About this file
This document is an Asbestos Containing Materials (ACM) survey report for Building 363T at the VA Perry Point facility in Maryland. On January 17, 2018, Aerosol Monitoring & Analysis, Inc. (AMA) conducted an initial room-by-room inspection to identify and evaluate potential asbestos-containing materials. The inspection was performed under United States Department of Veteran Affairs Contract No. VA245-17-F-1118, with key objectives including compiling existing asbestos survey data, correlating ACM into an electronic database, performing assessments of all materials, collecting bulk samples for laboratory analysis, recommending response actions, and providing CAD drawings and digital photographs of ACM locations.
The survey covered the 1,365 square foot single-story trailer constructed in 1996, which consists of offices. Fourteen bulk samples were collected from various materials including drywall, ceiling tiles, floor tiles, baseboards, and mastic. Laboratory analysis using Polarized Light Microscopy (PLM) found no asbestos in any of the samples (none contained >1% asbestos). The report includes a comprehensive data table detailing the location, quantity, and condition of all sampled materials, which were all categorized as being in "Good" condition. The inspecting team, Bob Bentz and Patrick LaShier, were both certified EPA AHERA inspators with current licenses at the time of the survey.

Summary
Building 363T is a trailer consisting of offices and was constructed in 1996. No prior sampling data or inspection reports were used during the current initial inspection of the building.
EPA Inspector(s) – Bob Bentz (I 17026741, exp. 9/07/18) Patrick LaShier (I 17019911, exp. 6/30/18)
AMA performed the bulk sampling for ACMs as stipulated in the AHERA regulation, 40 CFR 763 Subpart E. Samples were collected with a core bore, metal spatula, or χ-acto knife which was driven through the suspect material to the substrate so as to obtain a sample containing each discrete layer. The samples were then placed in sterilized “whirl-pak” bags and assigned unique identifiers, which were recorded on the bags and the bulk sampling survey sheets. A chain of custody form was filled out for the bulk samples. The samples were logged in and assigned unique lab numbers. Upon completion of analytical services, AMA Analytical Services, Inc. retained the remaining sample materials.
Samples of bulk material were analyzed using PLM following the EPA, “Method for the Determination of Asbestos in Bulk Building Materials" (EPA/600/R-93-116). PLM is an optical microscopic technique used to distinguish the different types of asbestos fibers by their shape and unique optical properties. The technique is based on the refraction of light from the various crystalline asbestos structures and observing the corresponding color changes through the microscope.
AMA Analytical Services, Inc. is accredited by the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) through the National Voluntary Laboratory Accreditation Program (NVLAP) for Bulk Asbestos Analysis, (NVLAP No.
101143).
ACMs were evaluated following the guidelines established by the Asbestos Hazard Emergency Response Act (AHERA).
Building 363T:
AMA collected fourteen (14) bulk samples of suspect materials within Building 363T of the Perry Point Campus. None of the fourteen (14) samples collected contained >1% asbestos by PLM/TEM analysis.
Hazard Assessment
ACMs were evaluated following the guidelines established by the Asbestos Hazard Emergency Response Act (AHERA).
The fundamental principle of the hazard assessment methodology described here is that the tendency for ACM to release fibers is directly related to the degree that the material has been disturbed or has deteriorated. One of the best measures of past and current disturbance and/or deterioration is the condition of the ACM. ACM in poor condition reflects past and perhaps ongoing disturbance/deterioration, and most likely past and perhaps ongoing release of fibers into the air. The likelihood of future disturbance can be gauged by the location of the material with respect to: (1) potential contact by building occupants, (2) sources of vibration and (3) sources of air erosion and water damage.
All of these factors can be used to determine the relative hazard ACM in each functional space poses to building occupants. The hazard rating can then be used to rank ACM in each functional space for priority of abatement and to help design an Operations and Maintenance Program which will minimize exposure until the ACM is eventually removed. AMA conducted a hazard assessment of the identified and assumed asbestos containing building materials (ACBM) following the protocol established under the Asbestos Hazard Emergency Response Act (AHERA) regulation, 40 CFR 763, Subpart E. Although non-friable materials are not included in the AHERA rules assessment, AMA included such materials in order to provide the client with an assessment of the risks of the identified/assumed ACBM in their current condition. The materials are classified in the attached Table II by material description, type (asbestos/content by percentage), location, extent, accessibility, and condition of material and current damage.
Assessment sheets for each friable homogeneous material were also provided.
Classifying Material with Respect to Condition
“Significantly damaged” ACM is characterized by large areas of material delaminated or showing adhesive failure and/or a surface with water stains, gouges, or mars over at least one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized.)
“Damaged” ACM is characterized by a surface that is crumbled, water-stained, gouged, marred or otherwise abraded over less than one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized.)
Good condition refers to a material state where no visible damage or deterioration is evident.
Classifying Material with Respect to Potential for Disturbance
The same factors used in damage assessment are used in evaluating potential for disturbance: (1) potential contact from building occupants, (2) vibration and (3) air flow.
Potential for contact may be considered high if the material is in a public area (e.g., hallway) and accessible to building occupants. The potential may be moderate if the material is in a room or office and accessible to the occupants. Low potential for contact would be characterized by a material that is not within reach of any building occupant.
Factors such as the presence of loud motors or engines near an ACM or close proximity of an airport or major highway to the building could result in a high vibration impact.
Moderate vibration influence could be characterized by non-obtrusive motors or engines (e.g. operating ductwork) or occasional loud noises (e.g. vehicle loading dock, generators) The absence of any of the above factors would lead to a low potential of vibration influence.
Potential for air erosion may be classified as high if the material is located in an area with a high velocity air stream, such as a fan room, or moderate if a noticeable movement of air is present (e.g. ventilator air stream.) Potential for air erosion would be considered low if no detectable air movement is detected in the area. Refer to the attached Asbestos Containing Material Data Table for detailed information regarding the presence quantity, location, condition and assessment of the ACBM at the building.

Sincerely, Andrew Washington, CIH Project Manager

Comments
The following footnotes only apply to those samples which the total asbestos result is flagged with a note number.
TEM RECOMMENDATION - Please note, due to resolution limitations with optical microscopy and/or interference from matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos. It is recommended that the additional analytical technique of TEM be used to check for asbestos fibers below the resolution limits of optical microscopy.
MATRIX REDUCTION RECOMMENDATION - Please note, due to interference from the matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos which is obscured from view. It is recommended that the additional preparation technique of gravimetric reduction be performed on this sample to minimize the obscuring effects of matrix components, followed by reanalysis by PLM and/or TEM.
Analysis Method - EPA/600/R-93/116 dated July 1993 NAD = "No Asbestos Detected" TR = "Trace equals less than 1% of this component"
Uncertainty: For samples containing asbestos in range of 1-10% the CV is 0.43, 11-35% CV=0.55, >35 CV=0.23. All results are to be considered preliminary and subject to change unless signed by the Technical Director or Deputy.
