36C24520B0003 Technical Questions Project Title: Abatement Building 15S

QUESTIONS AND CLARIFICATIONS:

1) QUESTION: Who provides the Industrial Hygienist for air clearance?

VA RESPONSE: VA will provide 3rd-party VPIH under separate contract. Contractor shall provide their own CPIH services as required by OSHA. See Specification 028211-2.2.

2) QUESTION: Is the IH to be onsite full time during the abatement process?

VA RESPONSE: VPIH and CPIH shall provide continuous on-site monitoring and regular in-person inspections in accordance with specifications and OSHA requirements. See SOW and Specification 028211-2.2.

3) QUESTION: Will the other half of the building be occupied at all during the abatement project?

VA RESPONSE: The central portion of the building is currently occupied. It is expected this staff will be relocated in late Oct 2020. Containment shall be provided to protect this area during abatement of North and South zones.

4) QUESTION: Are we responsible for bringing the electrician for disconnects?

VA RESPONSE: See SOW. Contractor electrician services are required to disconnect/safe electrical circuits prior to demolition, and to connect any temporary electrical power/lighting for the work area. VA electrical shop will assist with panelboard/building power shutdowns.

5) QUESTION: Will the portion of the building outside the limits of construction remain occupied during work? If part of the building is to remain occupied, are there any restrictions or limitations on noise during normal working hours?

VA RESPONSE: The central portion of the building is currently occupied, although it is expected this staff will be relocated in late Oct 2020. There are no strict limitations on noise, however contractor shall coordinate scheduling of impact-type noise generating activities with project COR.

6) QUESTION: Will any functioning restrooms in the building be available to the contractor’s technicians during construction? If not, has a location for portable toilets been identified?

VA RESPONSE: Portable toilets should be provided by the contractor. Locations will be coordinated with the COR during pre-construction meeting. Restrooms in central area of the building may be available depending on status of VA staff relocation.

7) QUESTION: Is it required to place dumpsters inside the construction fence?

VA RESPONSE: All exterior material storage and dumpsters must be enclosed by a lockable chain-link construction fence.

8) QUESTION: Is there any laydown area inside the building that will be available to the contractor?

VA RESPONSE: A large room for laydown and operations is available for contractor use in the central area of the building.

9) QUESTION: Is there power and water available to the work area for contractor use? If so, what voltage is available? Is the water source in Building 15?

VA RESPONSE: Power and water is present both inside and outside the work area, and is available for contractor usage. Only 120v/208v single-phase power is available in the building – alternate power requirements (208v/3-phase, 480v, etc.) must provide portable generators. There are several garden hose water source hookup locations within the building.

10) QUESTION: Is there a survey available of the light ballasts? Must light tubes be recycled?

VA RESPONSE: Light ballasts have not been surveyed. Previous renovation work in this building did not find any ballasts containing PCBs. Light tubes must be disposed of appropriately as universal waste by the contractor.

11) QUESTION: Is any work to be done on the 2nd floor windows, either interior or exterior?

VA RESPONSE: All historic metal framed multi-pane windows within the work area are specified to have the glazing compound abated from the entire window area. Some windows are spandrel style (multi-story). See revised drawings Addendum #1 – known upper story window locations are now noted on plan.

12) QUESTION: The abatement plan for many rooms has a plan Note 27 but Note 27 is not listed in the list of plan notes. Please state (re-state) plan Note 27.

VA RESPONSE: Note 27 was not used on prior issue of drawings (typo). See Addendum #1 revised drawing AB-1 for new usage of note 27.

13) QUESTION: In the SOW, exterior windowsills are to be chemically stripped. In the abatement drawing, wet scrape and encapsulate is specified. Which procedure is required?

VA RESPONSE: Wet scrape and encapsulate. See Addendum #1 revised SOW.

14) QUESTION: Would the government please provide the drawings related to the abatement work?

VA RESPONSE: Applicable drawings are available to download with the solicitation. Revised drawings (Addendum #1) have been provided concurrently with these RFI responses.

15) QUESTION: Are electronic submissions of bids accepted?

VA RESPONSE: No, all bids must be mailed, or hand delivered.

16) QUESTION: Drawing “Abatement and Demolition Plan” – There is a #27 depicted on the drawing, but not defined in the Plan Notes. Please advise

VA RESPONSE: Note 27 was not used on prior issue of drawings (typo). See Addendum #1 revised drawing AB-1 for new usage of note 27.
