Contracting Officer

1. How many requests per month, on average, will be made? Between 0-5 requests per month estimated, so an average of 2.5.

2. What is the average size of a request (hours of recording, words, characters, lines? Generally, one interview is 60 minutes long: 10 lines per minute = 600 lines per interview.

3. The contract states 68,182 lines. Can you translate this into words or hours of recordings? 68, 182 lines = 6818 minutes (113.6 hours) of recording.

4. What is the date the contract will begin? Date of Award (DOA) through one (1) year.

5. Will the contract pay per line, or monthly? Vendor submits invoices monthly.

6. What happens if there are more than 68,182 lines requested? This is a firm fixed price contract and the amount of lines cannot exceed 68,182 lines.

7. Will the contractor be paid out if there are substantially less than 68,182 lines requested? Vendor is paid per line.

8. What is the minimum number of lines that will be requested for the entire year? It is possible to be 0.

9. Are there any requirements for persons conducting the transcription- location, citizenship, etc.? Contractor must be registered in SAM.gov and VetCertified SDVOSB.

10. Is 68,182 lines an estimate of the amount of Transcription that would be needed per year? Yes.

11. Is there a way to know the estimated minutes or hours of video interviews that would need servicing per year? Transcription is often estimated by minutes not by lines. Estimate 10 lines/minute, so 68, 182 lines = 6818 minutes (113.6 hours) of recording; some interviews will be video, and others will be audio.

12. What is the max amount of speakers to be expected in any given video? Two: interviewer and interviewee.

13. What formats are the audio files in? WAV and MP3

14. What will be the average quality of the audio recordings? Are there any background noises, disturbances, or challenges in clarity to be expected? The sound shall be good.

15. Will there be a need for urgent or priority transcripts? Yes.

16. Will you require time stamps at regular intervals or at specific points in the transcript? No.

17. Are there any specific instructions or preferences you have for the transcription process in terms of dealing with overlapping speech? If an unclear/unintelligible situation arises in the audio (e.g., overlapping voices, cannot be understood), it may be noted in brackets.

18. This solicitation provides an estimated total of 68,182 lines per transcription service but does not specify the expected volume of work per year. Would you be able to provide an estimate number of transcriptions per year? No. It is difficult to give a good estimate due to unknown funding, projects, etc. However, in keeping with the estimates above: 68,182 lines = 6818 minutes (113.6 hours) of recording, and since on average interviews are estimated at 60 minutes long, 113.6 hours = about 114 interviews.
