RESPONSES TO REQUESTS FOR INFORMATION

36C24618B0614 Project #637-18-144 - Facilities Re-Keying Project

1. Para 2 - Would it be possible for the COR to coordinate the keying meeting requirements (45 workgroups x 2 meetings each) to take place in a designated time window by the COR with appropriate department/workgroup representatives? Recommend that a week is scheduled within 30 – 45 days ARO and that one-hour meetings are allocated to each department throughout that week.

· No. COR will send invites to groups but Contractors responsibility to facilitate groups and schedule meetings.

2. In previous VA rekey projects, the internal hospital facilities personnel, mainly on-site locksmith, conducted the meetings with the various “workgroups/services”. After the internal meetings, the VA facilities personnel would compile the information and meet with the rekey vendor point of contact to set the key plan. This process was much more efficient vs. the rekey vendor meeting directly with workgroups.

· No. COR will send invites to groups but Contractors responsibility to facilitate groups and schedule meetings.

3. Para 4 - Should we bid just those quantities of cores (x2000), locks (200) and doors (40) as listed in the “magnitude of replacements” or should a facility-wide survey be required to assess specific quantities? We note the TSOW indicates several times that a survey is to be completed, but bidding a finite quantity as listed will ensure all bidders are quoting equally.

· The quantities shall be bid as shown. After award a specific survey must be conducted to ascertain the exact quantities and types. Any deviations from the assumptions made by the bidder will be addressed during the contract.

4. Are there accurate floor plans with door numbers available?

· Yes

5. To further support the keying meeting requirements and ensure they go smoothly, can we supply a master keying spreadsheet/schematic to the COR to give department/workgroups to complete before initial keying meetings?

· Yes

6. Para 4.c. Replacement door specifications. Can you provide the specifications for these 40 replacement doors? i.e. size, dimensions, hollow metal/solid wood/STC/fire or other ratings, finish, handing, hinge preps, etc.

· Bidder should base their pricing for this requirement on the following:

i. 4’0” – 7’0” door

ii. 1-hour (45 min) Fire Rated, solid core, wood finish door (as detailed in the specifications)

iii. Mortise lock installation

7. IX. C. Installation. SOW indicates that installation of cores/keys shall be conducted during normal working hours (NWH). It was indicated in the pre-bid meeting that installation would likely be conducted after working hours (AWH) on a not to interfere basis with hospital operations. Can you clarify if installation of cores/keys only can be performed during NWH and that hardware & door installations would take place AWH?

· Typical core installation (use of control key to remove old key and install new key) can be conducted throughout the facility during normal working hours

· Hardware and door installations should take place after working hours

8. Will the VA provide a location for staging of materials?

· Yes, but limited only to what the contractor can store within a CONEX.

9. Will the COR coordinate specific installation schedules with each department? Can that schedule be provided to contractor a minimum of 1-2 weeks prior to each department’s installation?

· Yes

10. V. KeyBox. Does this contract require the quoting/supply of this product? Please provide the Key Box number of positions required for this bid. In Part H. the requirements state 16-96 but does not specify actual size for this bid.

· Key box must be large enough for 96 position capacity. Key box must be 26-gauge steel reference VA 0730/4. SOW will be changed to reflect this.

11. VI. D. Can you please define the “regional geographic boundaries” required for this patented keying system? Keying manufacturers may define their geographic exclusivity differently (i.e. zip codes, miles radius from facility, states, counties, etc.) but can supply geographic exclusivity.

· “Regional geographic boundaries” is defined for this project as not elsewhere available within a 2-state radius. That is, not available in the 2 states in any direction from North Carolina.

12. VII. B. A Best KS600N Key Control Software is identified but there is no indication that this must be quoted. Are you indicating that the key record information must be importable to this software?

· This is the system used at CGVAMC at the present time.

· If the proposed system is not importable, functional with the existing system, then the contractor must supply a new system.

13. VIII.A.b. Is the intent for the cylindrical locksets supplied on this project to meet BHMA & ANSI 156.2 Grade 1 Series 4000 hardware standards and fit ANSI A115.2 door preparations, as long as they comply with all General Requirements? There are numerous additional apparent SOLE SOURCE-type criteria identified in this section that are not relevant to these industry standards nor do they impact form, fit or function standards of this solicitation.

· Yes. Product must meet the requirements and if a sole source is implied, the contractor should submit an “or equal” product.

14. Are keys to be issued to the workgroups previous to install of cores? If so how far in advance do the keys need to be issued?

· Keys for the new cores should be installed the same week (and at least one day before) the installation of the cores.

15. How many keyblanks, if any, are to be included in this bid?

· 500, with the ability to purchase patented keyblanks as needed.

16. Item J. under General requirements to provide core combination, key cutting, and locksmith supply as noted. If compatible and in good working condition, can the existing equipment be utilized granted it is from the same manufacturer as the cores that are bid?

· Yes. If not compatible, contractor is responsible for providing new equipment for VA locksmith.

17. What brand cores are you wanting?

· No specific brand. Must be equal to BEST cores and 7 pin SFIC compatible.

18. What keyway?

· Either utilize the existing patented keyway at the facility (Best) or provide an equal.

19. How many different keys, as in how are they to be keyed how many different key setups are we talking 3 different keyed setups or 100?

· There will be numerous key setups within each of the workgroups.
