Milling and Paving

(A) Clarifications and Responses to Requests for Information

1. QUESTION: Are we supposed to pave area around this building or just mill along road? It will be very hard to mill these areas.

VA RESPONSE: No milling or paving is required in this area. Additional photographs are provided outlining limits of paving.

Limits of Milling an d Paving Limits of Milling and Paving

2. QUESTION: Can this handicapped ramp be removed and put back to make paving this area more convenient?

VA RESPONSE: This ramp can be removed if it can be re-established before 6 a.m. the following morning. If the work is being performed over the weekend it can be removed and re-established before 6:00 a.m. on Monday morning.

3. QUESTION: Does this guardrail and fence need to be removed for paving?

VA RESPONSE: Yes, the guardrail is to be removed for milling and paving and re-installed prior to the lot opening. If this work would be performed over the weekend the guardrail could remain down until Monday morning at 6:00 a.m. The fencing shall remain in place during paving.

4. QUESTION: Does this fence need removed to pave?

VA RESPONSE: No the fence is to remain in place.

5. QUESTION: Will the shed in this picture need to be removed and replaced during the paving work? There is also another red shed behind the one in this picture that the same question would apply.

VA RESPONSE: Yes, this shed and the one adjacent will need removed and re-established in the southeast corner of the grassy area adjacent the parking lot. The buildings will need to be leveled and usable. Once the lot is paved, shed will be returned to their prior location. This work is to be performed by others. Contact information for the building owner will be provided following award of this project.

6. QUESTION: The area shown in this photo does not appear to have enough room or elevation for milling. Would it be acceptable to hand-place new material over the existing asphalt in this area, and compact it with a plate tamper? Once sufficient distance away from the building, typical milling and paving work would resume.

VA RESPONSE: Yes, however positive drainage away from the door openings and toward drains will be required where possible.

7. QUESTION: Should a trench drain be extended to assure positive drainage in this location? Currently this area is too flat and is a very large area to control all of the run off without any supplemental drains.

VA RESPONSE: Yes a slot or trench drain will be installed on either side of the inlet in front of the loading dock paralleling the hospital.

For bidding purposes please use 200' as quantity and provide a unit cost.

Please use the above as a basis for bidding. The drain shall be traffic rated including large trucks and shall be suitable for pedestrian traffic including heel safe, specifically lady’s shoes. The existing inlet can be used as a discharge point for new drain.

8. QUESTION: How close to this Quazite Box should the existing lot be milled?

VA Response: Within three inches.

9. QUESTION: How is positive drainage to be achieved in this area? How close are we allowed to encroach to this existing structure?

VA RESPONSE: The paving limits in this area will be a parallel straight line approximately four feet from the corridor(metal sheeting). Once past the corridor the paving limits will be squared off with the concrete for the loading dock. Once beyond the barricades for this temporary trailer the milling and paving will follow the existing outline of the lot.

It is realized that this work will not solve every drainage situation. However, through milling the surface and transitioning the new surface to drain toward the existing inlet the situation could be improved.

10. QUESTION: Who is addressing the handling of these gate controls before, during and after the milling work?

VA Response: The gates are to remain in place.

11. QUESTION: Do any of these patches for utility lines need to be recorded onto a site plan for the VA reference as their locations will no longer be visible after the paving work is complete.

VA RESPONSE: The VA will document these areas.

12. QUESTION: Does this bus shelter need to be removed and replaced during the milling and paving operations? And if so, how many times and to where will this need to be done to accommodate special scheduling?

VA RESPONSE: Yes, this bus shelter will need to be moved and reestablished after each nights work when bus service is available. Therefore, if the shelter were removed on Friday evening the shelter would have to be back in place by Monday morning at 6 am.

If the shelter were removed on Monday evening. It would need to be re-established on Tuesday morning on or before 6 am.

The number of times the shelter is moved is dependent on phasing and the construction progress.

13. QUESTION: How close to this existing structure needs to be milled and overlayed?

VA RESPONSE: Mill within one foot. The milling depth, in this particular condition, should be less than two inches to facilitate positive drainage.

14. QUESTION: Are all concrete patches to be milled and overlayed as with the typical scope?

VA RESPONSE: Yes, however two inches of milling in these areas is not expected. If this condition exists and the appropriate drainage can be accomplished without milling the concrete surface paving over the existing concrete surface will be permitted.

15. QUESTION: Are testing and QA/QC services required by the contractor or will the VA be providing these services?

VA RESPONSE: QA/QC services will be required by the contractor.

16. QUESTION: Will a phasing plan be issued by the VA and cleared with VA Security prior to its issuance?

VA RESPONSE: Yes, the incorporated phasing plan has been approved by the VA Police.

17. QUESTION: What types of barriers or barricades are required around the work area and will they need to be lockable if they are indeed required?

VA RESPONSE: Since work occurs after normal business hours no fencing or special barriers will be provided. However, coning off areas with a temporary stanchion with caution tape and traffic control is required. If a milled area is returned to service the transition between milled surface and existing surface shall be left in a manner that is safe for pedestrian traffic.

