Additional Clarifications and Requests for Information:
1. QUESTION: Can scalable drawings for both areas be issued?
VA RESPONSE: There are no scalable drawings for this project. The contractor should field measure for quantities.
2. QUESTION: Is the VA anticipating the work being done this year?
VA RESPONSE: Yes, it is anticipated that the work be completed this year.
3. QUESTION: Do we still need to submit a phasing plan with our bid now that the VA has provided a phasing plan in amendment 1?
VA RESPONSE: A phasing plan is not required.
4. QUESTION: Question 5 indicates that the sheds will be relocated by others. Are we to assume that this is not part of our scope and that the VA will handle?
VA RESPONSE: Yes, that is correct.
5. QUESTION: The question 10 response indicates that the gates are to remain. What about the reset loops that are in the asphalt?
VA RESPONSE: The loops will be disconnected and removed during milling.
6. QUESTION: The phasing plan that was part of amendment 1 indicates that parking stops, stanchions to be removed and disposed of by contractor. Are we to include any replacement with new material? Also, is the removal and disposal just in the spot marked by the arrow?
VA RESPONSE: No new parking control materials, there will only be added pavement markings. The removal is the line of parking spaces marked by the arrow.
7. QUESTION: The phasing plan shows the milling area being reduced. Will the VA provide an updated SY of milling?
VA RESPONSE: No, VA did not provide an asphalt quantity but field measurements should be taken.
8. QUESTION: The response to Question 7 regarding the trench drain now requires the contractor to account for a line item in the bid proposal for 200’ of trench drain.
0. What assurances are given that the there is enough elevation change that the proposed trench drain will flow to the existing drainage inlet without significate elevation change to the existing pavement?
VA RESPONSE: There are no assurances regarding elevation change however from observation its appears a trench drain will flow and alleviate some of the drainage issues. Therefore, we required each bidder to account for 200 feet of installed trench drain in their bid. If more or less installed trench drain is needed we have a unit price available to make adjustments.
0. Will the trench drain need to be installed in concrete as to match the existing trench drains?
VA RESPONSE: Yes
0. If so, how thick should this concrete pavement be?
VA RESPONSE: For this project assuming a six inch drain the concrete on both sides will need to be 13.5 inches wide to match the predominant width of existing concrete trench. The concrete base shall only be six inches thick.
0. Also, how wide does this need to be?
VA RESPONSE: Based on the site, the existing concrete pavement width varies. The trench drain shown as a basis for bid is approximately six inches wide. Therefore, the total width would be approximately 2’-9”.
0. Will a new Price/Cost schedule be issued to account for this line item?
VA RESPONSE: No. Following award, the schedule of values should contain the cost of 200‘ of trench drain installed with a price per foot as well as 2,100 tons of asphalt installed.
9. QUESTION: The response to Question 10 regarding the Gate Controls does not adequate address the question that was asked.
0. It is understandable that the VA would want the gates to remain in place and operational, however the gate operator is controlled by the locator wires that are placed in the pavement. If the locator wires are removed prior to milling, the gates will have to be operated manually, I believe the question posed is in regards to who will be responsible for manually operating the gates during milling and paving operations in this area. Please clarify.
VA RESPONSE: The gate is not currently used by the VA however it is to remain in place. The gates will be opened during the project and remain open barring an emergency. However, if the gate was to be inadvertently closed we can ask the VA Police for assistance if needed. The VA will ensure that power is disconnected to the gate. The VA understands that the locator wires will be removed and pavement installed in the area. If, in the future the VA wants the gate to function the locator wire will be installed by others.
10. QUESTION: Additional Clarifications: Note 4, The VA has given an estimated quantity for asphalt required to complete construction and this note requires the contractor to supply a unit cost for asphalt.
0. Is the VA requesting that the contractor supply a unit cost for asphalt material provided or a total unit cost for purchase and install of asphalt?
VA RESPONSE: The Contractor shall supply on the schedule of values following award, a unit cost for asphalt installed along with the bid. However, since the possibility exists that the project may span into next paving season the asphalt index will be used to address the change in asphalt cost.
0. Will a new Price/Cost Schedule be issued to account for this line item?
VA RESPONSE: No, following award, the schedule of values should contain the cost of 200‘ of trench drain installed with a price per foot as well as 2,100 tons of asphalt installed.
11. QUESTION: Phasing Plan
0. There are two separate “Phase 1” areas indicated as I believe the intent is to have 3 separate phases. Can you clarify which are is to be Phase 1 and which is to be Phase 3 VA RESPONSE: No. Phase 1 is in two separate areas in order to provide the contractor more area to work while maintaining access to the hospital.
0. The total construction area has been revised from what is shown in the Original Solicitation. Can you clarify as if this is intentional? Requiring potential bidding contractors to perform their own takeoff for a project and then revising that project area without supplying accurate quantities for all items of work will cause fluctuations in the bids received.
VA RESPONSE: Yes it was intentional. The change in work area was due to property ownership as a portion of the lot is not owned by the VA.
The statement of work outlines that contractors are responsible for obtaining field measurements.
