36C24619B0034 P00002 Provide Upgrade to Finishes (Tunnels, Halls, & Flooring) Salisbury VAMC Government Responses to Industry Questions

Question
Response
1. There were some larger scale drawings that show the building basements and lobbies. Would you please distribute the plans for our use?
We will distribute these separately. (as mentioned in the walk-thru, the tunnel & ground floor system is open 24/7 for anyone to measure for bid purposes). See Master Site Plan v3.
2. Please issue the Site Visit Roster.
See attachment (Site Visit Attendees)
3. Will the Contractor be responsible for removing and reinstalling misc. electrical devices in the scope of work area? If Contractor is to remove and reinstall electrical devices, please advise of all types of devices which the Contractor will have to consider.
Contractor will not remove such devices as push-plate door opener, electronic signals devices, fire-alarm pull stations, and the like. Contractor should remove simple screw-on plates such as electrical outlets and light switches that do not disconnect a device.
4. Will the Contractor be responsible for removing and reinstalling fire alarm devices?
No, the contractor will not remove fire alarm devices. See #5.
5. If the Contractor has to remove and reinstall fire alarm devices, will the VA be the ones who take the system out of service and place it back into service?
Past painting has not involved removing fire alarms, merely taping them for protection. However, VA is responsible for taking system out of service should it become necessary.
6. If fire alarms will not be handled by the VA, who is the service provider for the fire alarm system?
N/A. The VA will handle or arrange this, should it be necessary.
7. Will the Contractor be responsible for replacing acoustical ceiling tiles in which there are sprinkler head penetrations?
Yes.
8. If the Contractor has to replace ACT where there are sprinkler heads, will the VA expect the system to be drained and the sprinkler head replaced, or should a 2-piece sprinkler escutcheon be utilized? If the heads are replaced, who will be responsible for taking the system out of service and placing it back into service?
VA does not anticipate draining the system or removing sprinkler heads. Escutcheons will be used. (VA In-House maintenance or construction crews do not typically drain or take the system out of service to replace ceiling tiles).

Note: Per SOW, ACT is only for the Ground floor of Bldg. 2, no other area.

9. Will the Contractor be responsible for removing and reinstalling signage throughout the scope of work area? If so, are there any specific types of signs or wall art that can be ‘cut-in’ by the painters?
Contractor is responsible for removing artwork, which is attached by a ‘keyed’ system, and easily removed with a screw tool. Signage that is epoxy-fixed may be painted around.
10. It’s stated that the Contractor must maintain egress through the tunnels and hallways, will any exceptions to this requirement be made during floor leveling (potentially over weekends)?
Exceptions may be made on a case-by-case basis in certain areas. Weekends are a possibility.
11. Can the VA provide an estimate of the depth of leveling that will be needed in order to ensure competitive pricing on this scope of work (i.e. no greater than x” depth)?
It is not possible to know an average depth until demo.
12. Painters have raised concerns that pre-catalyzed paints can emit a strong odor, this is typically not acceptable in VA hospitals. How would the VA like the Contractor to proceed with the expected material for this scope of work?
1. A fan system (push/pull) to circulate air between outside doors may be possible. 2. The GC may include an alternate paint in their bid for consideration.

13. Can the VA confirm whether the Contractor is to paint the door frames throughout the scope of work areas?

a. If the Contractor IS to paint the door frames, should they be painted on both sides of the door, or only to the threshold where the door closes?

b. If the Contractor is to paint the entire door frame, what are the security requirements and limitations to access to all doors in the scope of work area?

c. If the Contractor is to paint the door frame, will the frames have to be sanded prior to painting?

Contractor does not have to paint door frames for doorways off the hallway or tunnel. Door frames built into the halls (such as fire doors where a section of the tunnel meets the ground floor hall of the building) should be painted.

Metal utility access panels and metal grates that are flush to the walls should be painted on the hall side only.

