1) Section 11. Customer Service paragraph D & E addresses disincentives for late arrivals but does not address other exceptions being granted other than breakdown of vehicle once per six months. Are there other exceptions granted for late arrivals for other verifiable reasons that contractor cannot control? Examples are traffic congestion, accidents, detours, passenger loading requirements (such as circling the block for safe area to park vehicle and load client or additional time for setup of bariatric clients), weather, acts of god, or similar. An example is the current sink hole in Baltimore City that is greatly effecting all medical transportation including 911 and critical care in the area.
On time service has been deemed critical enough to warrant the disincentive, as late arrival impacts our ability to provide care to the Veterans. Late arrivers can lead to canceled appointments, significantly increasing cost and inconvenience or worst to the Veterans. The Disincentive does not kick in till a contractor falls below a 98% on time arrival rate. Acts of God, are excluded from the majority of Federal Contracts (other than those for emergency responses to an act of God). Weather is called out under 5 (e). General weather conditions are not considered a reason for lateness. Bullet 9 of the SOW talks about wait times, If the contractor has to wait, due to causes beyond their control, such as the Veterans is not ready when you arrive, the contractor must contact the VA. This will assure there is notice to the VA that you had to wait, and could need to charge for that if the wait time exceeds 15 minutes, and supports that the delay in arrival was not due to the contractor arriving late.
2) In addition to the above exceptions, is there a consideration for timeliness based on time of ordering? For example, a trip that is ordered the day prior on a manifest log has a very high probability of being on time versus an add-on trip ordered four hours prior to expected arrival.
The majority of the trips will be provided the day before on the manifest however there are instances where the VA will have very little turnaround time for a request. Although these instances are not explicitly addressed in the Statement of Work we do take the fact that it was an add-on into consideration before deciding to add the infraction to the on-time performance tracker.
3) Another timeliness constraint specific to this solicitation (Section 11. Customer Service A) is that the contractor is barred from parking at the facility unless actively loading or unloading which requires staging near the facility rather than being at the facility for return trips. Does actively loading or unloading have a time limit, example being +-30 minutes?
No the VA does not have the space to allow the contractors to sit while not actively loading or unloading patients.
4) Is service from "door to door" OR is service from "curb to curb"? Meaning, 1) could we arrive at a home with stairs and require additional personnel for a safe lift or other protracted time on task, or 2) are all clients expected to be 100% ready within eyesight of the addressed curb at scheduled time of pickup in wheelchairs approved for transportation tie-down by the manufacturer and if they aren't ready, we must impose the cancellation of the trip?
Historically wheelchair transportation has always been curbside although some vendors go above and beyond in the name of customer service. If the Vendors arrives on scene and the client isn’t within eyesight it is expected that the vendor wait a reasonable amount of time before simply pulling off and cancelling the trip. In addition, the VA shall be given notification before cancellation of the trip.
Could we get some clarifications on the specific address of the destinations that fall under “Eastern Shore” that will be utilized under this contract?
The addresses of the CBOC’s are in the SOW on page 11Cambridge CBOC located at 830 Chesapeake Dr. 21613 and the Pocomoke CBOC located at 101 Market Street Pocomoke MD 21851.
However, the trips can start anywhere on the eastern shore, based on where the Veterans lives. Then there is the flat rate plus miles, if over the 10 miles called out in Amendment 2 (replacing the “city/county limits”)
