About this file
This document is an Amendment of Solicitation/Modification of Contract with a Questions and Answers (Q&A) attachment for a teleradiology services contract with the Beckley VA Medical Center. The solicitation (36C24525Q0183) seeks a teleradiology company to provide 24/7/365 radiology interpretation services for a single clinical location, with key details including no overtime pay, random peer reviews throughout the year, and no separate billing for reviewing prior studies. The teleradiology company must be capable of supplying enough radiologists to cover continuous service needs, with the ability to add radiologists after contract award.
The Q&A document clarifies several important contract requirements: radiologists do not need a West Virginia license specifically, only a valid medical license; the anticipated contract award date is September 12, 2025; external peer review for quality assurance is permitted; and the government will provide a standard invoicing template by CLIN and modality. The contract will pay the teleradiology company a fixed rate regardless of time of day, with no premium for stat or after-hours exams. Contractors are expected to submit bids incorporating all service requirements, including 24/7 availability across multiple imaging modalities at the Beckley VAMC.

Q&A FOR SOLICITATION 36C24525Q0183
1. Will the Government consider an extension for the proposal submission deadline? No
2. Will the Government please confirm whether the contract worker(s) will be expected to cover multiple clinical locations within the health care system, or just one? Just one, Beckley VAMC
3. Will the Government please confirm whether overtime will be required for contract personnel? OT will not be paid, teleradiology company needs to be available 24/7. We will pay the teleradiology company, not the individual radiologist, based on the submitted/approved rates, no matter the time of day.
4. Will the Government please provide an anticipated award date for this task order?
Anticipated award date is September 12, 2025.
5. Will the Government please consider adding a CLIN to support the fully credentialed backup personnel who must be on standby/available to cover in the event of unexpected absences? The COR did not have an answer.
6. Given that the contract requires 24/7/365 availability for routine, stat, and emergent imaging interpretations across multiple modalities, will the Government consider adding a separate CLIN to support the cost of maintaining fully credentialed, on-call radiologists who are available to meet these coverage requirements outside of peak hours? No
7. Are any of the imaging studies expected to require second reads or peer review reports beyond initial interpretation? No but we do require random peer reviews throughout the year.
8. Will the contractor be expected to review prior studies as part of standard interpretation, and if so, will these be separately billable? No
9. Would the Government consider allowing the Health Safety Items (proof of Health Record) for all proposed personnel to be submitted after the award but prior to the start of performance? Per the COR, “I don’t think credentialing requires a health record.”
10. Will the VA provide a standard template or expected format for invoicing by CLIN and modality? Yes
11. Section 5.1.3 states that the Contractor must furnish peer review results at the time of credentialing and as required in deliverables. Can the Government clarify what constitutes acceptable peer review documentation for contract radiologists and whether alternative forms of quality assurance (e.g., internal case audits or board certification verification) are sufficient? A peer review must be done; we can provide that information later.
12. Section B.3 Key Personnel: Is Beckley VA specifically looking for 3 Radiologist?
We are looking for a teleradiology company that can supply us with Radiologists to read at any time. There’s no number of radiologists associated with the request; the company needs to be able to provide enough to cover 24/7 if needed.
13. Is the contractor able to add Physicians after award of the contract?
Radiologists can be added
14. How many are currently providing the requirement? We have a teleradiology company that consists of multiple radiologists, I’m not aware of the number.
15. Will the Government consider Physicians with the ability to license in West Virginia through the Interstate Medical Licensure Compact as qualified for the position? Per the COR, “I am really not sure.”
16. Will the government pay a premium for stat exams and/or exams required after normal business hours? The company just needs to submit a bid with their costs
17. Will the Government allow external peer review for quality assurance? Yes
18. In the PWS, under 2.1.1. License, does the radiologist have to have a license in W.
Virginia where the services are performed? No, they just need to be licensed. Not necessarily in WV.
