About this file
This is a Questions and Answers (Q&A) Amendment document for solicitation 36C24526Q0833, addressing inquiries from potential offerors regarding contingency laundry services for the Huntington, WV VA Medical Center. The services are not routine monthly cleaning but rather contingency-based laundry support with an approximate maximum annual requirement of 55,000 pounds, anticipated primarily during a planned renovation in late 2027 or 2028. The Government expects 1 to 2 weeks of activation at 2 to 3 occasions per week during renovation periods, though unplanned activations (2 to 3 days per week) are also anticipated.
The contract structure is an Indefinite Delivery/Indefinite Quantity (IDIQ) with yearly orders and a $1,000 minimum per activation. Contractor facilities must be located within a 2 to 3-hour drive from Huntington, WV. During activations, contractors should expect to receive 10,000 to 20,000 pounds per pickup, with a requirement to process between 1,500 to 5,000 pounds within 48 hours; pickup and delivery frequency will be determined based on activation type (planned or unplanned). The overall period of performance extends through September 30, 2031 with full-year coverage anticipated for Option Year 4. The previous contract (36C24526D0028) was awarded February 1, 2026, terminated for convenience April 21, 2026, with no activations occurring and was priced at $0.98 per pound for 50,000 pounds. 36C24526Q0833 Q-A Contingency Laundry Services
RESPONSE-
1) It’s about laundry service for 55,000 lb pounds is this job for once monthly cleaning laundry? No, this is for a contingency for planned renovation or unplanned occasions. 55,000 lbs is the approximate maximum that could would be needed during the year. This could be 1 occurrence or multiple occurrences of varying weights.
2) is a brand new contract OR if there is (was) an incumbent performing these services.
could you please provide the current / previous contract number? The previous contract 36C24526D0028 was awarded on 02/01/2026, however it was terminated for convenience with no services being used on 4/21/2026. This request is to replace that contract.
3) how often these need to be done As a contingency we do not know for sure if, when, or how often. We do have a planned renovation in later 2027 or sometime in 2028. During that time depending on how long renovations take I would guess saying 1 to 2 weeks at 2 or 3 occasions per week. Totaling no more than 55,000 lbs.
4) Transportation Radius: What is the maximum mileage or travel-time radius the Government is willing to accommodate when transporting laundry to and from the contractor’s facility? We prefer to keep this withing a 2 to 3 hour drive time from Huntington WV.
5) Volume per Activation: Approximately how many pounds should the contractor expect to receive per pickup/activation, and what is the maximum volume that may need to be processed within the required 48-hour turnaround? We launder approximately 90,000 lbs a month. I would approximate the pickup/activation would be between 10,000 to 20,000 lbs during an activation depending on the need. We understand not all facilities could provide 5,000 to 20,000 lbs in the 48 hours however we would require between of 1,500 to 5,000 lbs.
6) Service Frequency: During an activation, what pickup and delivery frequency should the contractor anticipate? For known activation, we could work with contractor to determine best way forward as we would have prepared in advance raising our stock levels. I.e. T-Th or Weekly.
7) Service Frequency: During an activation, what pickup and delivery frequency should the contractor anticipate? For unknown activations, we could work with contractor to determine best way forward however since we would not have known to up our stock this could be anywhere from Dropoff/pickup on M-W-F or T-Th depending on location of contractor facilities / needs of medical center.
8) Service Frequency: During an activation, what pickup and delivery frequency should the contractor anticipate? As this is for both planned and unplanned activations, beside the upcoming FY 27 or FY 28 renovation, the most likely activation would be unplanned. 2 to 3 days per week until operational needs are met.
9) Service Frequency: During an activation, what pickup and delivery frequency should the contractor anticipate? $ 1,000.00 Minimum
10) Period of performance: The Statement of Work appears to reference a period ending January 31, 2031, while the pricing schedule includes Option Year 4 through September 30, 2031. Please confirm the correct overall period of performance.
CONTRACTING INCLUDED FULL YEAR FOR OY 4 IN EXPECTATION OF NEEDED COVERAGE.
11) . Contract duration clause: Another clause appears to state that the total contract duration shall not exceed one year. Please confirm whether the intended contract structure is one base year plus four one-year options.
THIS WILL BE AN IDIQ WITH YEARLY ORDERS.
12) Subcontracting: May a prime small-business offeror perform the requirement through a qualified healthcare/commercial laundry subcontractor, provided the prime retains responsibility for contract administration and performance?
an interested party providing a quote is expected to provide 51% of the total services.
13) For pricing and planning purposes, can the Government provide historical contingency laundry utilization information from previous contract periods, such as:
a. Number of contingency activations; 0
b. Typical duration of activations; and/or 0
c. Approximate pounds of laundry processed 0 Previous contract was terminated for Government’s Convenience. The contract lasted from 02/01/2026 through 4/21/2026. No activations where conducted at that time nor would have been needed to date.
Contract was for 50,000lbs at $0.98 totaling $49,000.
THIS CLOSES THE Q-A- No additional Questions will be accepted.
