3. Background. The Hampton VA Medical Center current produces hazardous waste, which is currently stored in Bldg. 179 and satellite accumulation areas throughout the facility. Due to the uniqueness of equipment to remove universal waste and hazardous wastes the facility requires establishing a firm-fixed, multi-year service and maintenance contract.

4. Coordination: Engineering Service (ENG) Safety Shop (building 35) will serve as the focal point and designated a Contracting Officer Representative (COR) for this contract.

4.1 The COR will be immediately notified whenever scheduled pick-up cannot be accomplished.

4.2 The designated storage area for Universal Waste and Hazardous Waste at VAMC Hampton is Bldg. 179. The accumulation areas should be kept locked (except to add or remove waste). The medical center may establish satellite accumulation areas in other parts of the facility.

4.3 The Contractor shall pick up Universal Waste and Hazardous Waste at Bldg. 179 and other areas within the facility as requested by the COR. Universal Waste and Hazardous Waste shall be picked up for disposal by the Contractor on a bi-monthly basis (every other month, a total of 6 pickups per contract year). The COR will contact the contractor for pickup.

4.4 The contractor shall conduct an inventory of the hazardous/universal wastes within two weeks of the contact with the COR. Contractor shall provide a completed inventory list and invoice prior to shipment.

4.5 Schedules for pickup/disposal shall be coordinated with COR/Environmental Engineer. At the discretion of the COR, VA staff may be required to accompany the Contractor on-site during the project.

5. Performance/Major Work Items: The Contractor shall work with VA staff and perform a site visit to determine existing site conditions and to obtain additional data and information to support completion of the work listed in the scope above.

5.1 The Hampton VA Medical Center requires contracted services to provide labor and materials necessary to package, transport and dispose of universal waste, hazardous wastes and non-hazardous, non-regulated wastes from medical center activities including Laboratory, Pharmacy, Dental Clinic, Radiology and other Services. Pickup, package, transport, and disposal of universal and hazardous materials will be performed by the contractor in accordance and compliance with all existing Federal, State and local regulations. The contractor’s responsibilities include but are not limited to the classifying, identifying, collection, manifesting, labor, transportation, and proper off-site disposal of all universal and hazardous wastes generated by the Medical Center. Waste xylene, or other similar solvents are to be consolidated on site by the Contractor and are to be shipped as bulk and priced as bulk, unless otherwise authorized by the COR.

5.2 The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide for the Collection and Disposal of Hazardous and Universal Waste in accordance with the Performance Work Statement. Collection containers at satellite and central accumulation areas shall be replaced with an empty container of the same type and capacity. Appropriate container labeling shall be coordinated with the COR/Environmental Engineer to ensure it meets all state and federal regulations.

5.3 Universal Waste and Hazardous Wastes must be managed in a way that prevents releases of these wastes or its hazardous components to the environment. The wastes must be placed in appropriate containers that are kept closed (except to add or remove wastes), are structurally sound, are compatible with the contents and are capable of containing leakage or spills.

5.4 Universal Waste and Hazardous Waste shall be recycled to the maximum extent possible. Universal Waste and Hazardous Waste that cannot be recycled and are classified as hazardous wastes shall be transported and disposed of in accordance with the EPA hazardous waste regulations and US DOT regulations. Hazardous wastes that are recycled shall be identified by the contractor on the manifest or equivalent document (i.e. “Lead vests for Recycling”).

5.5 Spills and Leaks:

5.6.1. The Contractor shall be responsible for cleaning up any leaks or spills of Universal Waste and Hazardous Waste that occur while onsite preparing the wastes for shipment and disposing of the wastes upon determination as either Universal Waste and Hazardous Waste or Hazardous Waste, dependent on the waste configuration.

5.6.2. The contractor will provide hazardous material spill cleanup as needed. Since it is difficult to price this service without knowledge of the future, the vendor will certify that the “lowest commercial price” will be provided for this service. “Lowest commercial price” means the lowest price at which a sale was made to the general public for this service and that the vendor does not provide this service to any other customer at a lower price.

5.6.2.1. Hazardous material spill service (non-emergency) is to be provided on an as needed basis within 48 hours of notification by the COTR.

5.6.2.2. Hazardous material Emergency spill service should be provided within 8 hours of notification by the COTR. If contractor is not available, the COTR may use any source deemed necessary to ensure the safety of the facility and personnel. Contractor will be liable for any costs associated with this alternative.

5.6.3 The contractor will responsible for ensuring that all the employees and other personnel visiting the work site have and are using the appropriate Personal Protective Equipment (PPE) that addresses the particular hazards found at the site. The contractor will be responsible for the upkeep, issue, and training for the PPE used and maintaining all required documentation.
