained at all times.

(3) Sprinkler Protection: When it becomes necessary to temporarily shut-down existing sprinkler systems in the performance of project work, the contractor shall schedule the work to minimize the length of shut-down. The contractor shall disconnect only that portion of the existing system within the project site. The contractor shall provide all the materials, labor, and equipment necessary to keep all other sections of the sprinkler system outside the construction site in full operation. The contractor shall expedite renovation of the project site sprinkler system so the system may be returned to full service as soon as practical.

(4) First Aid Fire Equipment: In addition to the fire extinguishers required by the Engineering Service Hot Work Permit, the contractor shall provide at least two fully charged extinguishers within the project site.

d. Ceiling tiles must be in place at all times unless work is on-going or the construction area is secured behind a fire rated construction barrier.

D. ADDITIONAL INTERIM REQUIREMENTS: The contractor, shall as part of this contract, maintain an enclosed, LOCKED project site. Each construction barrier/partition shall be equipped with a self-closing, automatic locking entry door to restrict access by non-construction personnel, especially hospital staff, patients, visitors, or the general public. This area shall be adequately secured and posted. The contractor shall immediately seal all penetrations in existing building fire and smoke partitions with temporary, or permanent, firestop material in order to maintain such separation during the length of the project. The enclosure erected by the contractor shall provide a two hour fire barrier between the project site and adjoining areas of the building. No other contract work shall be performed until this barrier is in place. The contractor shall not obstruct normal access to the building, roads, loading dock, or parking areas. Specific details of barrier/partition construction are shown in the drawings.

E. ENFORCEMENT PROCEDURES: The COR shall inspect the project for compliance with this plan during regular progress inspections. Enforcement shall be as stated in the General Conditions, paragraphs 52.236-13, ACCIDENT PREVENTION.

2. PUBLICATION INCORPORATED BY REFERENCE:
