Amendment 0001 to Solicitation 36C24427Q0022
This is Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 4 on October 26, 2026. The amendment extends the solicitation deadline from November 10, 2026 at 3:00 PM EST to November 18, 2026 at 3:00 PM EST. It also deconflicts contract type information, corrects addition errors in five-year CLIN amounts, deletes language in the Performance Work Statement that restricts competition (specifically removing a mechanical clot detection requirement), and establishes a new question cutoff date of November 10, 2026 at 3:00 PM EST. The contracting officer acknowledges that not all vendor questions are answered in this amendment and commits to issuing a follow-on amendment with additional Q&A responses. The underlying solicitation is for a five-year IDIQ contract vehicle with unilateral purchase orders to be authorized and funded annually.
The Q&A section addresses vendor inquiries regarding coagulation laboratory testing equipment and services across nine Veterans Affairs Medical Center locations in Pennsylvania. Key clarifications include confirmation that test volumes provided in Section B.2 represent five-year period estimates rather than annual amounts; workstation requirements are based on throughput and vendor instrument capability rather than fixed quantities; zero-quantity SLINs do not require pricing; all laboratories currently use VISTA LIS with no EHR transitions planned; the Beckman DXA automation line requirement applies at Philadelphia VAMC; backup analyzers must match the primary instrument model where required; optical clot detection is acceptable as an alternative to mechanical detection; INR and ISI tests are reported with PT at no separate charge; and vendor support is required for onsite lot rollover assistance with calculations. No site visits, industry days, or vendor presentations will be permitted.

The purpose of this Amendment is to:
1. Extend the solicitation time and date to 3:00pm EST on November 18th, 2026.
2. Edit the solicitation by deconflicting type of contract information, editing the CLIN amounts to correct addition error for five-year clin amounts, and to delete language in PWS that restricts competition.
3. Provide answers to questions asked in Q&A format.
4. The new cutoff for all questions is 3:00pm EST on November 10th.
The CO acknowledges this amendment does not answer all questions and will issue a follow-on amendment to answer additional questions. In the interest of getting information out, the Q&A section will be released in subsequent amendments, as questions are presented and answers are available. Every effort will be made to answer questions in a timely manner.

Questions and Answers
• Due Date: Can you please extend the due date?
• Due date is extended to 1500 on November 18th.
• Site Visits: Will you please provide a schedule to allow vendors to visit each site location to observe current workspaces and configurations and take measurements.
• No site visits will be allowed. The VISN POC will provide Philadelphia’s layout.
We are working on getting other site layouts, but it’s our understanding that the Philadelphia VAMC has the most limited space constraints.
• Vendors requests for Presentations or Industry Day: Vendors have requested either site visits or an Industry Day opportunity.
• No presentations or Industry Day. The technical POC’s have expressed their knowledge of available methods.
• Workstations: Can you please provide the current number of workstations for each location to include item descriptions and model numbers??
• The number of workstations is based on the volume (throughput) at each location and the capability of the vendor instruments. Vendors should provide equipment adequate to meet the requested volume.
• Currently:
Coatesville 1 Primary Butler 1 Primary Wilkes Barre 2 Primary/Alternate Altoona 1 Primary Erie 2 Primary/Alternate Philadelphia 2 Primary/Alternate Pittsburgh 2 Primary/Alternate Lebanon 2 Primary/Alternate Wilmington 2 Primary/Alternate
• Beckman Coulter DXA Automation Line: Are the government’s expectations that any location other than Philadelphia VAMC be able to connect to an existing automation line, and if so, what lines?
• Yes, the line is listed in the requirement Beckman’s DXA line.
• Preference for mechanical clot detection: Can you please remove this requirement as it is unduly restrictive and does not allow for a fair and open market?
• Yes. The CO intended to remove this requirement and missed it in the final pass.
• Volumes: Are the SLIN quantities annual estimates or totals for the full five-year period?
• Estimates for the full five-year period.
• Volumes: Test volumes provided in February differ vastly from those included in this solicitation. Please confirm test quantities provided in section B.2 to ensure volumes are current and accurate.
