About this file

This document is a Request for Information (RFI) related to a Veterans Affairs (VA) project to replace chillers in Buildings 1, 2, and 104 at the Lebanon VA Medical Center. The RFI raises three key questions: (1) seeking confirmation about a potential Job Specific Exhibit A, (2) querying whether a reference to steam traps in evaluation factors is a typo, and (3) confirming that methodology should be used for chiller replacement. The associated federal contract opportunity indicates this is a Design-Build project with a Firm-Fixed-Price contract, anticipated to be awarded on a Best Value basis. The project requires a prime contractor to partner with an Architect Engineering firm to complete design and construction services, with all work needing to comply with VA design guides, policies, and standards. The solicitation has been amended to extend the due date from December 17th, 2025 to January 5th, 2026, and to provide a sign-in sheet and RFI responses.

Replace Chillers Bldg 1, 2 and 104

1. If you could please let us know if you have a Job Specific Exhibit A you would like us to use?

Please see attached.

2. In the evaluation factors 2.6.3.1 it references steam traps, is that a typo since this is a chiller project. I don’t see any reference to steam trap modifications in the SOW.

It is a typo, methodology shall be used for replace chillers.
