About this file

This document is an Amendment of Solicitation/Modification of Contract for wheelchair van transportation services for the Department of Veterans Affairs (VA) in the Washington DC area. The solicitation (36C24526Q0016) seeks a contractor to provide wheelchair van transportation for veterans, with a requirement to operate a minimum of 4 trips simultaneously and averaging 2,700 one-way trips monthly. The incumbent provider is Battles Transportation, Inc. (contract #36C24523A0032).

Key technical requirements include providing a fleet of wheelchair-accessible vans, maintaining appropriate licensing (including WAMTC for Washington DC), and staffing with qualified drivers. The solicitation requires offerors to submit a two-volume proposal demonstrating technical capability, fleet specifications, insurance documentation, and personnel qualifications. Drivers must be prepared to handle wheelchair transport, potentially manage oxygen equipment, and have basic medical knowledge like CPR. The contract emphasizes the need for an onsite Lead Driver to facilitate transports and manage staffing contingencies. The effective date is noted as 09-23-2025, with the solicitation covering transportation services in the VA Medical Center's service area.
