Technical Questions & Answers
Q1: What category of biohazardous materials will be transported?
A1: Specimens
Q2: I didn’t see the wage determination attached to the solicitation, can you post that?
A2: Please see attachment
Q3: There are no scheduled pick up or delivery times for the scheduled routes, do you happen to know this information yet?
A3: No.
Q4: Do you know about how many shipping containers/coolers will be picked up from the VA and CBOC locations?
A4: The facility does not transport shipping containers/cooler.
Q5: Do you have a set number on how many oxygen cylinders that will be picked up?
A5: No.
Q6: Does the contractor need to provide dry ice, or is this supplied by the VA?
A6: No, and per the Performance Work Statement the Contractor is required to regulate proper temperature controls.
Q7: Who is the contractor currently performing the work?
A7: STAT Courier Service, INC.
Q8: What was the cost of the final full option year of the previous contract?
A8: $54,580.00
Q9: How many drivers/vehicles are currently used to service the current contract?
A9: The incumbent contractor has this information.
Q10: Are on-call pickups required 24/7, including after-hours and weekends?
A10: No, most pick-ups are during normal working hours. However, the Red Cross location will require 24/7 pickups including after-hours and weekends.
Q11: Will this contract be [SCLS] enforced? After reviewing the solicitation on FBO, it contains language and dollar values regarding the [Service Contract Labor Standards]. This solicitation stipulates $15.15 minimum wage for courier drives, $4.48 minimum H&W, Sick/Vacation. Do you verify now that those are the minimum required rates to be performed on this contract upon award?
A11: Yes (see attached).
Q12: A new SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contract drivers as Subcontractors – 13 CFR 125.6 “Work performed by an independent contractor shall be considered a subcontract.” Please inform us how the VA would like us to proceed upon award regarding this rule change given that it will affect our offer regarding pricing and performance.
A12: The full reference mentioned in your question is found in 13 CFR 125.6 paragraph (e )(3), Determining compliance with applicable limitation on subcontracting, it states:
“Work performed by an independent contractor shall be considered a subcontract, and may count toward meeting the applicable limitation on subcontracting where the independent contractor qualifies as a similarly situated entity.”
A “similarly situated entity” is defined as a subcontractor that has the same small business program status as the prime contractor.
The government will not provide guidance on how to handle a particular cost element in your quote.
