About this file

This file contains responses to a Request for Information (RFI) regarding the Huntington VA Medical Center's semi-annual industrial wastewater discharge testing solicitation (36C24527Q0033). The document addresses 23 clarifying questions from potential contractors regarding contract requirements, pricing, analytical methods, and sampling procedures.

Key technical clarifications include: the prime contractor must demonstrate its own technical experience and past performance, with subcontractor capabilities not substitutable; pricing quantities in Section B.3 represent total individual tests required annually and should be priced exactly as listed for each contract year; mercury analysis may use either EPA Method 245.7 (MDL 0.0018 ug/L) or EPA 1631 (MDL 0.0002 ug/L); and EPA Method 6020B applies to TOX analysis. The solicitation requires semiannual sampling in January and July, with sampling to occur within 14 days of award for the first event. The contract covers a base year plus four option years, with Option Year 4 ending November 30, 2031. Testing parameters include both those retained from the current contract (BOD, ammonia, TSS, total dissolved solids, total gross alpha/beta, pH, total phenolics, oil/grease, TTO, flashpoint, mercury, and zinc) plus newly added parameters (COD, total organic carbon, total organic halogen, free cyanide, antimony, beryllium, chromium, hexavalent chromium, nickel, asbestos, cyanide, arsenic, copper, cadmium, silver, lead, selenium, thallium, PCBs/pesticides, and dioxin). Wage Determination No. 2015-4367 applies to this service contract. All grab sample parameters must be analyzed from each of four grabs per event, manual sample compositing is acceptable, and the contractor need only submit results to the VAMC within 30 days. West Virginia-certified subcontract laboratories are acceptable if the prime collects samples. Resampling costs for non-compliant results are not included in the contract price.

1. For Section E.2, page 54, may the technical experience and two or three similar projects be supported by the named performing laboratory and proposed personnel, with every project truthfully attributed to its actual performer? PRIME would retain contract administration, scheduling, quality oversight and invoicing. We are not claiming the laboratory's projects as PRIME’s own history. If the requirement instead requires the prime's own corporate projects, please clarify that distinction. No, the primary contractor must have the technical ability, experience, and past performance. Subcontractors’ capabilities cannot be substituted for the prime contractor.

2. Pricing Quantities: Section B.3 lists different quantities for certain tests (for example, 8 EA for Flashpoint, 4 EA for EPA 624 Full List, and 2 EA for Total Dissolved Solids), while the SOW specifies semiannual sampling. Could you confirm whether these quantities represent the total number of individual tests required annually and should be priced exactly as listed for each contract year?

The quantities represent the total number of individual tests required annually and should be priced exactly as listed for each contract year

3. SOW B.1(f) lists "EPA 3354" for the 8-hour composite sample. Should this read EPA 335.4 (total cyanide)? Should EPA 335.4 (total cyanide)

4. Has the parameter list changed from the current contract (36C24526P0067)? If so, which parameters were added or removed? No parameters were removed. VAMC had semiannual sampling required which was BOD, Ammonia, TSS, TDS, Total Gross Alpha, Total Gross Beta, pH, Total Phenolics, Oil/Grease, TTO (EPA 624 and EPA 525), Flash Point, Mercury, and Zinc. Here is the list of additional samples to be taken for VAMC permit renewal:

COD

Total Organic Carbon Total Organic Halogen Free Cyanide (method OIA1677-09 or 4500-CN-R) Antimony Beryllium Chromium Total Chromium Hexavalent (Method 218.6) Nickel Asbestos Cyanide Arsenic Copper Cadmium Silver Lead Selenium Thallium PCBs/ Pesticides (EPA 608) Dioxin

5. Please confirm the sampling/price quantities by location and event. The RFQ calls for semiannual January/July sampling but CLIN quantities vary between 2, 4 and 8; please identify whether these represent analyses, sampling locations, duplicates or another basis. Is the first visit due within 14 days of award or in January? Unit basis for each CLIN is the total quantity of samples per year. Testing would be required in January to meet simi-annual reporting requirements.

