About this file

This is a Question and Answer document for a VA Medical Center water treatment services contract solicitation that addresses seven contractor questions about chemical supplies and services.

The Q&A clarifies several technical specifications: Line Item 13 requires 250 gallons of Sodium Hypochlorite 12.5%; Line Items 26 and 27 specify a 30-gallon drum of Water Works 550 and a 250-gallon tote of RO-560 respectively. For Line Item 53, the scope is limited to annual cooling tower cleaning, though additional maintenance may be added once the cooling tower management plan is finalized. Line Item 52 covers only repairs to chemical feed pumps (not replacements), including parts like diaphragms, tubing, and rebuild kits. The document also confirms that diesel fuel testing and legionella testing (4x) requirements are detailed in a separate sampling spreadsheet, and notes that an attachment was added containing testing and compliance requirements for domestic water samples.

Chemical Contract Question & Answers

1. Line Item 13 (Sodium Hypochlorite 12.5%) I did not see a size listed, just a quantity. Can we get clarification on the size needed? 250 Gallon.

2. During the site survey they mentioned you could get us a copy of the testing and compliance requirements and schedule for domestic water samples that we would need to periodically send off to a certified lab. Can we get a copy of this?

Attachment Added.

3. Similarly, Line item 26 and 27 (Water Works 5 50 and RO-560), I did not see a size just a quantity. Water Works 550 – 30 gallon drum, RO560 – 250 Gallon tote.

4. Can you confirm that the Annual Cooling Tower Cleanings would be the extent of line item 53? As currently written, it leaves a lot open for interpretation (Maintenance/Service/Inspection). This Currently only for the yearly cleaning.

Once our cooling tower Management plan is active that is being drafted now, we may amend the contract with any other maintenance required that we can not accomplish in house.

5. Line Item 52, can we have clarification as to what would be our responsibility?

Are we just responsible for minor repairs and maintenance of the water treatment equipment or would we also be responsible for replacement of the equipment if it fails (sensors/pumps/controllers etc.)? Or would this add unpredictable expense be covered under a separate purchase order? There is some verbiage in the SOW but it seems to contradict itself regarding financial responsibility. This would only pertain to repair of chemical feed pumps if they can be repaired.

Replacement is not part of the contract. (some examples) - diaphragms, tubing, injectors, tubes, index plates, rebuild kits.

6. Is there a separate line item for the diesel fuel testing requested? If not, where would they like for that to be included? Testing is in sampling spread sheet.

7. Similarly, is there a line item for the 4 x legionella testing? Amount is in sampling spread sheet labeled under chiller plant.
