613-118: Outpatient Addition Handicap

Staff Entrance

PRE-BID RFI RESPONSE 6/6/19

RFI QUESTION AND RESPONSE

Can you offer clarification for the door types listed on sheet AE-601. For example, door type #1 shows a

4x25 window cutout and a bottom louver cutout. Does this mean that all type #1 doors get the window and louver cutout, or only specific door locations? If so, how is that determined? Same question for type

#17 and #19 doors.

VA RESPONSE: On sheet AE601 refer to door notes and door schedule remarks. For example, under door notes, a dashed line indicates glass or louver by modification. A solid line indicates glass or louver by door elevation type.

The door schedule indicates openings 207.1, 203.1, and C2.1 are to receive hollow metal frames. Are these to be cased opening frames? If not, what door type and hardware set should be used for these three openings?

VA RESPONSE: For doors GD-203.1 and GC-207.1, use Pair Door Leaf "AL" with Hardware Set HW-SH-

12B. For Door GD-C2.1 1 use Door leaf type 9 with hardware set HW-SH-4B.

There are (3) “hatch doors” on the door schedule, but there is no information on door type, frame type, or hardware set. Please provide.

VA RESPONSE: Interstitial hatch doors B-S7.2, B-S8.2, GD-IF.2, ID-IF.2 (hatch door from cooridor to room ID-1F), and ID-S8.2 receive same door, frame, and hardware scheduled for hatch door 1D-S8.1.

On the door schedule omit door, frame, and hardware for door 1D-S8.1. For hatch door 1D-IF.2 change from access panel to same door, frame, hardware indicated for door 1D-S8.1.

The door schedule indicates opening 112.1 is to be lead-lined, but no door type or hardware set is listed.

Please provide.

VA RESPONSE: Door 1D-112.1 receives: 1) Door type 17 (Lead lined); 2) Hardware set HW-10H, with

Lead lined glass kit in each door leaf.

The door schedule indicates 122B is to be lead-lined with aluminum door and frame. Please confirm that this is correct. Also, no hardware set is listed. Please provide.

VA RESPONSE: Door 1D-122B receives: 1) Door size SS; 2)Door type 17 (lead lined); 3) Frame Type (Lead lined); 4) Unrated; 5) HW set HW-10E.

The door schedule indicates openings 119.1 and 213.1 is to receive HW set SH-3C. We did not find this

HW set listed in the Specifications. Please provide.

VA RESPONSE: Hardware set HW-SH-3C is in spec section 08 71 00.

PRE-BID RFI RESPONSE 6/6/19

I did not see anything that called a manufacturer for the video surveillance system. Is there an existing system and if so what manufacturer it is?

VA RESPONSE: The existing system is Lenel with OnSSI Occularis software. All new components for the

VASS shall be an extension of the existing system and seamlessly integrated.

In the Outpatient Addition project, there is a problem with some of the Architectural drawings. In the first file of architecturals, called, "S02_612-122_Outpatient-4ARCHITECTURE_18-0917 Drawings

Architecture.pdf," all 17 drawings are scaled to print as 8-1/2 x 11 documents. All other drawings are sized correctly. The problem is just with this single file of Architecturals. Could you please ask the architects or appropriate party for the full-scale drawings to replace that file? Our subcontractors are asking for them.

VA RESPONSE:

On Drawing AE302, Detail D1 shows the prefinished aluminum framed canopy. We are unable to determine the soffit finish material on the underside of this canopy. Can you specify this material?

VA RESPONSE: The soffit and fascia material is metal panel per spec section 07 40 00

On Drawing AF601, on the Interior Finish Schedule, it states WP-01 and WP-02 are TBD. Can you clarify this wall protection requirement?

VA RESPONSE: WP-01: use name brand C/S Acrovyn Handrail HRB10CN, or equal.

WP-02: use name brand CS Acrovyn Handrail HRB10CN and C/S Acrovyn Crashrail FR451N, or equal.

In reviewing plumbing drawings, there do not appear to be any floor drains in the bathrooms. Is this deliberate, or do you intend to add them?

VA RESPONSE: There are no floor drains in bathrooms and none will be added.

Section 117300 - ceiling mounted patient lifts are called out in the specs but on the equipment schedule

(A1200.B), it appears that the lifts will be VA provided. Will the lifts be open for bid to the bidding general contractors or to the VA?

VA RESPONSE: The ceiling mounted patient lifts shall be GC provided. On Sheet QH601, for JSN

Equipment Code mark A1200.B, change ACQ Responsibility Code from "VC" to "CC". Patient Lifts are specified in Spec Section 11 73 00.

