About this file
This is a Justification for Single Source Award from the Department of Veterans Affairs, VISN 4, Network Contracting Office 4, Commodities 1.
The Butler VA New Castle Road facilities in Butler, Pennsylvania require replacement of a Burlodge Model Number BHFS-M-4 hot food server steamtable, with an estimated procurement value of $18,313.48. The steamtable is essential for plating and holding veteran and staff meals while maintaining safe food handling temperatures in accordance with Hazard Analysis Critical Control Point (HACCP) standards. The justification for sole source procurement is based on two critical factors: strict physical space constraints where the tray-line installation area is bounded by two large structural pillars, leaving no ability to accommodate equipment larger than the existing Burlodge unit, and electrical compatibility requirements, as the current electrical system was installed specifically for Burlodge components and operates at 208 Volt/60 Hertz/3 Phase with a NEMA L15-20 end cap configuration. The facility's dietary service area was originally designed and constructed around an integrated Burlodge tray-line system, and replacing the steamtable with the same brand ensures seamless compatibility with existing equipment and infrastructure. Market research confirmed that Burlodge works through four authorized distributors, with one distributor having already provided a quote and one vendor verified as a Service-Disabled Veteran-Owned Small Business (SDVOSB). The Contracting Officer certified approval in accordance with FAR 6.103-1 on February 1, 2022.

Justification for Single Source Awards IAW https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-6#FAR_6_103_1
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: VA-27-00014813 2237: 529-27-1-094-0002
1. Contracting Activity: Department of Veterans Affairs, VISN 4, Network Contracting Office 4, Commodities 1
Brief Description of Supplies/Services required and the intended use/Estimated Amount: The Butler
VA New Castle Road (NCR) facilities, 325 New Castle Road Butler, PA 16001-2480, has a new Brand
Name Only, Burlodge Model Number BHFS‐M‐4, requirement for a replacement of their custom built
Burlodge Hot Food Server Steamtable. The Burlodge Steamtable is essential to plating and holding of veteran and staff meals in accordance with the regulated requirements for safe food handling and delivering. The Burlodge Steamtable supports food safety by ensuring products remain in the safe temperature zone during meal plating, supporting the Hazard Analysis Critical Control Point (HACCP) standards for food preparation. The estimated value of this procurement action is $18,313.48
2. Rationale for Sole Source Requirement
The requirement for Burlodge is based on the following essential factors:
a. Strict Physical Space Constraints (Critical Installation Limitation) The tray‑line area where the hot food server must be installed is bounded by two large structural pillars, leaving no ability to widen, rearrange, or reconfigure the space. The existing Burlodge unit fits within this narrow footprint. Any steam table or hot food server that is even slightly larger would not physically fit between the pillars.
The facility’s dietary service area was originally designed and constructed around a Burlodge tray‑line system, including the hot food server/steam table components. The physical layout, utility connections, electrical configuration, and workflow processes were engineered to accommodate Burlodge‑specific dimensions and operating requirements. Because the current steam table is part of a larger, integrated Burlodge system, replacing it with the same brand is essential to ensure seamless compatibility with existing equipment and infrastructure.
b. Electrical Compatibility (Critical Infrastructure Match) The electrical system was installed for Burlodge components. Specifically, the current Burlodge Steamtable operates on 208 Volt/60 Hertz/3 Phase with a NEMA L15-20 end cap, with load characteristics matching the HCC facility’s existing dedicated circuits. Installing a non‑Burlodge unit would likely require re‑wiring, panel modifications, or downtime in active food service areas.

3. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by contacting Burlodge, who confirmed they work through four authorized distributors. One of these distributors had already provided a quote. Among the four, only one vendor is currently verified by the Small Business Administration as a Service‑Disabled Veteran‑Owned Small Business (SDVOSB).
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR 6.103-1. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
