About this file

This is an Amendment to Solicitation document (Amendment 0001) issued by the Department of Veterans Affairs Network Contracting Office 5 for solicitation number 36C24525Q0612. The amendment serves as a Questions and Answers document providing vendor clarifications for a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement. The RFQ submission deadline is August 12, 2025, no later than 1:00 PM, with a complete 60-page submission required following Section E.6 supplemental instructions.

The procurement seeks virtual wellness services including yoga, tai chi, qi gong, and guided meditation classes for VA patients. Key requirements clarified include: 30-50 dial-in capacity per class with anticipated 10-20 maximum students per session, virtual-only delivery (no in-person classes), and instructors must be United States citizens with no geographic restrictions. The contractor will use their own preferred platform (such as Zoom or WebEx) that is not tied to VHA systems, eliminating the need for a DoD-compliant cloud platform. The government confirmed they are not seeking a separate digital platform as the selected contractor will utilize their existing capabilities to deliver live virtual wellness sessions.

Answer: Unknown, but based on other VISNs and previous experience 10-20 maximum

Question: Does VA also want in-person classes?

Answer: NO

Answer: They should be United States citizens, but otherwise no location restrictions, as all classes will be held live-virtual environment.

Question: Are there any citizenship requirements for instructors?

Answer: Yes, instructors must be United States citizens.

Questions: Can the Government confirm that in addition to the virtual wellness sessions described in the SOW, it is also seeking a digital platform on which to deliver these services?

Answer: We are not seeking a digital platform, as the company who secures the contract would use their own preferential platform that is not tied to VHA systems (e.g. zoom, web-ex, own platform).

Questions: Does the Government require the digital platform to be hosted on a DoD-compliant cloud platform--e.g. Amazon Web Services (AWS)?

Answer: Not applicable, reference SOW.
