About this file

This document is a Solicitation Amendment for Pharmaceutical Waste Management Services issued by the Department of Veterans Affairs (VA) Medical Center in Washington, DC. The solicitation (RFQ 36C24526Q0018) seeks a contractor to manage hazardous pharmaceutical waste, including aerosols and silver nitrate, with an estimated annual volume of approximately 1 ton. The contract is structured as a base year with four optional years, requiring weekly pickup and exchange of 50 black waste containers across various satellite accumulation areas, with containers considered full at 3/4 capacity.

Key details include a response deadline of September 30, 2025, at 3:00 PM EST, with pricing to be firm-fixed and potential for price variations across contract years. The solicitation involves a transition from a previous incumbent contract that ended in August 2025, with a current bridge contract in place. The scope excludes regular medical waste and controlled substances, and includes a requirement for staff training and education on waste disposal procedures. Contractors will need to provide specialized waste management containers and services tailored to the medical center's specific pharmaceutical waste disposal needs.

SOLICITATION QUESTIONS

RFQ 36C24526Q0018: PHARMACEUTICAL WASTE MANAGEMENT SERVICES

1. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

Answer: This requirement is currently being performed under a contract. It is a new contract. The contract number provided is the bridge contract that is being used until this is awarded.

2. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: There was an incumbent performing these services and that ended in August 2025. There is another incumbent currently performing these services under a bridge contract.

3. What types of pharmaceutical waste will the vendor be responsible for (e.g., hazardous, non-hazardous)?

Answer: The pharmaceutical waste is hazardous, with small quantities of aerosols and silver nitrate generated. The aerosols and silver nitrate are separated. There is no non-hazardous pharmaceutical waste disposal for this medical center.

4. Can you please provide a list/ description of the pharmaceutical waste that is usually generated at the facility?

Answer: Aerosols, silver nitrate, and the rest is classified as hazardous for disposal purposes. There are no controlled substances that are disposed of under this contract.

5. What is the estimated volume of pharmaceutical waste generated annually?

Answer: Approximately 1 ton

6. Is it mandatory to provide the specific container types and sizes mentioned, i.e., black bins, 2-gallon, 8-gallon? Or can we provide containers in other sizes?

Answer: We require all containers to be black. We do need the ones that go in wall mounts. The 8-gallon work well for the medication rooms on the inpatient floors. Other sizes could be used if they work for the spaces provided in the clinical areas.

7. Pricing should be firm fixed just for the base year or for the optional years as well?

Answer: Contracts can be firm-fixed price every year with the same price as the option years or different prices.

8. Can we increase the pricing on the anniversary of the contract? If the contract is renewed?

Answer: The contract is a base plus four-year contract. A renewal will go through the same bid process as this current solicitation.

9. Is the Staff Training and Education mandatory? Will it be a one-time event, at the start of the contract?

Answer: Staff training and education would be a one-time event but not necessarily at the start of the contract. It is education and training on disposal should regulations change or staff changes at the facility necessitate a subject matter expert providing education.

10. Who is the current vendor / incumbent?

Answer: I am not at liberty to say.

11. Can we have the current contract copy?

Answer: I am not permitted to share that.

12. What is the Annual spent / last 3 invoices?

Answer: I am not at liberty to disclose that information.

13. Looking at your pricing/schedule and trying to understand it. I see you need 50 bins and weekly pick up for hazardous waste. Do you need weekly pick up of all 50 bins? Also want to confirm no regular medical waste, correct?

Answer: There is no regular medical waste.

Weekly the vendor is required to go to each satellite accumulation area for pharmaceutical waste and pickup/exchange the containers. Some areas will not require a weekly exchange but they should be checked. The waste containers are considered full at 3/4 full.
