About this file
This document is Amendment 0002 to Solicitation 36C24427Q0022, issued by the Department of Veterans Affairs Network Contracting Office 4 on November 4, 2026, with an effective date of November 4, 2026. The amendment extends the offer receipt deadline and corrects CLIN amounts while providing answers to additional bidder questions.
The solicitation procures coagulation testing services across nine VA Medical Centers throughout Pennsylvania and Delaware for a five-year base period from December 1, 2026, through November 30, 2031. Services include Prothrombin Time (PT), Activated Partial Thromboplastin Time (APPT), Fibrinogen, D-Dimer, and Anti-Factor XA testing, with specific patient test volume quantities established for each facility: Altoona (23,635 PT tests), Butler (5,295 PT tests), Coatesville (2,300 PT tests), Erie (11,350 PT tests), Lebanon (31,760 PT tests), Philadelphia (93,030 PT tests), VA Pittsburgh Healthcare System (111,355 PT tests), Wilkes-Barre (36,040 PT tests), and Wilmington (27,500 PT tests). Pricing is requested on a per-test basis for each service at each location. The amendment clarifies that test volumes represent reportable patient results excluding quality control runs, removes factor assay requirements that were initially listed, removes the 10-page limitation on technical submissions to allow vendors adequate space to address compliance with technical and hardware features, and indicates that site location diagrams are not required with offers. Contracting Officer is Keri Hester.

Questions and Answers
• Are sites that perform the Xa test running both Unfractionated (UF) and Lower Molecular Weight (LMW) for heparin? And if so, can they provide the percent of UF vs.
LMW.
o Only Pittsburgh: About 99% are UFH and less than 1% LMWH.
• The APTT Volume is for a total of five (5) years, meaning the site will perform 16,500 patient tests over the entire Period of Performance which means 3,300 patient reported tests per year. Additionally, this means that actual number of tests to include quality control is additional to the 16,500 total patient tests. Does this accurately describe the test volumes in this solicitation?
o Yes, and because we want cost per reportable result the runs of QC are not included.
• Please clarify this; is the technical part “optional”? This is unusual as the government typically requires technical information.
10 pages is not sufficient to address all the technical requirements. Please remove the page number restriction.
o While I did not specifically address this comment in the previous amendment’s Q&A, I provided an edited solicitation which addressed this. The Technical Evaluation Portion now reads:
3. PART III - TECHNICAL INFORMATION - Submit one electronic file.
(a) Technical Factor/Subfactor – Address compliance and ability to meet technical features as listed in para 8.2 of the PWS
(b) Technical Factor/Subfactor – Address compliance and ability to meet hardware features as listed in para 8.3 of the PWS.
• Factor assays are not included in the test menu listed on page 27-28, 6.1.2. Please clarify if factors are included in this solicitation. If so, please list the factors, sites, and patient volumes.
o This has been removed.
• Can you please provide diagrams with measurements of each site location highlighting the footprint that must be conformed with?
o The CO and the Technical POCs considered this request extensively. It is our belief vendors can provide offers without diagrams of each location. Additionally, as the 10-page limitation for the technical submission has been removed, it’s incumbent on the vendors to provide enough information on their offers for an adequate technical evaluation to be conducted.