18. QUESTION: It is understood that positive drainage is the goal of this entire project. Moreover to assure this happens, there is the potential for thicker sections of pavement being required after milling is completed. With that being said, would the VA appreciate seeing a unit price for the cost per yard of any additional material that may be needed?

VA RESPONSE: Yes, however, the owner realizes that milling and paving cannot solve all the drainage issues with the site. The estimated quantity of asphalt is 2100 Tons. It is recognized that some areas such as near curbs may have less milling and paving and others may require more. Asphalt tickets will be collected to monitor installation and quantity.

19. QUESTION: Does all of the work have to be performed at night or are there portions that can be performed during the day?

VA RESPONSE: The Logistics Access Road work leading to the loading dock can be performed during the day but only on Saturday and Sunday.

20. QUESTION: If some portions can be performed during the day, can you advise which portions this may be?

VA RESPONSE: The Logistics Access Road is the only location that can be performed during the day, but this is limited to Saturday’s and Sunday’s.

21. QUESTION: Is weekend work an option?

VA RESPONSE: Yes for both areas. However, whatever area is worked needs to be opened to public and the VA by the following Monday at 6:00 a.m.

22. QUESTION: Can the access road be closed during normal hours?

VA RESPONSE: No, not during weekdays. It can be closed over the weekend during the day but needs to be ready for normal business by the following Monday at 6:00 a.m.

23. QUESTION: If weekend work is an option, can the access road be closed during that time?

VA RESPONSE: Yes the Logistics Access Road leading to the Loading Dock can be closed during daytime and nighttime hours during Saturday and Sunday.

24. QUESTION: How much of the main parking lot can be closed at any given time, as in a phased paving approach?

VA RESPONSE: Please refer to the proposed phasing plan which is included in this amendment.

25. QUESTION: When does the VA expect to issue the Notice to Proceed? This late in the year cold weather becomes a factor for asphalt.

VA RESPONSE: Within two weeks of bid acceptance.

26. QUESTION: Will the bid prices be adjusted if the asphalt index rises?

VA RESPONSE: Yes, if work continues beyond this paving season. The WVDOH asphalt index will be used one time at the start of the next season to revise asphalt costs. This only applies to the asphalt material.

27. QUESTION: Please confirm there are no liquidated damage penalties?

VA RESPONSE: There are no liquidated damage penalties

28. QUESTION: Are pavement markings to be same as current?

VA RESPONSE: Yes. The only addition would be painting the concrete bases of the light poles in the main parking lot yellow. The same traffic marking paint will be required. The area beneath the removed plastic stop blocks once paved will need to be striped to delineate parking spaces and travel lane.

29. QUESTION: Do any areas need more than 2 inches of milling?

VA RESPONSE: There is approximately 500 SF where more than two inches of milling will be required however, there are areas, such as along curb and gutters where less milling will be required to facilitate drainage. In areas where drainage can be improved more than 2 inches of paving will be considered provided there is no additional cost to the owner.

(B) Additional Clarifications:

1. Please note that light pole bases in the main parking lot shall be painted yellow. The use of the traffic marking paint will be required.

2. Please note that the plastic or composite parking stop and any associated stanchions are to be removed and not re-established. These items will be disposed of by the Contractor. Please see phasing plan for their location. Once this area is paved, pavement markings will be required to delineate the parking spaces and entrance way.

3. Quality Assurance & Quality Control including testing will be the responsibility of the contractor via independent party and shall be in accordance with WVDOH specifications. Coring of the asphalt will not be required. QA/QC field reports will be submitted to the Owner after every day or evenings work.

4. The Contractor shall provide asphalt tickets from the asphalt supplier with the time, date and weight. The amount of asphalt estimated for the project is 2100 Tons. The contractor shall supply with their bid a unit cost for asphalt.

5. Please note drains were added to the project and are referenced in another RFI response. Bidders are to account for 200’ of trench drain, shown in another RFI response, a unit cost for trench drain installed and complete is required.

6. The Contractor shall not mill more surface than can be returned to service within ten calendar days. No surface shall be left in the milled condition between paving seasons. What surfaces are milled before the end of paving season shall be paved and painted before the end of paving season.

7. Coordination of operations is required. The Owner and Contractor will need the services of the VA Police to ensure work areas are clear of vehicles. The Contractor shall provide advance notice to the Owner before construction or a construction phase begins. Three days’ notice is required however, the owner will attempt to accommodate any acceleration of work that might take place.

8. Equipment left on site shall be store in an adjacent green space in a secure manner. Any damages caused by this storage will be the responsibility of the Contractor. The owner is not liable for equipment or materials stored onsite.

9. Additional brooming of milled surfaces may be required if a milled surface is returned to service before paving.

10. Surfaces milled on weekdays shall be returned to service by the following day. The only exception will be weekend work.