• They are accurate.
• Contract type: Section B describes a five-year IDIQ, PWS 4.1 describes a BPA, and E.1 says one purchase order will be issued. Which vehicle applies?
• A five-year IDIQ is the contract vehicle. Unilateral purchase orders will be authorized and funded annually from the IDIQ.
• Back-up analyzers: PWS 6.1.1 refers to a back-up analyzer "definition below," but none is provided. Which sites require a back-up, and must it be the same model as the primary?
• For sites that require a back-up they must be the same instrument.
• Zero-quantity SLINs: Should offerors price SLINs with 0.00 quantity (e.g., Fibrinogen at
Altoona, D-Dimer at Erie and Lebanon), and are they included in the Total Evaluated Price?
• There is no need to price 0.00 quantity SLINS. They were included in the CLIN structure in the event the site would later want to modify the contract to include the items. If the facility has a future need, the contracting officer and the vendor would need to bilaterally modify the contract to include the items. These SLINS have not been historically used.
• INR and ISI: These are listed as tests (6.1.2.3–6.1.2.4) but have no SLIN. Please confirm they are reported with PT at no separate charge.
• Confirmed
• Wilmington volumes: APTT (16,500) is about six times PT (2,750). Please confirm these figures.
• There was a zero missing the Wilmington five-year estimated volume for PT is
27,500.
• Data management: PWS 8.3.15.1 and 8.3.15.4 reference organisms, antimicrobial profiles, and antibiograms. Please confirm these microbiology items do not apply.
• They do not apply
• Technical volume: Part III is labeled "optional," yet Factor 3 (Technical Capability) is evaluated. Is Part III required for Factor 3 credit? Does the 20-page limit include Part II past performance?
• Interface: PWS 11.4.5 states interface information "is supplied," but none is attached.
Please identify each site's current LIS, existing universal interface hardware, and any planned EHR transition during the period of performance.
• All Laboratories are using VISTA. Noe EHR transitions are planned at this time.
• Uptime: For the 90% monthly uptime standard (11.13.6–11.13.7), how are "normal working hours" defined at 24/7 laboratories?
• It is defined as the normal working hours of the instrument. These instruments will perform testing for all open hours of each laboratory.
• Test Utilization: Which labs if any utilize aPTT or Anti-Xa for heparin monitoring?
• Pittsburgh
• Workflow: Are any tests batched for testing? If yes, which tests, which locations, and how often are these batches ran?
• Tests are not batched.
• Quality Control: What frequency and how many levels are labs running QC for each assay?
• PT, APTT and Fib are run every 8 hours.
• Lot Rollover Assistance: What level of vendor support is required during annual lot rollover?
• Onsite vendor performed, Remote support, Calculations only, or none? Vendor onsite support and support with calculations
• Clot detection (8.3.3): Would the Government consider replacing "mechanical clot detection is preferred" with "FDA-cleared clot detection (mechanical or optical) with demonstrated accuracy on lipemic and hemolyzed samples"?
• Yes. Optical detection is the most widely used method in coagulation testing, and outcome-based language keeps the focus on result quality rather than one technology.
• Automation connection (8.3.2): Would the Government accept, at Philadelphia, an offeror-provided hemostasis automation module that meets and/or exceeds the same turnaround and labor targets?
• The instrument must be able to attach to the Beckman DXA line in the footprint available. This re-focuses on patient outcome while removing a single-vendor dependency.
• Is it possible to share current Turn-Around-Time statistics and result metrics used to measure the benefit of currently required single-vendor provided module?
• No. the requirement for the instrumentation to attach to the DXA line in Philadelphia is not isolated to just coagulation testing but encompasses the needs of the entire core laboratories function with available manpower.
• Autoverification (8.1.7): Would the Government revise to "compatible with the existing autoverification middleware, or offeror-provided rules-based functionality with LIS autoverification capability"? This keeps the outcome while removing a single-vendor dependency.
• No, this testing represents a much smaller fraction of the overall testing in the laboratory. Changing the autoverification software for this testing volume or having to maintain two different systems is not feasible and nor efficient.
