(TECHNICAL EVALUATION FACTORS)
The following technical factors shall be used to evaluate offers as part of the comparative evaluation:
Procedures for Services requiring a Statement of work. This process permits comparative evaluation among price and non-price factors and allows the Government to accept other than the lowest priced quotes. Evaluation technical factors are listed in decreasing order of importance. All technical factors when combined are slightly higher than price.
A.1 Experience – Information should be submitted that will allow the Government to have confidence in the respondent’s ability to successfully perform on the contract. The contractor should show a successful past experience with same or similar requirements, laws, licenses and certifications in the State of Maryland and Washington, DC.. The following information should be shown in the offerors response to the solicitation:
a. Prime Contractor has experience providing Hazardous waste Satellite Accumulation Area (SAA) pickups for over 100 areas.
i. Provide, at a minimum, 2 examples of this level of experience within VA Health Care Facilities. Please describe experience, including details of locations and amount of SAAs
ii. Provide, at a minimum, 2 examples of this level of experience within other Medical centers. Please describe experience.
b. Prime Contractor demonstrates and describes the following experience:
i. 5 Years of experience providing hazardous waste identification, characterization, waste profiles, lab pack service, and applicable hazardous waste documents such as hazardous waste manifests, land disposal restriction paperwork.
ii. 5 Years of experience with EPA Hazardous Waste transportation in MD and Washington, D.C. and final hazardous waste disposal
iii. 6 Year of experience completing RCRA Biennial reports within Maryland and DC for LQGs of hazardous waste.
c. Prime contractor has prior experience similar size, scope, and complexity
i. Provide 5 examples of providing similar services to large medical centers in the region.
d. Prime Contractor local references, to include, at a minimum:
i. References from LQG VA Medical Centers
ii. References from LQG Medicals (VA and/or non-VA) within the region of service
e. Prime Contractor and Subcontractor Resumes
i. Prime or subcontractor demonstrates 5 years of experience with the handling and reverse distribution or destruction of controlled substances in accordance with DEA regulations.
A.2 Technical Capability - The contractor shall have the necessary expertise, certifications, security/compliance, insurance and licenses to accomplish the work described in the Statement of Work, Scope and Requirements. The contractor shall also have the technical capability to meet all performance levels as stated in the Scope and Requirements section of the RFQ. Prime Contractor must possess hazardous Waste hauler licenses in MD and Washington, D.C. The Contractor must demonstrate knowledge in the Maryland State and Washington D.C. regulations governing hazardous waste generation, treatment, storage, transportation and disposal.
f. Technical Capability
a. Certifications, Licensing/ Registration, Insurance/Fleet, and Security Compliance for hazardous, universal, radiological waste and controlled substance destruction
b. Prime contractor possesses MD and Washington, D.C. hazardous waste hauler licenses. Prime Contractor shall provide a copy of Operator permit(s).
c. Technical capability statement with support and examples - The Contractor must demonstrate knowledge in the Maryland state and Washington D.C. regulations governing hazardous waste generation, treatment, storage, transportation, disposal and the handling and disposal of controlled substances.
A. 3 Management Approach – Offeror shall propose its method of response, within a Standard Operating Procedures Plan for accomplishing levels of performance as stated in the SOW/ Description of Work. Offeror shall also propose a plan detailing its Quality Assurance Control and Surveillance plan and a proposed plan to meet all items listed in the Statement of Work.
Any subcontracting plan or teaming agreements established to perform the requirements of this solicitation must show evidence of all needed licensing, permits, and certifications pertaining to their responsibilities as identified within. The Prime offeror must submit evidence that the subcontractor is qualified and legally able to provide services. Prime offeror shall submit resumes of any key personnel along with references for subcontractors in the same manner as required for the prime offeror. Offeror must also provide a list of any violations and/or citations that the subcontractor has received for non-compliance with any hazardous waste laws, permit requirements, DC/MD Department of Environmental Protection, DC/MD Department of the Environment, Drug Enforcement Agency, Environment Protection Agency, and/or Occupational Safety and Health Administration requirements for the past three years from the date of submission.
g. Management Approach
a. Organization Plan that shows how the work will be managed to ensure success of the contract from a professional, cost, and time perspective including compliance and security.
b. Provide a staff plan that shows availability of staff and subcontractors to complete the requirements of this contract (include all relevant subcontracting licensing, certification and other requested information within the RFQ).
A.4 Past Performance- The past performance evaluation will assess the relative risks associated with a quoter’s likelihood of success in fulfilling the solicitation’s requirements as indicated by the quoter’s record of past performance. The past performance evaluation may be based on the contracting officer’s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis
A.5 Price - The Government will evaluate the price by adding the total of all line item prices. The Total Evaluated Price will be that sum.
