About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 5. The amendment extends the solicitation closing date for RFQ 36C24526Q0187 from the original date to January 28, 2026 at 4:00 PM EST to allow time for response to solicitation questions. The solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and requires an Organizational Senior Representative (OSR) with mandatory PAR Excellence technical certification.

The document includes questions and answers addressing key procurement details. Corporate past performance may be supported by individual key personnel experience, but key personnel must maintain the required PAR Excellence OSR certification. The onboarding process for contractor PIV cards typically takes 60-90 days post-award. Success in the first 12 months is defined as the OSR's ability to properly accomplish all tasks, meet qualifications, and efficiently train government employees on the Point of Use (POU) system per the Statement of Work. The government will not amend the solicitation to permit SDVOSBs with OSRs having federal service experience. Technical experience and capability will be evaluated against criteria listed in the RFQ, with evaluation not limited to hands-on OSR experience alone.

Questions and Answers – RFQ 36C246Q0187

Question: Will the Government consider the individual past performance and technical certifications of "Key Personnel" (the OSR) as a demonstration of corporate relevancy in addition to or in place of past performance?

Answer: Corporate past performance may be supported by the individual experience of key personnel; however, key personnel must hold and maintain mandatory PAR Excellence OSR technical certification.

Question: What is the expected timeline for the OSR to obtain a PIV badge once the contract is awarded?

Anwser: The onboarding process to obtain contractor PIV card and access routinely takes 60-90 days.

Question: Beyond the technical requirements listed in the PWS, what does the agency define as a "highly successful" outcome for this contract in its first 12 months?

Answer: Highly successful is the key personnel ability to properly accomplish all task, meet the qualification, and train government employees efficiently on usage/operation of POU system according to SOW.

Questions: Are there specific "lessons learned" from previous iterations of this requirement that the Government is seeking to address with this new solicitation?

Anwser: NA

Question: Are there specific areas of the current Statement of Work where the Government sees the greatest opportunity for increased efficiency?

Answer: NA

Question: In evaluating the "Technical Excellence" of the proposal, will the Government weigh the direct, hands-on experience of the proposed OSR more heavily than the general corporate history of the offeror?

Technical experience and capability evaluation criteria are listed in the RFQ and information provided will be evaluated against these criteria.

Question: Answer whether or not the government intends to amend its solicitation to permit SDVOSBs with OSR(s) with federal service to compete for this procurement?

Answer: The RFQ 100% set-aside for SDVOSB as designated in Block 10 of SF1449 and will not be amended.
