CONTINUATION PAGE
The Contractor shall work with VA staff to manage, package, label, transport, and recycle or dispose of Universal Waste and Hazardous Waste generated at Hampton VA Medical Center.
1. Can you provide clarification regarding this process? Does this mean a person will need to come onsite to educate staff about this process?
The Contract is expected to perform all packaging, labeling, and transportation in accordance with DOT regulations. VA staff can provide insight as the generator on hazards/hazard classes. We do not expect onsite training, but we expect the contractor to work with the COR on labels and packages, especially those replacement containers. For instance, if you remove a drum at the SAA, you must replace it and apply a label and hazard sticker as applicable.
Additional information or clarification is needed to provide pricing for the following:
2. Labpack Reactive: Need more specific information about the type of reactive waste (e.g. name of waste or chemical). Generally silver nitrate (in stick or liquid form), peroxides (medical formulations), sodium nitroprusside (medical formulation not considered P listed)
3. Labpack Acutely Hazardous: Need more specific information about the type of acutely hazardous waste (e.g. name of waste or chemical). Pharmaceuticals such as Nicotine patch, pill, and lozenge, coumadin/warfarin, arsenic trioxide. Potential for sodium azide (very rare, may see this once over the life of the contract)
4. Mercury waste: Need more specific information about what type of mercury waste (e.g. devices, compounds) – mercury containing devices such as thermometers or barometers. Also, we collect mercury amalgam from dental. Amalgam will be in trace quantities as well as in bulk from the filters or separators.
5. NiCad Batteries Transformer: I am not sure what type of waste this is referring to. Can you provide additional information about it? This should read. “NiCad Batteries”. Just sealed Nickel Cadmium batteries.
6. Biohazard/hazardous mix waste: Can you tell me what type of hazardous waste (chemical) is mixed with the biohazard? Please refer to the MRSA cartridges below. Depending on vendor they will classify this as biohazardous because it is a laboratory testing cartridge.
7. Ballast: Are the ballast PCB or Non-PCB? Non PCB
8. Flammable inhaler: I am unsure what type of waste this is referring to. Can you provide additional information about it? Multi-dose pharmaceutical inhalers, such as Symbicort, that has either a flammable propellant or flammable contents.
9. Lead wipes: I am unsure of what type of waste this is referring to. Can you provide additional information about it? Lead paint dust cleanup wipes. Lead bonds to wipe. Making it contaminated with lead.
10. MRSA Kits: I will need additional information about what type of waste this is. If possible, a copy of the SDS. Please see the attachment. These are corrosive.
11. Non-hazardous, non-regulated waste (liquid and solid): Do you have more specific or detailed information about what type of non-hazardous or non-regulated waste was disposed of, such as the name of the waste? Typically, non-hazardous pharmaceuticals, latex paints, oily debris, oil contaminated water, non-hazardous cleaning chemicals.
12. Mercury pricing by LB is a case by case basis and I will need to request pricing for this type of waste. I have container or drum size pricing (5, 15, 30 or 55 gallons). In addition, I will need more information about the type mercury waste (see question above). Mercury amalgam is collected in 2-gallon containers. One per pick up. Mercury amalgam separator filters are probably 30-gallon size. One 30-gallon container per contract year. The mercury thermometers vary by size. The last one sent out for disposal was 4 feet long and mounted on a wooden plaque. Therefor not easy approximating what these will fit in. However, I would approximate 1-2 mercury thermometers per contract year.
13. Fluorescent HID mercury bulbs: I do not have pricing by the box. I can give pricing by the pound. Can you give me weight for this waste? 800 pounds per contract year
14. Field Testing Analyze: This may be a case by case basis and additional information may be needed about the field tests to provide pricing.
15. Lead acid batteries: I do not have pricing by the box. The pricing I have is by the pound. Is there a way you can provide the weight by pounds? Or, I can give pricing by the volume or drum size (5, 15, 30 or 55 gallons). I will need to know the container size and number. Up to 5000 pounds per contract year
16. Alkaline batteries: I do not have pricing by the box. The pricing I have is by the pound. Is there a way you can provide the weight by pounds? 300 pounds per contract year
17. Bicarbonate pallets: Is there any way the amount can be provide in pounds or volume (5, 15, 30 or 55 gallons)? I will need to know the container size and number or the weight. 1- 50-pound bag per contract year.
18. Non-regulated waste liquids: Pricing by the pound is on a case by case basis and it will take some time to get this information. Pricing is usually by container (5, 15, 30 or 55 gallons) and I will need to know the name of the non-hazardous or non-regulated waste. Can the weight be converted to containers? Container size varies based on how it is packaged. I would say we would use 4, 15, or 2-30-gallon containers per pick up.
19. Gas cylinders are usually priced on a case by case basis. I will need to follow up with our Materials Manager for their prices. In my experience, it may take some time to gather this information. Gas cylinders are usually nitrogen, ethanol, oxygen, or nitrous oxide. These are small sized.
For some of the container volumes, we are unable to provide immediate pricing due to the container’s size. Our pricing volume is usually in units of 5, 15, 30, and 55 Gallon drums. Please just use the closest size. I.e. if we had a 10-gallon container, use the 15-gallon prize.
The contractor shall conduct an inventory of the hazardous/universal wastes within two weeks of the contact with the COR. Contractor shall provide a completed inventory list and invoice prior to shipment.
20. Can you provide more information about this process? Contract should develop an inventory of wastes that are to be picked up on the service date. This would ease the pickup service. Prior to shipment, i.e. before contractor leaves the site, we expect an inventory in terms of a manifest and supplies and labor “receipt”. We want to know how many containers were left on site and how many hours of labor… this will be helpful for verifying the invoice. After shipment when the invoice is sent, we would like a spreadsheet including each line item and how much waste was disposed of and the cost.
For this contract, it states that hazardous, universal, non-hazardous and non-regulated waste generated from Laboratory, Pharmacy, Dental Clinic, Radiology and other Services will be covered.
21. Will this waste be transferred from these departments to the CAA by the VA staff for the contractor to pick up or is it the expectation for the contractor to go those locations to pick up the waste?
Contractor will go to the SAAs to pick up waste for disposal.
Waste xylene, or other similar solvents are to be consolidated on site by the Contractor and are to be shipped as bulk and priced as bulk, unless otherwise authorized by the COR
22. Is it the expectation the contractor will bulk package the solvent waste? I did not see a reference to Personal Protective Equipment (PPE) costs for this process either? There will be no pouring of liquids for bulking. The waste xylene is collected in 1-gallon jugs. Those jugs should be “bulked”, as is placed in an open top 55-gallon drum as whole jugs. Rather than lab packed.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide for the Collection and Disposal of Hazardous and Universal Waste in accordance with the Performance Work Statement. Collection containers at satellite and central accumulation areas shall be replaced with an empty container of the same type and capacity. Appropriate container labeling shall be coordinated with the COR/Environmental Engineer to ensure it meets all state and federal regulations.
23. The SOW states the contractor will be provide equipment and supplies. It is my understanding that replacement containers are given when waste is picked up from the CAA. But, is the expectation that the contractor also needs to provide SAA containers? If so, there is no reference to size or number. Will the SAA containers need to be included with this contract? Yes
24. I did not see a place to add pricing for replacement drums or other supplies (e.g. vermiculite, bulb boxes, etc.). Pricing can be provided per container. We also need the number and size of containers.
