CONTINUATION PAGE

Q.1 Can you inform me if it is out and if it is an open contract. By out I mean if you have a present vendor?

A.1 This is a new requirement.

Q.2 Task 3.3. Per the task description, the Offeror shall prepare 9-15 separate one-hour videos. Given the Firm Fixed Price nature of this contract, can the government please provide a narrower range of the number of videos so that Offeror can provide a more accurate estimate?

A.2 12.

Q.3 Task 3.5. Can the government confirm that the Offeror shall support three 2.5-day on-site conference during the period of performance?

A.3 This is no longer a priority requirement, especially since the priority is to complete the videos. The primary priority for this contract is creating the videos. Recognizing that the originally noted additional work may detract from this primary priority, we are requesting proposals that focus primarily/exclusively on completing the video production work.

Q.4 Task 3.5. The requirements state, “As directed by Mental Health and Chaplaincy staff, be prepared to provide an on-site meeting manager to assist with the hotel and a/v related logistics.” Does the government intend for Offeror to price in necessary on-site support for this task even though the requirement states contractors shall “be prepared” as opposed to being a contractual necessity?

A.4 See response to Q3.

Q.5 Travel. Travel funding is capped at $5000. Are there possible, non-travel Other Direct Costs (ODC) anticipated under this contract, for example, course materials for funding to include other items like books for training participants, etc.?

A.5 No.

Q.6. Key Personnel. Are key personnel resumes required for submission? If so, how many key personnel roles are required? Also, are there page limits related to Key Personnel resume submission?

A.6 No.

Q.7. 1.0 Offer Submission. Are there page number limitations/requirements for each section of the proposal?

A.7 No.

Q.8 1.0 Offer Submission. Under Section E Past Performance, is there a minimum or maximum number of past performance submissions required to qualify the Offeror? In addition to providing Past Performance Information, does the government expect a Past Performance Questionnaire to be submitted for each listed in Section E?

A.8 No and no.

Q.9 General Question. How many subjects does the client anticipate recording?

A.9 Approximately 6-9.

Q.10. While a PPQ form has been provided, it is not mentioned explicitly in the instructions. Is it required to send PPQ forms to our customers and have them fill out and send back? If so will the government consider extending the proposal due date by 1 week?

A.10 Yes, the solicitation will be extended.

Q.11 Does the government have an independent cost or labor estimate it is willing to share?

A.11 No.

Q.12 Does the $5000 not to exceed travel budget in the schedule of services include travel mentioned in Task 3.4 (Fund travel for identified non-federal subject matter expert personnel to come to the filming studio to be filmed)?

A.12 Yes.

Q. 13 Can the government identify who must complete the Past Performance Survey?

A.13 Past or current customers that has procured this service.

Q.14 Can the government provide information on who has coordinated and conducted videos for MHICS in the past? Is there a local film crew or vendor that the MHICS has used in the past?

A.14 Yes, Horizon Productions has fulfilled this role in the past.

Q.15 Is the government committed to using only 1 professional studio, or would multiple studios at geographically dispersed locations be preferable?

A.15 Multiple studios would seem inefficient and would seem to create problems in creating a consistent product.

Q.16 Does filming have to be done in a studio, or would professional on-site filming be considered an option?

Q.16 On-site could be an option, though not sure what “on-site” means. Priority is consistency with prior products, as videos are be integrated into an existing educational curriculum, so would not want “on-site” to be problematic in that way.

Q.17 Does the government expect consultants (i.e., chaplains) to be familiar with the VA or will former DoD chaplains suffice? Will the government provide these SMEs or is this the responsibility of the contractor? Who pays for these consultants?

Q.17 The government with supply the SMEs, not the contractor.

Q.18 Reference PWS 1.3 Target Audience: Can the government provide details of the current contract that focuses on Chaplain education? Does this vendor meet the requirements to bid on this solicitation? Will the contractor be required to provide/solicit subject-matter-experts in mental health or Chaplin services (SMEs)?

A.18 No, the government will provide the SMEs and is familiar with the needs for educational purposes.

Q.19 Reference PWS 1.4 Features and Functionality, paragraph 4: Can the government explain more fully “demonstrated experience and expertise supporting chaplain collaborations with mental health specialists in the provision of mental health care”? Is it the government’s intent to consider only small business concerns that have documented past performance working with chaplains who have collaborated with mental health experts?

A.19 A. See response to Q3 and no.

Q.20 The government has “No Charge” for the kick-off meeting but is requesting deliverable items (e.g., meeting minutes); is this accurate? Also, if the PM requests an in-person meeting for the kick-off meeting will the $5,000 travel be used for this?

A.20 Travel is not needed for kick-off. Okay with this being a charged-for deliverable.

Q.21 Will the travel of consultants and film crew be paid for by the government or contractor?

A.21 Contractor will need to pay for non-federal SMEs travel. Federal SMEs must be paid for by government.

Q.22 How many filming sessions does the government expect to reach its estimated goal of 9-15 separate one-hour videos? Will all videos be conducted during one, two, or multiple days (i.e., filming sessions)?

A.22 Expect 6-9 sessions (i.e., days).

Q.23 Reference PWS Task 3.4, second bullet; how many non-federal subject matter experts are expected to be used in filming and where will they be traveling from?

A.23 Expect 3-5 non-federal.

Q.24 Reference PWS Task 3.4, second bullet; does this imply that all government SMEs brought in for filming will have travel and expenses paid by the government outside this contract?

A.24 Yes.

Q.25 Reference PWS Task 3.4, third bullet; What type of support is needed for “experts identified by Mental Health and Chaplaincy staff to provide additional input and feedback…”?

A.25 Government will prepare all SMEs for what educational content is desired from them; contractor need not.

Q.26 Reference PWS Task 3.5, first bullet; How many training, meetings, and quality improvement offerings are expected by the government. Will these all be local meetings?

A.26 See response to Q3.

Q.27 Reference PWS Task 3.5, first bullet; Will the government pay for venue costs separate from this contract? How will travel be paid for these events?

A.27 See response to Q3.

Q.28 Reference PWS Task 3.5, second bullet; What accreditation is needed for this training and how many evaluations are expected?

A.28 See response to Q3.

Q.29 Reference PWS, Evaluation Factors, second bullet; does the government expect the contractor to identify the film crew (and qualifications) and studio in the proposal?

A.29 Qualifications of the film crew are relevant.

Q.30 Reference PWS, Evaluation Factors, third bullet; what specific resumes does the government expect the contractor to provide in their proposal?

A.30 Prior experience of the film production company.

Q.31 Where is the filming supposed to take place? Does it matter?

A.31 The program office is located in Durham. Filming should take place in the Raleigh/Durham area so that the government program office can be involved as needed.

Q.32 How many people are in the 90-minute small-group consultation call using video conferencing? How many sessions will we need every 12 weeks?

A.32 Contractor is not responsible for this. See response to Q3.

Q.33 Who reads and grades: “a written assignment, which at the end of the three courses in the MHICS training will culminate in a unified final paper?”

A.33 Contractor is not responsible for this. See response to Q3.

Q.34 Who orchestrates/leads the 2.5-day face-to-face training sessions and where are they held?

A.34 See response to Q3.

Q.35 Will the contractor be required to make travel arrangements, provide local transportation, provide funding, process travel vouchers, etc. for the 2.5-day project meetings?

A.35 See response to Q3.

Q.36 Will the contractor be required to process training certificates or surveys?

A.36 No, see response to Q3.
