About this file
This document is a set of Questions and Answers for a VA Ambulance Transportation Services contract (Solicitation Number 36C24525R0098) for the Veterans Health Administration Veterans Integrated Service Network 5. The Q&A clarifies multiple operational details, including transport requirements, staffing levels, and billing specifications. Key points include confirmation that the contract covers paramedic and Advanced Life Support (ALS) providers, allows for four simultaneous mixed transportation trips, and requires vendors to provide all necessary medical supplies and medications.
The VA will maintain its own ambulance service alongside the contractor, with flexibility in staffing and scheduling due to current hiring restrictions. Out-of-catchment area transports are not mandatory for the contractor and are not held to the same response time standards as in-catchment trips. The contract covers various transport types including wheelchair, stretcher, and critical care transports, with specific requirements for provider certification across Pennsylvania, Ohio, Maryland, Washington DC, and West Virginia. The solicitation's due date is extended to September 16, 2025, and the incumbent contractor is Jan Care.

1. For Section 4.1.2.2:
When the solicitation references “paramedic,” can the Government confirm whether this term is intended to encompass all Advanced Life Support (ALS) providers as recognized by WVOEMS? No, paramedic and above.
2. For Section 4.1.2.6 and section 4.2.3.7:
We would like clarification regarding the term “Stretcher/Wheelchair Transport.” As written, this phrasing is unclear, since stretcher and wheelchair transports are not recognized as a combined category. Additionally, under WVOEMS regulations, all stretcher transports are required to be staffed at a minimum of EMT certification. Can the Government please clarify whether this section is intended to apply only to wheelchair transports, or if it also includes stretcher transports that must meet the BLS requirement? Any stretcher transport would require a BLS transport.
3. For Section 4.9.3 and Section 4.1.3.4:
Section 4.9.3 states that, except for no-shows, the contractor shall invoice for loaded services and mileage only. However, Section 4.1.3.4 references offloaded mileage. These statements appear to be contradictory. Can the Government please clarify whether offloaded mileage is considered billable under this contract? Offload mileage should not be included.
4. For Section 4.2.9.1:
Can the Government please provide clarification on the requirements outlined in this section? No offload mileage should be included in the contract. So the Vendor will be paid for one-way only. The vendor charges can include the out of catchment area as well and not limited to only mileage.
5. For Section 4.3.1:
Can the Government confirm whether West Virginia is intended to be included in the list referenced in this section? Should include West Virginia Updated:
4.3.1 Certification and Background Check Requirements –Critical Care Providers are required to meet the qualification or have been issue a license/certificate for the care they are providing that is officially recognized by the local, state, or regional government or public entity where the emergency service is operated and governed. This includes, not limited to, Pennsylvania, Ohio, Maryland, Washington DC, and West Virginia.
6. For Section 4.5.2b:
Can the Government please clarify the process regarding the vendor pass in VetRide?
7. For Section 4.5.2.10:
Can the Government please confirm whether the exclusion of C3IFT, and CCT transports means these would be in addition to the four simultaneous trips, which could at times require the contractor to staff for up to six concurrent transports? Not the intent of this paragraph. 4 trips of mixed transportation at one time.
8. For Section 4.5.2.10:
What is the expected number of concurrent resources for van and wheelchair transports under this contract? Not the intent of this paragraph. 4 trips of mixed transportation at one time.
9. There is no CLIN listed for a C3 flat rate to Pittsburgh. Can a CLIN for this service be added? I thought CLIN 07.3 is Critical Care?
10. Does the VA intend to staff and operate its own ambulance service under this contract, or will all ambulance transports be fulfilled exclusively by the contractor? We have our own ambulance and transportation systems
11. If the VA does intend to staff and operate an ambulance, can the Government please clarify what level of certification (BLS, ALS, or CCT) will those units maintain? All levels of certification
12. If the VA does intend to staff and operate an ambulance, can the Government please clarify the anticipated schedule — specifically, what days of the week it will be staffed and what the operating hours will be? Unfortunately, we can’t provide that schedule because we don’t know and it varies. We are having issues hiring because of the government hiring restrictions. Right now we only have enough to staff one ambulance for part of the week. We can work with the vendor to give them more predictable schedules.
13. If the VA does operate its own ambulance, can the Government please clarify how call distribution will be managed between the VA-operated unit(s) and the contractor? Specifically, how will transport requests be allocated when both are available? The amount for using government ambulance will vary, but we’d like to reduce cost at all possible and utilize our own assets as much as possible.
14. Can the Government please clarify whether transport requests outside the defined catchment area are required to be fulfilled by the contractor, or if those requests fall outside the scope of this contract? No. They are not expected to complete the trip.
15. Can the Government please clarify whether out-of-catchment transports are included in the requirement for four concurrent trips, or if they are considered separate from that concurrency expectation? Given that out-of-catchment trips can take a significant amount of time to complete, we want to ensure we understand how these are counted toward the concurrency requirement. Additionally, can the Government confirm whether out-of-catchment transports are subject to the same response time requirements as in-catchment trips? No. They are not expected to held to the same standard as the trips inside the catchment area.
16. For CLIN 1018:
Can the Government please clarify whether this requirement applies to wheelchair van transports? Wheelchair vans do not carry oxygen, and many oxygen-dependent patients would therefore require BLS-level support, since oxygen administration is a medical treatment. I don’t see a CLIN 1018.
Just because a patient is on oxygen does not mean they qualify for BLS. If patient is able to self-administer, then BLS is not required. If the patient is not able to self-administer, then BLS is appropriate. Physician certification Statement- Medical Necessity Certification
17. Section 4.4.3.1 and 4.4.3.2 appear to be in conflict. Section 4.4.3.1 states that the contractor shall not borrow or exchange supplies/medications with the VA and that all required transport supplies will be provided by the vendor, while Section 4.4.3.2 requires that all VA equipment and unused medications be returned to the VA. Can the government please clarify under what circumstances VA medications or equipment would be in the contractor's possession? Updated
4.4.3.1 The vendor shall not borrow or exchange supplies and/or medications with the VA, except when equipment and/or medication are already attached and/or in use for continuity of care. This ensures the patient's treatment is not interrupted during transport. All required supplies and medications necessary for safe patient transport are the sole responsibility of the vendor, who must come prepared without relying on the VA's resources. This policy emphasizes the importance of vendors maintaining a well-stocked inventory and having clear communication with VA staff to ensure compliance and seamless patient care. Medical Control Authorities are responsible for maintaining and supplying medication during patient transport.
NOTE: incumbent contract number # 36C24524D0034 Contract is Jan Care.
