The solicitation (36C24526Q0125) seeks a Radiation Safety Officer (RSO) for the VA Medical Center, with a Firm Fixed Price contract structure covering a base year and four option years. The opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB)/Veteran-Owned Small Businesses (VOSB), with a NAICS code of 541990 and a size standard of $19 million.

Key details include a requirement for 1 Full-Time Equivalent (FTE) RSO with mandatory familiarity in medical imaging and nuclear medicine protocols, covering both the individual candidate and vendor organization. The Q&A clarifies several important aspects, including: submission of one live resume, mandatory RSO-specific experience, post-award credentialing process, personnel replacement options, and that hazardous pay is not applicable. QUESTIONS AND ANSWERS

1. Submission of Resumes (Live vs. Sample) Could you please clarify whether live resumes of proposed key personnel (Radiation Safety Officer) are required to be submitted with the proposal? If resumes are required, how many resumes should be submitted, and are sample or anonymized resumes acceptable at the proposal?

I am unclear what a live resume is, but I am assuming it better than a sample. One resume is adequate.

· 2. Alternate / Backup RSO Personnel Could you clarify whether vendors are required to submit alternate or backup RSO resumes as part of the proposal? If so, how many alternate resumes are required to be submitted?

Yes. One resume is adequate.

· 3. Technical Approach Narrative For the Technical Approach / Technical Capability section, could you clarify whether this narrative should focus on:

b) the offeror’s (vendor’s) experience and processes, or

c) a combination of both?

combination

· 4. Familiarity With Medical Imaging & Nuclear Medicine Protocols The solicitation references familiarity with medical imaging equipment and nuclear medicine protocols.

Could you clarify whether this requirement applies to the individual RSO candidate, the vendor organization, or both? Additionally, please confirm whether this familiarity is a mandatory requirement or an evaluation preference.

we need familiarity in both the vendor and RSO. It is mandatory.

· 5. Radiation Safety Officer (RSO) Past Performance Requirement Is it mandatory for the offeror to have prior experience providing Radiation Safety Officer (RSO) services specifically, or will experience providing other healthcare staffing services be considered acceptable for responsiveness?

YES

· 7. Hazardous Pay Differential Applicability The solicitation references Hazardous Pay Differential rates (8%) for positions involving hazardous duties.

Could you please confirm whether the Radiation Safety Officer role under this RFQ is classified as eligible for hazardous pay? If applicable, should the hazardous pay differential be included in the proposed pricing, or will it be handled separately by the Government?

i do not believe that it should include hazardous pay.

· 8. Staffing Level / FTE Expectation Could you clarify whether the Government anticipates this requirement to be for one (1) RSO, multiple RSOs, Is there an estimated level of effort or FTE expectation associated with this requirement?

1FTE

· 9. Post-Award Credentialing Timeline Following award, will the Government provide an estimated timeline for VA credentialing, onboarding, and approval of proposed RSO personnel prior to performance?

We will review the radiation safety services provided by the vendor and review the CV of the RSO from the vendor