Drawing PP201, the domestic water refers to a continuation of the piping to a drawing that isn't in the bid package. It refers to a PP401 Drawing.

VA RESPONSE: Sheet PP401 to be issued as an amendment.

PRE-BID RFI RESPONSE 6/6/19

In Drawing EP602, Detail D3 “EQUIPMENT AND CRITICAL POWER RISER DIAGRAM NEW”, indicates a new 150A feeder extending from existing SWBD-CRITICAL to new Panel ECR-OPB. Please confirm if a new 150A circuit breaker is to be added to this existing Switchboard. If so, please verify that sufficient bussed space exists for this purpose.

VA RESPONSE: Sufficient bussed space exists in the switchboard for the new 150A circuit breaker.

In Drawing EP603 with the Normal and Life Safety Power Risers, contains Sheet Keynotes for the addition of (1) each 225A and 100A circuit breakers to respective panels by the noted designations. The respective Normal and Life Safety Power Risers on this drawing have references to Sheet Keynotes 2 &

3, respectively.

a. Sheet Keynote 3 is not provided on this Drawing.

b. Based upon the notes and the sizes of the new feeders, it appears that Keynote 2 designation located at existing Panel 500-DP-NEB should be revised to Keynote 1 and Keynote 3 designation located at existing Panels 500-DPA-LS and 500-DP-LS should be revised to Keynote 2. One of these revised

Keynote 2 designations should further be removed from the Life Safety Power Riser, see Question #3 following below.

Please supply Keynote 3, and clarify the confusion between these Keynotes.

VA RESPONSE: Change Keynote 2 designation on Panelboard 500-DP-NEB to Keynote 1. Change

Keynote 3 designation on Panelboard 500-DP-LS to Keynote 2. Remove Keynote 3 designation from

Panelboard 500-DPA-LS. There is no Keynote 3.

In Drawing EP603, Sheet Keynote 2 as revised in Question #2 above (assuming this revised numbering to be correct), is noted at both existing Panels 500-DPA-LS and 500-DP-LS for the addition of a 100A Feeder to new Panel ELS-OPB. In Drawing EG003, Detail D1, “BASEMENT INTERSTITIAL FEEDER PLAN” indicates this new Life Safety Feeder as drawn originating from existing Panel DPA-LS in existing Electrical Room

E126 located on this Basement Interstitial Plan. This does not agree with as drawn on Drawing EP603

Life Safety Power Riser, currently noting existing Panel DP-LS as the source for this Life Safety Feeder as drawn.

Please review and confirm which Panel is the Life Safety Feeder source, thereby removing the

Sheet Keynote reference for the addition of a circuit breaker from the remaining Life Safety Panel on this Riser Diagram.

VA RESPONSE: The location of the Life Safety Panelboard from which the new feeder for Panel ELS-OB originates is shown in the Room designated as GA-137E on Sheeet EG003 which is located on the ground floor. E126 is a first floor panelboard being shown in its relation to the interstitial space. 500-

DP-LS is not shown in this room.

PRE-BID RFI RESPONSE 6/6/19

Please identify manufacturers and specific nameplate information for all existing Electrical Panels that will require additional circuit breakers, per Drawings EP601/Detail D3, EP602/Detail D3, and

EP603/Detail D2 Power Riser Diagrams.

VA RESPONSE: The panel boards are available for inspection. Bidders shall coordinate site visits to review existing conditions with the Contracting Officer per Spec Section 01 00 00.

Please provide additional detail with an updated Drawing EP505, Detail C1, “IR ROOMS IR ELECTRICAL

LAYOUT” for new IR Procedure Room 1D-112. There is equipment labeled with alpha-numeric markings in triangular and hexagonal symbols. There is no equipment list or matrix for these.

VA RESPONSE: Refer to Sheet EP504. All equipment is identified on this drawing.

Drawing EP505, Detail B4, “IR ELECTRICAL INTERFACE” indicates that the Contractor is to determine wire circuit sizes based upon system provider regulation requirements, meet building conditions and local codes. Can any more sufficient detail be provided for pricing purposes?

VA RESPONSE: On Detail B4, Drawing EP505, delete note requiring contractor to determine wire size.

The correct feeder size is shown on the power riser diagram.

20 Drawing PL-101 B2 refers to waste lines to be removed in Alt# 8. Is there an Alt# 8 ?

VA RESPONSE: Change reference to Alternate #8 to be Alternate #4.

