ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS
AND COMMERCIAL SERVICES
Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:
INSTRUCTIONS TO OFFERORS:
A quote must stipulate that it is predicated upon all the terms and conditions of this RFQ and signed by an official authorized to bind the organization. It must indicate that it is firm for a period of at least 90 days from the closing date of this RFQ.
This RFQ does not commit the Government to pay any costs associated with the preparation and submission of a quote. An accepted quote shall become a part of the resulting order.
Any additional clauses required by public law, executive order, or acquisition regulations in effect at the time of execution of the proposed contract will be included.
QUESTIONS
Questions relating to this RFQ shall be submitted only via email to Nicholas Guzenski at nicholas.guzenski@va.gov on or before 12:00pm EST on 9/25/2026. Responses will be published in a solicitation amendment that may or may not extend the offer due date. Any questions submitted in any medium other than email will be ignored.
OFFER DUE DATE
The quote must be submitted via email to Nicholas Guzenski at nicholas.guzenski@va.gov on or before the 10:00am EDT on 10/6/2026. Quotes received after the due date and time may not be considered. The offeror shall enter the offered prices for the individual CLIN and attach a separate
.pdf file with the technical specifications of the offered item.
TECHNICAL CONTENT
Responses of the quote’s technical content must be provided as a single document (not to exceed
20 pages). The written plan shall conform to the standards of 12-point font and keep branding and images to a minimum. Graphs, tables, etc. are acceptable and do count against page limits. Signed
RFQ, corresponding acknowledgements and completed CLIN does not count against page limits/attachments.
Quotes shall clearly and completely address the technical elements listed in the PWS. Responses to these elements will form the basis of determining the technical acceptability of the quote. A quote may be considered not technically acceptable if inadequate or insufficient information is submitted, which may exclude the quote from further consideration.
mailto:nicholas.guzenski@va.gov mailto:nicholas.guzenski@va.gov
PAST PERFORMANCE
Three (3) examples of past performance of similarly scoped work shall be provided in vendor response. The past performance of government examples should include contract numbers, government point of contact information, agency information, overview of services and approximate value. Non-government examples should provide the overview of services, approximate value, period of performance and point of contact information.
PRICE CONTENT
Government may make award based on the initial quotes received; therefore, an offeror should submit its best pricing with its quote. Pricing submitted in offeror quote shall be listed as shown in the schedule. Offerors are hereby advised that any offeror-imposed terms and conditions that deviate from the Government’s material terms and conditions established by the solicitation may render the quote unacceptable and, therefore, ineligible for award.
Completed Certificate of Compliance for Services and Construction at 852.219-75 shall be submitted.
Failure to complete, sign and submit this certification will automatically result in a non-compliant determination and no further consideration for award. Contractors are advised ALL fill-ins need to be completed.
