Questions for Solicitation 36C24521Q0241
1. Who is the current incumbent?
This is a new requirement contract.
2. Is it mandatory that the Prime has a State Hazardous Waste Hauler License?
It is not mandatory that the Prime has State Hazardous Waste Hauler License if they can provide proof of proper licenses for the subcontractor.
3. Does the Prime have to own it's transportation fleet or is Subcontracting allowed?
Prime doesn’t have to have it’s own transportation fleet, the subcontractor can provided that.
Contractor shall adhere to VAAR 852.219-74 Limitations on Subcontracting – Monitoring and Compliance (Jul 2018)
4. If (2) two firms are awarded, what is the criteria for determining which company is assigned what tasks?
Competition will occur on a per Task Order basis. See updated section B.2
5. Will there be site walks for each location to see how things are managed now? Due to COVID restrictions a site visit isn’t available at this time. Please see attachments for ALL locations and B.4 Price schedule for breakdown of all chargeable items.
6. Please provide an explanation of the rad waste.
Radioactive waste generated from health care facility.
7. Please provide an explanation of the mixed rad waste. In special circumstances the Baltimore VAMC (and Possibly the DC VAMC) may have research activities that result in small quantities of radioactive and mixed waste.
8. Does the VA have an issue with the vendor doing onsite DEA destruction? The Vendor cannot destroy onsite.
9. Please provide who the current incumbent is.
None as this is a new Requirement
10. Please provide the current contracted rates.
None as this is a new Requirement
11. Please provide a list of all EPA ID numbers for the locations?
These were provided in Attachment A.
12. Please provide a list of all waste shipped from each location for 2019 and 2020? Biennial reports attached for LQGs. We do not have the lists readily available for the SQGs/VSQG.
Generally, the majority of the waste generated from our CBOCs (VSQG) is hazardous pharmaceutical waste such as silver nitrate swabs, inhalers, insulin. Our VAMCs generally generate waste from Pathology/micro labs and research (stains, genxpert cartridges, thin prep waste, xylene, alcohols). A large amount of HW is generated in the pharmacies and inpatient areas from hazardous pharmaceuticals. Additional HW is generated in biomed and the shops and housekeeping in the form of paints, thinners, solvents, cleaners, alcohol hand gels, etc.
13. Will you consider extending the bid due date?
Possibly, depending on circumstances.
14. Will you remove the requirement of the below requirement for a Contractor?
Prime Contractor shall possess current state waste transporter permit(s)/hauler license(s) during the entire contract period. Contractor shall provide a copy of Operator permit(s). Provide the following information regarding the hazardous waste fleet owned and operated by the contractor.
Yes, it will now read “Contractor or subcontractor shall possess current state waste transporter permit(s)/hauler license(s) during the entire contract period. Contractor shall provide a copy of Operator permit(s). Provide the following information regarding the hazardous waste fleet owned and operated by the contractor”.
15. Can you provide some more information on the Rad waste pricing line items?
• Is all the waste local to the Baltimore/Washington area? The Radioactive waste will all be generated from the Baltimore VAMC
• How many collections are estimated per year? Estimated - 2
• Mixed Radioactive and Hazardous waste will require more information to quote. Profiles are priced on a case by case basis. Currently we do not have any active research that is generating a waste stream. This line item is here for future research needs that may generate mixed waste.
• Do you have any historical data for the radioactive? Ex. is the waste incinerable, isotopes, activities, packaging methods in use. Previously used isotopes – P-33, P-32, C-14, H-3, S-35, Cr-51.
16. Will you add a Chemist and Hazmat Tech line item fee for the Lab packing and Pickup day(s)? This is included in the Price Breakout Schedule (Item 0023aa and 0023ab and corresponding ordering periods)
17. Will you add the Training Services requirement Line item onto the pricing schedule? It’s not feasible to add it onto the disposal line items to cover the cost. This is included in the Price Breakout Schedule 0028 and corresponding ordering periods
18. Formulary classification costs thousands a year. A hospital formulary can contain 4 – 7000 items which must be evaluated. Will you add a line item on the Pricing sheet for this Formulary Classification cost per year? This is included in the Price Breakout Schedules 0015aa 0015ab and corresponding option periods.
