About this file

This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) and associated Questions and Answers document for RFQ 36C24527Q0041 issued by the Department of Veterans Affairs, Beckley VAMC located in Linthicum Heights, Maryland.

The solicitation is for snow and ice removal services at the Beckley VAMC facility covering approximately 11 acres of roads, parking lots, a parking garage structure, sidewalks, steps, ramps, and courtyards. Services are contracted as a single lump-sum lot price covering the full period of performance and include all pretreatment, plowing, deicing, repeat/return visits, snow relocation, loading, hauling, and disposal regardless of event count or snowfall accumulation. No separate line items or extraordinary-event pricing provisions are included. Response to the amendment must acknowledge receipt prior to the specified deadline. The amendment provides answers to ten solicitation questions clarifying service requirements, including: acknowledgment required within 15 minutes and on-site arrival within 1 hour (24/7); post-event clearance standards of Priority 1 within 2 hours, Priority 2 within 4 hours, and Priority 3 within 8 hours after precipitation cessation; an on-call/standby staffing model acceptable provided response time standards are met; pretreatment requiring proactive COR approval; sodium chloride prohibited in the parking garage (only reinforced-concrete-approved products permitted); designated on-site disposal/storage areas provided; and monthly invoices reflecting proportional shares of the lump-sum price submitted in arrears with supporting event logs for COR validation and acceptance.

RFQ 36C24527Q0041 – Questions and Aswers

1. Response and completion times: What are the required acknowledgment time, on-site arrival time, and completion deadlines for each priority level? The SOW references defined timeframes but does not specify them.

Answer: Acknowledgment is required within 15 minutes of Government notification, and on-site arrival within 1 hour of callout from an unanticipated snowfall (unless the COR directs an alternate time such as a predicted/forecasted storm where direction is given days in advance), both 24/7. Post-event clearance standards are Priority 1 within 2 hours after cessation of precipitation, Priority 2 within 4 hours, and Priority 3 within 8 hours. If a continuous snow event occurs, all priority areas still require treatment (in priority order) and removal to follow within the stated timeframe above.

2. Staffing and standby: Does continuous 24/7 coverage require personnel and equipment physically on campus throughout the season, or on-call availability with deployment during forecasted or active events? Are minimum staffing levels required?

Answer: The Government does not mandate that personnel or equipment be physically stationed on campus 24/7, however, if contractor requests space to accommodate onsite, the VAMC will do its best to provide space. An on call/standby model is acceptable provided the contractor can reliably meet the acknowledgment (15 min) and on-site arrival (1 hour) standards at any hour, and provided no events are missed due to resource shortages (unless the COR directs an alternate time such as a predicted/forecasted storm where direction is given days in advance). A specific minimum headcount or equipment count is not prescribed, the contractor is responsible for determining staffing sufficient to meet the requirements, including concurrent servicing of multiple campus areas during significant events.

3. Service quantities: Will VA provide square footage or acreage for roads, parking lots, garage decks, sidewalks, steps, ramps, and courtyards? Is a site visit available before quotations are due?

Answer: The Government estimates the total area to be serviced, including roads, parking lots, the parking garage/structure, sidewalks, steps, ramps, and courtyards at approximately 11 acres. This is a planning-level estimate only; it is not broken down by surface type. Offerors should use this figure together with the attached Snow Plan drawing to develop their quotes and remain responsible for independently verifying field conditions and quantities per SOW Section 6. There will not be a site visit.

4. Seasonal price coverage: Please confirm whether the single fixed-price line item includes all pretreatment, plowing, deicing, repeat visits, snow relocation, loading, hauling, and disposal, regardless of event count or snowfall accumulation. Are any separately payable services or extraordinary-event provisions intended?

Answer: Yes. The single lump-sum lot price is intended to be all-inclusive of pretreatment, plowing, deicing, repeat/return visits, and snow relocation, loading, hauling, and disposal for the full period of performance, regardless of the number of events or snowfall accumulation. No separate line items or extraordinary-event pricing provisions are included in this solicitation.

5. Treatment triggers and authorization: What accumulation depth triggers plowing?

May the contractor initiate pretreatment and refreeze treatment based on observed conditions, or must each service receive prior COR authorization?

Answer: No specific accumulation-depth trigger is defined for plowing; For pretreatment and refreeze treatment, the contractor is required to continuously monitor conditions and proactively recommend pretreatment timing, locations, and methods to the COR;

pretreatment is applied upon COR approval/direction. The contractor will be called periodically for re-freeze treatment after a snow event.

6. Priority discrepancies: Where the snow plan identifies sidewalks as Priority 1 and the SOW describes remaining sidewalks as Priority 2, which designation controls? Will VA issue a consolidated priority map?

Answer: Nearly all sidewalks on campus are designated Priority 1. The only exception is the sidewalk beside the priority 3 parking area, the sidewalk behind Building 35, and the steps serving the exterior Adult Day Care courtyard, also located behind Building 35 (Please see map below and areas highlighted in Blue), which are designated Priority 2 under the 'remaining sidewalks, steps, and ramps' category in SOW Section 5.3. All other sidewalks, including those not individually named in Section 5.3, are to be treated as Priority 1.

7. Snow disposal: Please identify approved disposal locations, available storage capacity, and any off-site hauling requirements. Who bears disposal fees, and what happens when designated storage areas reach capacity?

Answer: Designated on-site disposal/storage areas are identified on the attached Snow Plan drawing. The solicitation does not specify storage capacity limits or off-site hauling requirements; the all-inclusive lump-sum price is intended to cover disposal as described in SOW Section 5.5.

8. Garage restrictions: What deicing products are approved for the parking garage?

Please provide equipment weight, height, blade, and surface-protection restrictions, along with the product-approval turnaround time.

Answer: No sodium chloride (rock salt) may be used in the parking garage/decks/ramps; only products formulated for reinforced concrete, approved in advance by the COR, are permitted. Parking Garage information: Building Area - 1st - 32,236 / 2nd - 37,320 / 3rd - 37,320 / 4th - 20,144 / Helipad - 4,787 - Height: 7 ft. Live Load Uniform: 40 PSF / Life Load Concentrated - 3000lb.

9. Historical workload: Will VA provide prior-season snowfall totals, service-event counts, treatment quantities, hauling volumes, and any available historical contract usage?

Answer: Based on NOAA/National Weather Service (NWS) climate data for Raleigh County Memorial Airport (BKW), the Beckley area receives an average annual snowfall of approximately 55.9 inches (1991-2020 climate normal). Recorded snowfall totaled

28.5 inches in calendar year 2024 and 60.2 inches in calendar year 2025. The Beckley VAMC has not previously maintained a comprehensive snow and ice removal service contract; therefore, historical contract usage data, including service event counts, treatment quantities, and snow hauling volumes, are not available. Historical snowfall information is provided for reference purposes only and does not represent guaranteed snowfall accumulation or service quantities.

10. Monthly payments: How should the seasonal lot price be allocated across monthly invoices? Will payments be equal monthly installments, and what documentation and acceptance criteria apply?

Answer: Monthly invoices are anticipated to reflect a proportional share of the total lump-sum lot price, submitted in arrears per SOW Section B.1(3). Each invoice should be supported by the event logs required under SOW Section 9 (date/time of notification and arrival, areas serviced, materials and equipment used, start/stop times, and crew identification), which the COR will use to validate charges and confirm continuous coverage prior to acceptance.
