Reference/Subject: Safety Data Sheets

Spec. Section No. / Title Page / Art. / Para.

Request (Explain your request in detail here):

Are Safety Data Sheets available for the materials being handled/stored

Submitted by (Company Name): Ribeiro Construction Co., Inc. (Person Name: Cindy Bladen

VA Response: We assume this RFI is in reference to the hazardous material storage area. MSDS may be available for certain known materials…however storage area must accommodate several different classes of materials in accordance with NFPA 400/NFPA 30, including flammables, combustible liquids, and acute toxicity materials. Additional clarification will be provided during design.

Date Submitted: 22 July 2020 RFI # 002

Reference/Subject: Commissioning

Will commissioning work be required and can the EOR perform the commissioning work?

VA Response: Commissioning is required and will be conducted by a 3rd party procured by the VA. EOR may not self-perform commissioning work, but shall provide a commissioning manager to coordinate required Cx activities in accordance with specification 019100.

Date Submitted: 22 July 2020 RFI # 003

Reference/Subject: Existing Drawings

Are existing drawings available, including MEP and structural drawings?

VA Response: Access to available existing building drawings will be provided to selected offeror. Existing drawings consist of hard copies and some electronic copies. Accuracy or availability of existing drawings cannot be guaranteed. Contractor shall be fully responsible for coordination with existing conditions – including research of any existing drawings and field investigation of in-place conditions.

Offerors selected to submit Phase II proposals will be provided with floor plans of 2nd floor and attic for coordination purposes.

Date Submitted: 22 July 2020 RFI # 004

Reference/Subject: Equipment Clarifications

The building appears to have a hip roof with no/limited room for exterior equipment. So our assumption is that the 100% OA unit will need to use chilled water and heating water.

1. Will verification of the existing plant capacity and ability to serve this new system be provided to us or will we need to perform this analysis?

2. Is heating water available (12) months of the year?

3. The use of heating water or electric heaters for dehumidification reheat is not an energy efficient approach. But the limited space to add exterior equipment and implementation of hot gas reheat may not offer too many options other than chilled water and heating water/electric reheat. Does the DVA concur with this brief assessment?

VA Response: Verification of existing plant capacity and ability to serve new equipment shall be the responsibility of the designer.

Heating water is typically available 24/7/365, however design shall consider impact of intermittent loss of this system. Chilled water is not available year-round, so design shall account for DX or other dedicated heat exchange system for operation during swing seasons. HVAC system design shall provide tight control of temperature, airflow, and humidity parameters in accordance with space design requirements. It is anticipated that both humidification and dehumidification processes will be required. Phase II offerors will be required to provide a HVAC system design solution – preference will be toward a system that is both energy efficient with low life cycle costs, and capable of maintaining interior environment in accordance with tight temperature/humidity control requirements.
