Q&A FOR SOLICITATION #36C24522Q0263
1. Can a copy of the Land Use Restriction and Institutional Controls be provided to assess what is required for the annual inspections? Yes
2. Is the MWV the only facility which has LUCs/ICs for this contract? Yes
3. Can specifications on the production wells be provided to assess the sampling method, access, and equipment required? or will these samples be collected from a tap? Tap
4. Can a copy of the NPDES permits be provided? Yes
5. Quarterly Stormwater testing: are there 3 samples per quarter; are these sample one per facility or are they all at the same facility? Three samples per quarter at one facility. All three sampling points are located within the facility boundary. Two of the sampling points are located within 0.1 miles of each other. The third is located within 0.5 miles of the other two.
6. Are the ASTs that require inspection located at the same facility or different facilities? Same facility, all within a 0.25 mile radius.
7. Can you provide previous tank inspection documentation? Yes
8. How many finished drinking water samples/year are required to be collected for the PFAs analysis? One per facility- so 9 locations? or for the 3 production wells and finished water from the drinking water plant at MWV? 1 tap sample from 1 location.
9. What PFAS analytical method is required for the annual drinking water sample? Is this sample to be collected through a tap or other equipment? 537.1. Tap sample.
10. The Cost Schedule 0010AC is listed as Quarterly Storm Water Sampling however, Section
1.2.2.5 indicates the facility is responsible for sampling- please clarify. Also, there is a quantity of 12, this is 3 locations quarterly- so 4 mobilizations will be required- correct? The facility will be responsible for collecting the samples and submitting to the contractors laboratory for testing via drop off or overnight courier. Three sample locations four times per year. Cyanide and Total Chloride are only collected at two of the three sample locations during each sampling event.
11. Are there any page limits for the technical proposal or any other submittal requirements other than those listed on page 93 under Technical Evaluation factors? (5-megabyte size limit) per email.
If the technical proposal exceeds that it will need to be numbered so we can easily put it together for technical evaluation.
12. On the Price/Cost Schedule, what is the unit “DY”? Does DY represent days? YES
13. Is there an incumbent contractor performing these services? If so, can you provide their name? This is a new SOW, previous contracts aren’t relevant to this contract.
14. The unit of measure for several services (e.g., Land Use Covenants, Above Ground Storage Tank Certification, Quarterly Storm Water Sampling, and Annual Car Washing) is zero for all item numbers. Is this a mistake in the solicitation? Please confirm. No see updated Schedule
15. Given that the answer to the above questions impact submittal requirements and costing, may a two-week extension be granted in order to provide an accurate and thorough response? Yes.
16. What is the average annual spend on this contract over the past 5 years?
This is a new contract and past work would not be relevant to this contract.
17. Please see attached marked up CLIN table pricing questions for further explanation for questions below:
a) Please confirm that CLIN 0010AC was intended to be titled “Ammonia Nitrogen” rather than
“Quarterly Storm water Sampling” (based on CLIN 1010AC, etc.). CLIN 0010AC should read “Ammonia Nitrogen.”
b) CLINs 3007, 3007AA and 3007AB (i.e., all LUC Inspection CLINs) for Option Year 3 show quantities of 0.00. Does the VA mean to not conduct LUC inspections in Option Year 3? CLIN 3007 is 0.00; CLIN 3007AA should read 4.00; CLIN 3007AB should read 1.00.
c) The CLINs provided relative to the Land Use Covenant inspections and sampling/analysis (CLIN 0007, 1007, 2007, 3007 and 4007) do not include a cost for TCL-VOC analysis. Only MW4 for temperature (e.g., CLIN 0007AA) and the inspection itself (e.g., CLIN 0007AB) are included in the cost table. Should we also include costs for the TCL-VOC analysis in these CLINs? See updated schedule
d) The RFQ indicates that seven (7) AST inspections must be completed prior to 12/1/2022 and 12/1/2025 (Base Year and Option Year 3), and one AST inspection must be completed prior to 12/1/2023 and 12/1/2026 (Option Year 1 and Option Year 4). However, the cost table asks for costs only for 7 tanks in the base year (CLIN 0009AA) and one tank in OY4 (CLIN 4009AA). There are quantities of 0.00 indicated for the AST inspections in OY1 through OY3 (CLIN 1009 and 1009AA, CLIN 2009 and 2009AA, and CLIN 3009 and 3009AA). Does the VA wish to correct or adjust this? See updated schedule
e) The RFQ references samples (plural) for PFAS but the cost table includes a quantity of 1.00/year (e.g., CLIN 0012). Please confirm that only one sample is requested. If more than one sample is requested and the pricing is per event, how many samples are requested and from where are they to be collected? 1 PFAS sample/year.
- What method is being requested for PFAS Sampling and Testing? There are currently analytical options for 24, 36, and 48 PFAS analyte lists. All include PFOS and PFOA, the only two PFAS analytes with Health Advisory Limits (HALs). 537.1.
18. Does the MWV mix water from multiple sources prior to distribution? Typically, water should be sampled for PFAS as close to the source as possible to assess source contamination, and as close to the finished water treatment as possible to assess PFAS contamination from systematic issues (teflon tape, etc.). The facility uses two groundwater production wells. Currently we are only testing one tap sample of finished water.
19. With Solicitation 36C24522Q0413 for Martinsburg VAMC Asbestos Testing & Monitoring
Services due 3/31 and this proposal due 3/28, would the VA consider a one-week extension for one or both of these proposals? Two weeks is a quick turnaround and we want to ensure adequate time to address answers to questions. Extended until 4/06
20. Are names for all staff required at the time of proposal or can we submit only names for the
PM, CIH, and CSP? Yes, names are required at the start of the contract
21. Is office space provided at the VA for contract staff use? Minimal Desk/Table
22. Can you provide past data for the number of IH surveys completed annually? No. This is a new contract and past work would not be relevant to this contract.