14. Can the VA confirm whether the ceiling grid is to remain or whether it is to be replaced in areas where the acoustical ceiling tiles are to be replaced?
It is desirable to replace black ceiling grid with a white grid.

15. Where will the Contractor be provided a laydown area?

a. Will the Contractor be able to relocate the lay down area in different phases to keep this within a close proximity to the working area?

b. Will the Contractor be responsible for all disposal or will dumpsters be provided?

Exact laydown areas TBD but will be based on the closest available spot to the area being worked, and changed as the project progresses. A Conex or similar storage container can be located there if needed. Contractor must provide their own dumpster. Contractor is responsible for moving their containers and dumpster as laydown areas shift.

16. Can the VA confirm the precise working hours that will be allowed on this project?
Precise hours may be longer for certain areas than others based on hallway traffic, but a basic example is 6:30pm to 6:15am timeframe.
17. What level of ICRA containment should be utilized for bidding purposes?
Plastic sheets with adjustable height uprights will suffice, sealed with painter’s tape or similar.
18. What level of ICRA will be required for this project? Will partitions have to extend to the deck above?
Type B, Class II

Partitions should extend from floor to ceiling (but not above ceiling level).

19. Are there any areas of special concern, as it relates to ICRA, which may require a higher classification?
We do not anticipate changes of classification between areas; however areas with 24 hr operations (such as SPS) may require coordination and taping off the doorway gaps/jambs during construction.
20. In regard to phasing, how much area will the VA allow the Contractor to work in at one time?
Contractor may have multiple sites working concurrently, but each cannot be more area than can be restored to trafficability prior to the end of shift. This will vary.
21. During the pre-bid site visit it was found that there is a round profile from the floor to the floor base. It can’t be guaranteed that this will be covered with floor leveling, and as such, it is advised that this is addressed formally in the scope of work to ensure competitive pricing for an adequate installation of flooring and cove base. Please advise how contractors shall proceed in bidding this work?
Bid this portion as though the rounded area will not be chipped out or squared. Cove base has not been a problem in these cases in the past.
22. Please provide a floor plan layout identifying exact locations (Start and stop) of each priority
This can be provided but generally the locations can be considered to start/stop where the building ground floor ends and the tunnel begins.
23. Please provide the flooring product selections along with layouts and/or patterns.
Product can be either Mohawk Hot and Heavy C0059, or Patcraft Surface Tone I6464V, as listed in TECHNICAL REQUIREMENTS section of the SOW. Sample layout pattern via separate drawings.
24. How do we address the floor panel boxes that are in the corridors (Example: Bldg. 3). Some have access and others have existing flooring installed over.
Floor panel boxes will receive new floor covering fitted wherever practicable, but must be left accessible. The emphasis for this is in Bldgs. 2, 3, 4 and 5.
25. Expansion joints. How are they to be addressed?
Expansion joints will not be covered.
26. Leveling. How do we qualify, since some areas will be unforeseen until after demo of existing flooring. Should a lump sum allowance of $10-15K be carried so scope of work will be equal by all bidders?
A lump sum allowance of $10-15K will be used by the Government for leveling.
27. Doors that open into hallway may have to be cut due to 5mm height of new flooring. How are we to handle this?
This should be minimal, but if a doorway needs to be cut (and can be) it will be a part of the project. Doors that cannot be cut or otherwise adjusted in height will be handled on a case by case basis.
28. What type of paint was used as black color base in some of the corridors as well as over the tile base? Want to make sure we have correct adhesive or primer for new rubber 6” base.
We do not have definitive information on the black paint due to age. Contractor should consider the possibility of sanding where the black paint was used to mimic cove-base.
29. Before demo of existing flooring. Need test results of no signs of asbestos.
VA is in the process of estimating asbestos; remediation will be arranged.
30. Do the ceilings have to be painted? If so, what type of paint?
Ceilings will not be painted.
31. We are told that the acoustical ceilings in Bldg. 2 are to be replaced. Please give more detail…are we to provide new grid and tiles, tiles only? If new grid and tile, please provide information for grid and tiles.
We are looking for new ceiling tile and matching grid (i.e. it is desirable to replace the old black grid).
32. When we demo the flooring, is it possible to leave bare concrete and provide a smooth transition and then come back and install new flooring?
Yes, this is possible although less desirable. The ability of wheelchairs, walkers, rolling stretcher beds, food/meal carts and possibly TUG to traverse the concrete will be the deciding factor. However, excessive lengths/distances or periods of time of bare concrete will not be permitted.
33. What level of finish is to be achieved on the walls that are to be painted? There are several problematic areas that need to be addressed, for example, between Bldg. 5 and 6.
The intent is not to repair walls, beyond eliminating bubbles or cracks. Skim coating of certain areas may be necessary to achieve the desired “uniform” appearance.
34. It states above the priorities for each area numbered 1-13 that accurate field measurements apply for pricing. We found several discrepancies in actual vs what is on page 6 & 7 square foot & linear foot. Are we to price what we verify, or base our price off of what is listed so that everyone is bidding apples to apples?
All walk-thru participants were advised that the tunnel & ground floor systems were open to the public, for the purposes of measurement. (also addressed in SOW section 2.0 TECH, REQUIREMENTS, Priority of Effort and Dimensions). Any discrepancies found should be clearly noted in your proposal, and bid as such.
35. Can inspections be done after each Priority Section is complete?
Yes.

