Project No. 512A5-19-011Abate Building 15N&S
TITLE:Abate Building 15 North and South

PROJECT No: 512A5-19-011

FACILITY: Perry Point VA Campus

COR: Justin Raducha, General Engineer

DURATION: 120 days

Statement of Work The intent of this project is to abate and dispose of all existing asbestos building materials and lead-containing finishes within Building 15 at the Perry Point VAMC. Base bid work area includes both the South zone space (5,400 Net S.F.±) and North zone space (5,100 S.F.±). These areas are scheduled for future renovation. The intent is for the interior spaces to be completely gut-demolished under containment back to the original building structure (wood columns, roof joists, and masonry walls to remain). The North and South ends of the building are currently un-occupied and empty. The Central zone is currently VA staff occupied and outside of scope. The contractor shall furnish all labor, tools, materials, equipment, supplies, and continuous supervision to perform work as required by the contract. All work shall be performed by a contractor licensed, bonded, and insured to perform asbestos and lead abatement, encapsulation, and removal in the State of Maryland. Informal shop drawings, incidental to the job reflecting the plan of action and the completed project, as well as a site specific work/phasing plan and safety plan, will be required.

Statement of Bid Deducts Proposals shall be organized as follows:

Base Bid: Lump sum base bid that shall include all work as specified by the project Statement of Work, Drawings, and Specifications, for both the North and South zones of the building.

Deduct #1: Remove all abatement/demolition work in North zone from project scope of work. Deduct shall be expressed as lump sum value (credit) to remove associated work from project scope.

Work Items Included Under This Task Order The following work items are to be included in project scope. The resulting total bid amount shall then be broken down item by item for review of quantities and unit costs. Proposals shall also account for temporary containment barriers, decontamination showers, environmental permits, temporary power supply, infection/dust control measures, daily operations/restroom facilities with adequate handwashing station, as well as testing (TCLP) and disposal of materials as required per applicable regulations. Building will also be left weathertight following abatement work.

A site visit will be scheduled prior to submission of bids as part of this solicitation. Prospective contractors shall make arrangements for a representative to visit the site to determine the actual quantity and methods of the work to be performed prior to submitting proposal.

Lead-Containing Material Abatement of Building 15 South to include:

· Exterior brick window sill paint scraping and encapsulation where coating is flaking or damaged (~21 window sills).

· Isolated window sash paint scraping and encapsulation where flaking, or where glass panes need to be replaced (~23 windows).

· Wet scrape loose paint and encapsulate interior masonry walls (~10,800 S.F.)

Lead-Containing Material Abatement of Building 15 North to include:

· Exterior brick window sill paint scraping and encapsulation where coating is flaking or damaged (~25 window sills).

· Isolated window sash paint scraping and encapsulation where flaking, or where glass panes need to be replaced (~43 windows).

· Wet scrape loose paint and encapsulate interior masonry walls (~9,600 S.F.)

Lead containing materials (LCMs) in the building were previously identified as part of a campus-wide random surface screening survey in 2013. The portion of the resulting report pertaining to Building 15 is attached for reference. This information represents the best available information prior to demolishing existing finishes – any additional LCM uncovered during demolition shall also be abated.

Asbestos-Containing Material Abatement of Building 15 South to include:

· Complete Floor Tile and Mastic removal in both the North and South Zone. Most of this tile occurs beneath carpeting, which must be removed as well. Concrete slab to be ground smooth and left bare. (~5,400 S.F.)

· Removal of areas of fiberboard ceiling (<1% chrysotile, ~2,100 S.F.)

· Removal of all drywall within the work area, including but not limited to that indicated on the abatement plan (attached). Drywall joint compound was indicated as an ACM in previous report. Work shall include complete demolition and disposal of the partitions/furring walls (wood paneling/drywall/fiberboard and wood studs) (~16,800 S.F. wall surface, ~8,300 S.F. wood wall framing) as well as the electrical/data cabling within.

· Removal of fiberboard wall paneling and track system (~260 S.F.)

· Removal of approx. 495 L.F. of existing pipe insulation where noted in report due to ACM seam sealant.

· Removal of all asbestos window glazing. All windows shall be temporarily weatherproofed following abatement.

Asbestos-Containing Material Abatement of Building 15 North to include:

· Complete Floor Tile and Mastic removal in both the North and South Zone. Most of this tile occurs beneath carpeting, which must be removed as well. Concrete slab to be ground smooth and left bare. (~5,100S.F.)

· Removal of areas of fiberboard ceiling (<1% chrysotile, ~4,800 S.F.)

· Removal of all drywall within the work area, including but not limited to that indicated on the abatement plan (attached). Drywall joint compound was indicated as an ACM in previous report. Work shall include complete demolition and disposal of the partitions/furring walls (wood paneling/drywall/fiberboard and wood studs) (~1,350 S.F. drywall surface, ~990 S.F. wood paneling, ~1,170 S.F. wood wall framing) as well as the electrical/data cabling within.

· Removal of approx. 65 L.F. of existing pipe insulation where noted in report due to ACM seam sealant.

· Removal of all asbestos window glazing. All windows shall be temporarily weatherproofed following abatement.

Asbestos containing materials (ACMs) in the building were previously identified as part of a campus-wide complete assessment in 2011. The portion of the resulting report pertaining to Building 15 is attached for reference. This information represents the best available information prior to demolishing existing finishes – any additional ACM uncovered during demolition to be abated as required.

Third-Party VPIH will be retained by the VA under a separate contract. Abatement contractor to include CPIH services as required by OSHA and Federal/State Regulations to meet personnel protection safety monitoring requirements.

Scope also includes, but is not limited to, non-ACM/LCM components including demolition of wood ceiling joist framing (~4,800 S.F. in North, ~4,800 S.F. in South), wood catwalk planking, wood ceiling hangers, loose fiberglass batt insulation, acoustical ceiling tile and metal support grid (~4,800 S.F. in South), doors, electrical and data wiring, electrical, mechanical, and plumbing fixtures, fabric HVAC ductwork, and associated water distribution piping where occurs within partition walls scheduled for demolition. All interior construction shall be demolished back to existing masonry/wood structure. Contractor shall provide services of registered electrician and plumber to disconnect and safe all electrical wiring and water supply piping prior to demolition. Existing steam distribution piping, roof-supported HVAC units, metal HVAC ductwork, and A/C line sets to remain. HVAC units to remain connected to electrical power, or be reconnected following demolition work.

Contractor shall be responsible for providing temporary weather-tight protection for the building following abatement work, where the existing openings (windows, etc.) are scheduled for abatement/demolition, consisting of no less than 2 layers of 6-mil poly sheeting and wood stud backup framing and perimeter caulking.