Drawing PP-202 refers to a tie in to existing UG/Oxygen and Nitrogen lines and run underground to new addition back into building and reconnect to existing piping in the interstitial, will this rerouting of the pipe require those gases to be shut down to the hospital? If so is there a specific time this would need to be completed? Also would there be any special requirements ??

VA RESPONSE: See General Note 2 on sheet PP202. Oxygen and nitrogen systems will require shut downs to make the connections. Project Specifications describe requirements for shut downs.

Drawing MP-100 note 23.41 Tap into the HPS & HPC does this tie-in need to be done off hours? Can the

HPS & HPC be shut down to allow the tie-in or would a Hot Tap be required? Will the VAMC staff shut down and drain the piping systems?

PRE-BID RFI RESPONSE 6/6/19

VA RESPONSE: There are service valves on portions of the HPS allowing for partial shutdowns. All shutdowns for building services require coordination with the COR see specification 01 00 00 1.6 I. The contractor is responsible for shutting down draining and refilling as necessary in coordination with the

VA.

23 Drawing MP-102A First Floor is missing from the list of drawings.

VA RESPONSE: On Sheet GI001, add drawing MP102A to Sheet Index under heading "Mechanical". In

Specification section 00 01 15, add drawing MP102A to Sheet Index under heading "Mechanical".

Spec section 230711 pg. 10 section 2.9 paragraph D it is stated that field applied multi-layer laminated cladding is required in non-air-conditioned spaces such as the interstitial space or will the air provided by V1-17 and V1-22 eliminate this requirement? Please clarify.

VA RESPONSE: Interstitial space is a conditioned space. Multi-layer laminated cladding is not required in the interstitial space.

Drawing PL-101 Rm # GD 213, Plan drawing calls the plumbing fixtures to be P505 and P 403. But the

Riser drawing PP-601 calls it to be a P-501 and P-103. Could you clarify which is correct?

VA RESPONSE: PL101 is correct. On Drawing PP601, change fixture designation P-501 to P-505 and change fixture designation P-103 to P-403.

Is the attached Venturi Valve an acceptable alternative option for the Phoenix valves scheduled on

MH602. I could not locate a written spec on lab valves to see if they were an acceptable alternate.

(Please see the attached document) (In folder labeled: Venturi Product Bulletin)

VA RESPONSE: See Specification 23 36 00 2.3 Air Flow Control Valves for performance requirements of the Air Flow Control Valves.

Drawing EP602 Detail D3 EQUIPMENT AND CRITICAL POWER RISER DIAGRAM NEW indicates a new 150A feeder extending from existing SWBD-CRITICAL to new Panel ECR-OPB. Please confirm if a new 150A circuit breaker is to be added to this existing Switchboard and, if so, that sufficient bussed space exists for this purpose.

VA RESPONSE: Refer to Bid RFI Item #14 in this document.

Rooms 1D 122A, GD 209 and GD 224 appear to have casework, but we cannot locate detail for these rooms. Please verify that these rooms have casework, and identify the casework details.

VA RESPONSE: Rooms GD209 and GD224 have no built-in millwork. For Room 1D22A, refer to drawing

B1/AE512: use base cabinet "BS" with solid surface countertop. Extend countertop over refrigerator as indicated on D/AE401. Use two (2) wall-mounted "WA" cabinets as shown on B1/AE512.

33 Casework countertop material is not identified in drawings or specifications.

VA RESPONSE: Use spec section 12 36 00. All countertops shall be methyl methacrylic.

On drawing QH-601, there is a note that calls for blackout shades (X2000) in offices and reading rooms.

We identified four offices which are to receive blackout shades. Do these windows additionally receive

Venetian blinds? Also, does this mean that all other windows receive Venetian blinds as detailed in Spec

Sec 12 24 00.2.2?

VA RESPONSE: Where blackout shades are required, Venetian Blinds are not required. All other windows are required to receive Venetian Blinds per spec section 12 24 00, part 2.2.

On Drawing B5/AE417, a stairwell exits from basement interstitial space. Elevation drawing AE201 seems to indicate a structural stair, however, the structure does not show up on structural drawings.

Can this stairway be clarified, please?

VA RESPONSE: Drawing GS109 is revised and reissued and includes a detail for this stair.

Wall protection marks are not identified on the First Floor Plan. WP-03 and WP-04 are identified on

Drawing AF501, but we cannot find these two details anywhere in the drawings.

PRE-BID RFI RESPONSE 6/6/19