36. We have included only wall painting, we have not included any ceilings, duct or conduit.

This is correct – ceiling, ducts and conduit are not included in painting.

37. What is the level of wall finish that is required? Are only the damaged areas to be repaired?
The maximum repair work would be eliminating bubbles and cracks, and possibly skim coat of certain uneven areas, but not to “repair” walls.
38. Please furnish the larger scale drawings, including the building basements.
We will send out separately.
39. The glazed block is to be prepared, primed and painted. It is not indicated that the surface be filled. Please confirm.
This is correct.
40. The diamond plate wall guard and FRP wall guard are to remain. Confirm they are not to be painted.
Correct; they are not to be painted.
41. Installation instructions for LVT ASTM F1700 Class iii; call for perimeter glue and floating infill tile. Discussing this with the manufacturer’s representative, she recommends in this heavy traffic environment to glue all the floor. They list an adhesive MS160 that can be sprayed and the tile can be set and walked on immediately. They also have an acrylic M95.0. Use of this adhesive requires restricting foot traffic for 24 hours and rolling traffic for 72 hours and cleaning with water for 5 days. Can you confirm the installation method to be used for the LVT?
The 24-foot traffic and 72 hour rolling stock traffic restrictions are probably not feasible. Our Interior Design team selected the tiles for strength and durability and the floating infill for ease of replacement. Bids should be based on this.
42. The adhesive should be a hard set around the perimeter to prevent the tile from shifting at the walls and creating gaps.
This is correct.
43. The floor material warranty is 10 years. Is that sufficient?
Yes.
44. LVT is 5MM thick, VCT is 1/8” or 4MM. How are we to transition from the corridor to the doorways and other VCT material?
We are seeking the contractor’s best solution for transitions; we do not have a particular spec for this.
45. There are some galvanized wall guards in the tunnels and buildings that have some bent pieces that have gaps and very sharp edges. Alternates 2, 3, & 4 delete replacement of wall guard in Priority 5, 8, 9, and 10. I am not sure if this is a problem in all of these areas.
For areas that that do not have a requirement for new wall guard, any damaged galvanized wall guards are not the responsibility of the contractor.
46. 12.There are new ACT ceilings indicated in Priority 1. Please provide Square Foot area and type or specification.
The SOW section 2.0 TECHNICAL REQUIREMENTS (Priority of Effort and Dimensions) requires the contractor to verify the dimensions. The ACT shall be white with white grid.