6. FAR 52.222-41, Service Contract Labor Standards, is incorporated by reference, but no wage determination is attached. Does a wage determination apply to this requirement, and if so, which one? Wage Determination No.: 2015-4367

7. The Option Year 4 line items read "POP End: 11-30-3031," while the period of performance in the Statement of Work reads November 30, 2031. Please confirm the Option Year 4 end date is November 30, 2031. POP End will be 11-30-2031.

8. The table and CLINs specify mercury Method 245.1, while the definition calls for 245.7 or 1631 and specific detection limits. Which method/limits control, and will the price schedule be corrected? CLINs for mercury Method 245.1 is correct.

9. The price schedule lists mercury as "245.1 Hg," while SOW B.2.4 requires EPA 245.7 or 1631, and "TOX (6020)" pairs total organic halides with an ICP-MS metals method. Which methods should be priced? EPA 245.7 or 1631, and "TOX (6020)" should be priced.

10. What does CLIN x028, "Environmental Impact Fee," cover, and how should it be priced? Environmental Impact Fee is a standard miscellaneous line-item charge frequently added to analytical and environmental testing invoices.

11. Sampling access: Can all required grab and 8-hour composite samples at Manhole No. 18 be collected from the surface without personnel entering the manhole? Yes

12. Mercury method: Page 5 lists Method 245.1, while page 6 specifies Method 245.7 or 1631. Please confirm the required method and detection limit. EPA 245.7 (MDL 0.0018ug/L) or EPA 1631 (MDL 0.0002 ug/L).

13. TOX (6020): Please confirm the intended analyte or analyte group, required analytical method, and reporting limits for this entry. EPA Method 6020B

14. Mercury method (SOW B.1.1.f table vs. B.2.4): The parameter table lists "245.1 Hg", but Definition B.2.4 requires EPA 245.7 (MDL 0.0018ug/L) or EPA 1631 (MDL 0.0002 ug/L). Which method should we price? The permittee may use either Method 245.7 or Method 1631 for the analysis of mercury

15. EPA 200.8 appears twice (as an 8-HR Composite and as a Grab). Are both required each event? 8-hr composite required

16. Sample collection (SOW B.1.1.c and B.1.1.e): At Manhole No. 18, may the 8-hour composite be made by manually compositing the four (or more) grab samples, or is an automatic sampler with flow-proportional compositing required? Manual Grabs can be done as well

17. Will the VAMC provide flow data, or must the contractor measure flow?

VAMC provide flow data

18. For the grab-only parameters (624, Oil & Grease, Flashpoint, TOX, EPA 1613, etc.), should we analyze one grab per event or each of the four grabs? Each of the four grabs per event

19. Permit and reporting (SOW A.2 and B.1.1.g): Can the Government provide a copy of the current Industrial Waste Discharge Permit and its limits? Does the contractor send results only to the VAMC within 30 days, or also directly to the Huntington Sanitary Board? Is a West Virginia-certified subcontract laboratory acceptable under A.3 if the prime collects the samples? Send results only to the VAMC within 30 days. Yes, West Virginia-certified subcontract laboratory is acceptable under A.3 if the prime collects the samples.

20. Will the samples/testing require resamples if the original samples are not in compliance? Yes, however, resamples are not part of contract.

21. Is there a permit or any listed limitations that can be reviewed? Current permit attached. It does not represent new testing requirements for renewal.

22. Will the resamples be required to be conducted in the same month as the original sample time frame of January and July or can you resample if needed in later months? Resample if needed, can be in later months.

23. The current RFQ will cover all analytical costs of the samples. Will this also need to cover the cost of all resamples analysis required to meet the testing limitations. RFQ does not cover the cost of all resamples analysis required to meet the testing limitations.
