RFQ 36C24525Q0169

Questions and Answers

1. Is this a new requirement or is there an incumbent? There is an incumbent.

2. Who is the incumbent contractor? Navigator International

2. What is the current solicitation/contract number? Current contract number is

36C24519C0168.

3. The solicitation mentions a shuttle but no vehicle size preferences nor pick up/drop off locations and times/frequencies. Will there be an amendment? The requirement is for valet services only. Amendment 0001 was posted on 1/21/2025 removing reference to shuttle.

4. Throughout the solicitation, there are mentions and references to shuttles and shuttle services; however, no details about the requirements for a shuttle service are provided.

Are shuttle services part of this solicitation, and if so, can you provide details on the requirements? The requirement is for valet services only. Amendment 0001 was posted on 1/21/2025 removing reference to shuttle.

5. How many parking spaces will be available? We have 164 spaces available.

6. What represents QTY 12? Unit says Month, but in the first line item (0001), POP

Begin: 04-01-2025 POP End: 10-31-2025, so it wouldn't be a full year. CLIN 0001 should have been QTY 7 Months. Amendment 0002 will correct the schedule from 12 Months to 7 Months.

7. Is there a required time limit (example: 10 minutes) Valet Attendants have to in-process vehicles from the time of arrival? Yes, this is mentioned the contractor responsibility – an efficient operation is defined as: (a) no vehicle waits more than 10 minutes to be valet parked, nor more than 10 minutes to be retrieved. 10 minutes starts as soon as the vehicle queues itself into the valet staging area.

8. Is there a required time limit to return vehicles once a vehicle owner requests their vehicle? Yes, this is mentioned the contractor responsibility – an efficient operation is defined as: (a) no vehicle waits more than 10 minutes to be valet parked, nor more than 10 minutes to be retrieved. 10 minutes starts as soon as the vehicle queues itself into the valet staging area.

9. How many parking spaces does the designated valet lot have? 164

10. How many lanes are designated for valet services? Two

11. Key turnover is to be to the Administrative Office on Duty (AOD). Where is the AOD located? AOD is located in the emergency department.

12. Can the Government confirm that all offerors will be required to adhere to the current Department of Labor Wage Determination rates applicable to the contract performance location, and that proposals will be evaluated to ensure compliance with these rates? Additionally, will the Government assess whether proposed pricing is sufficient to meet the requirements of the Performance Work Statement (PWS) without sacrificing quality or compliance with applicable labor laws? This question aims to ensure that all bidders comply with wage determination rates and do not underbid in a way that could compromise contract performance. All offerors must adhere to

Wage Determination rates. This is a firm-fixed price contract, awarding to the

Lowest Price Technically Acceptable (LPTA) offeror, as stated in the RFQ.

13. Can the Government confirm the total number of personnel required for this effort, including the specified positions and hours of operation, to ensure accurate pricing? Specifically, does the requirement include:

(8) Eight Valet Parking Attendants for Monday through Friday, 07:00 AM – 03:00

PM (excluding Federal holidays and weekends).

(3) Three Valet Parking Attendants for Monday through Friday, 10:00 AM – 06:00

PM (excluding Federal holidays and weekends).

(2) Two Valet Attendant Supervisors (On-Site) for Monday through Friday, with designated shifts of:

(1) 06:00 AM – 02:00 PM

(1) 10:00 AM – 06:00 PM

Please confirm if these are the correct labor requirements, or if any additional personnel are anticipated to meet the performance needs outlined in the Statement of Work

(SOW). Confirmed

14. The SOW states “Contractor shall coordinate with the COR to designate front drop off and pick up area(s) near the entrance for loading and unloading of handicapped patients so as not to interfere with normal valet parking operation.... The parking attendants shall then be required to park the vehicles or direct the drivers to a handicap space for self-parking.”

a) Is the designated handicap drop-off/pick-up location different from where the valet lanes are? No, this location will be slightly forward of the valet designated drop off area, in the same lane.

b) Is there an additional lane? No

15. Is there union labor considerations for the valet services at the Washington DC VA

Medical Center? No
