About this file
This is a Notice of Intent to Sole Source a service contract for preventive maintenance and support of GE radiology equipment. The Department of Veterans Affairs, VA Maryland Health Care System (VAMHCS), intends to award a firm-fixed price sole source contract to GE Healthcare under FAR 13.106-1(b)(1)(i) for maintenance and service plan coverage of GE diagnostic imaging equipment located at the Baltimore and Perry Point VA Medical Centers. The contractor will provide comprehensive support including preventive maintenance (PM), repairs, software updates, clinical application support, travel, labor, parts, and service documentation. All service reports must be submitted within two weeks of completion. Any new GE diagnostic imaging equipment installed during the contract period and purchased under VA797H-17-D-0024 will be added through contract modification.
The sole source justification is based on GE Healthcare's status as the original equipment manufacturer (OEM), which provides exclusive access to proprietary OEM parts, software, technical expertise, system configurations, and clinical application support necessary for equipment maintenance. The successful contractor must maintain an active, VA-approved Memorandum of Understanding (MOU) and Interconnection Security Agreement (ISA) to provide remote support capabilities, as well as a Business Associate Agreement (BAA) for incidental access to Protected Health Information. The Network Contracting Office 05 (NCO 5) is handling this procurement for the Veterans Integrated Service Network 5.
