About this file
This document is a Questions and Answers file for Request for Quote (RFQ) #36C24525Q0803 issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 (VISN 5). The solicitation is for a Biomedical Engineering Competency Software Solution, specifically a software as a service (SaaS) solution. Key details from the Q&A include confirmation that the contract will cover approximately 100 employees, is a new contract with no incumbent, and requires a cloud-based solution that must meet FedRAMP standards with no on-premises alternatives allowed.
The RFQ requires a complete proposal submission for evaluation, with specific emphasis on the pricing/cost schedule (Section B.3). Potential vendors should note strict requirements around cloud compliance, as the government will not extend FedRAMP deadlines or permit on-premises deployment. The solicitation appears focused on obtaining a competency tracking and management software solution specifically tailored for Biomedical Engineering staff within VISN 5, with precise requirements for comprehensive employee coverage and cloud security compliance.

Questions & Answers
1. For pricing, how many employees would you like to cover? What is the number of "all Biomedical Engineering staff in VISN 5"? - 100 employees.
2. Who do we ask to see if we were to put in that FedRAMP is not present, but that we would work on it - this would effectively cause us to miss some of the FedRAMP deadlines - would that still be possible or could the deadlines be extended? – Exact FedRAMP deadlines will be reviewed following contract award.
Alternatively, are we able to change the RFQ to allow for on-prem? – No.
3. For this round we see at the end of the document a request for a cover letter plus a number of descriptions - Is that for a later RFP round? Is this round expecting only the pricing quote (i.e. Section B.3 Price/Cost Schedule)? - Complete proposal shall be submitted for evaluation, please see E.8 for additional information.
4. Is this a brand new contract OR if there is (was) an incumbent performing these services? – This is a new contract.
