About this file
This is a federal contracting provision template (FAR 52.225-4) that establishes certification requirements for the Buy American Act, Free Trade Agreements, and Israeli Trade Act compliance. The provision obligates offerors to certify the origin and domestic content status of end products being supplied under federal contracts.
Offerors must certify that all end products are domestic end products unless otherwise listed in designated sections. The provision requires offerors to identify and list: (1) Free Trade Agreement country end products or Israeli end products in paragraph (b); (2) other foreign end products in paragraph (c)(1), including a determination of whether non-iron/steel foreign products exceed 55 percent domestic content, except for commercially available off-the-shelf items; and (3) domestic end products containing critical components in paragraph (c)(2). The Government will evaluate offers according to Federal Acquisition Regulation Part 25 policies and procedures. Key terms including "domestic end product," "foreign end product," "critical component," "Free Trade Agreement country," and "Israeli end product" are defined in the related Buy American—Free Trade Agreements—Israeli Trade Act clause referenced throughout the provision.
