About this file
This is an Amendment to a Previous Combined Solicitation for Zoll SurePower Rechargeable Lithium-Ion Battery Pack replacements at the VA Maryland Healthcare System. The solicitation number is 36C24526Q0730, issued by the Department of Veterans Affairs VAMC located at 10 N Greene St, Baltimore, MD 21201. The response deadline is August 14, 2026 at 1:00 PM Eastern Time. This is a Service-Disabled Veteran-Owned Small Business (SDVOSBC) set-aside with a PSC code of 6515 and NAICS code 334510 (small business size standard of 1,250 employees). The contracting officer is Alison Klein (Alison.Klein@va.gov, 304-623-3461 X 4143).
The requirement specifies delivery of new Zoll SurePower Rechargeable Lithium-Ion Battery Packs that are technically equivalent to existing units, with specifications including 5.8 Ah capacity, high-density lithium-ion chemistry, RunTime Indicator, automatic calibration capability, and maintenance history storage. The contractor is responsible for identifying any missing components and removing the facility's current battery packs. Regarding battery disposal and return logistics, the VA clarified that it prefers shipping over pickup and requires a single shipment using a DOT-approved, prepaid mail-back container that includes return labels, packaging, instructions, and a Certificate of Recycling. The amendment specifies that responses are archived 60 days after the response date and that no Recovery Act funds are being used for this procurement.

DESCRIPTION
RESPONSES TO RFIS RECEIVED:
does VA prefer a single bulk return container, or individual return labels per pack?
Will VA consolidate the used packs for one pickup, or will they ship in batches?
Note: used lithium-ion packs ship as DOT-regulated material (UN3480 / UN3481). Rather than supply a bare label, we would provide a DOT-approved, prepaid mail-back container with the return label, packaging, instructions, and a Certificate of Recycling included. Please confirm that satisfies the requirement.
Answer: The VA prefers shipping versus pickup. VA prefers a single shipment that is DOT-approved, prepaid mail-back container with the return label, packaging, instructions, and a Certificate of Recycling included.
