Project: 659-341, Building 11 Additions and Renovations

Responses to RFP Questions

1. Question: I looked at A‐100 & LP‐101 and both pages are not proper scale. I’m sure this is a problem with other pages as well. Can you please get these plans rescaled properly in an addendum? LP‐101 is supposed to be 1” – 30’ and is actually 1” = 80’. A‐100 is supposed to be 1/16” x 1’0” and is actually 1”

= 40’

Answer:

1) LP-101 is a Planting Plan generated by Civil / Landscaping design firm. It is diagrammatic and not intended to be at a specific scale.

2) A-100, when printed full size, scales at 1/16” = 1’-0”, as labeled.

2. Question: Please reissue the PDF plans for the above referenced project. They are formatted for 11 x

17 and not legible when printed full‐sized.

Answer: This has been addressed by Amendment 0002.

3. Question: Safety Spec 01 35 26 calls for a random monthly site safety inspection by a Certified Safety

Professional or a certified Construction Safety and Health Technician. Please confirm that this is required.

Answer: The monthly site safety inspection, as described, is required.

4. Question: Some of the wall sections on pages A311 and A313 refer you to detail 11/A503. This detail calls for EIFS basecoat, mesh and finish on cement board. Walls sections on on A311-A313 refers you to detail 1/A502 in places. Please advise if the backside (roof side) of the parapets get roof membrane or

EIFS basecoat, mesh and finish.

Answer: There is no discrepancy. Detail 1/A502 shows the backside (roof side) of the parapet, and detail 11/A503 shows the front side of the parapet.

5. Question: Where will the designated laydown parking area be for workers accessing the construction site?

Answer: Laydown area will be address at the preconstruction conference, after award is made, to ensure that the space allocated is sufficient. Generally, there is space immediately around

Bldg. 11, the work site, where we anticipate laydown area.

6. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

Answer: Yes, the government will accept use of Procore Project Management software.

However, if the software is used poorly, resulting in poor management of deliverables, submittals, etc., we may revert to other measures for the project and direct the contractor to use other methods.

7. During construction in an area where the ceilings or fire suppression system will be disrupted, will

NFPA 241 apply?

Answer: Yes, refer to Specification 01 00 00, Section 1.5.A.2 where NFPA 241 is invoked.

Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

Answer: Refer to Specification 01 00 00, Section 1.4 for Construction Security Requirements as well as other sections within this specification such as 1.5.I through P and 1.6.J. The Contractor shall review in its entirety, Specification 01 00 00 and NFPA 241. Specific Chapters within

NFPA 241 that the contractor should review and understand are Chapters 4, 5, 7, 8 and 9 of

NFPA 241. Specific examples within NFPA 241 that the contractor shall meet are stated in

Section 5.1.1, e.g., hot work operation and fire prevention precautions shall meet the requirements of NFPA 51B and Section 8.7 requires that a water supply for fire protection, either temporary or permanent shall be made available as soon as combustible materials accumulates.

8. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

Answer: Typically, the fire alarm is serviced by SFA Fire Protection, Inc. However, the facility does not have a standing contract with any one fire alarm servicer.

9. Has the work area been checked for lead based paints or/and asbestos?

Answer: Accessible areas have been remediated. Asbestos identified during work would be in inaccessible areas, such as behind walls and beneath flooring, and would need to be handled on a case-by-case basis, aside from asbestos that has been identified in the drawings. Asbestos identified during survey was incorporated to the project Specifications.

10. Is there a Geotech report available?

Answer: Yes. The Geotech report is provided as an attachment to Amendment 0004.

11. Will the existing lightning protection on existing roof be modified or replaced?

Answer: The existing lightning protection system shall remain and shall be repaired and modified as necessary to install additional devices as required as part of this project (i.e. on mechanical equipment).

12. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

Answer: The Contracting Officer and requiring facility have no specific knowledge regarding future placement of tariffs. In extreme cases, the situation may be evaluated.

13. Was this project posted up to bid before?

Answer: The Contracting Officer does not have specific knowledge of whether this project had been solicited previously. Engineering and the designing AE firm state that this requirement has been solicited two times previously.

14.What is the level of infectious disease control rating for this site?

Answer: This information is provided in the Specifications, specifically Section 01 35 26, page

21. The specification reads, "The primary project scope area for this project is: Class III, however, work outside the primary project scope area may vary." Read the Specifications for additional information.

15.Will a qualified super be able to cover SSHO roles?

Answer: Yes, and this is addressed in the evaluation criteria, regarding key personnel.

File details come from the government source that posted it.
