About this file

This document is Amendment 0001 to a Request for Quote (RFQ) for preventative maintenance, inspection, and repair services for HVAC equipment at the Erie VA Medical Center, issued by the Department of Veterans Affairs, Network Contracting Office 4.

The amendment extends the quote submission deadline to 10:00 AM EDT on Thursday, September 24, 2026, and announces a mandatory formal site visit scheduled for Monday, September 21, 2026 at 10:00 AM EST at Erie VA Medical Center, 135 East 38th Street, Erie, PA 16504. All contractors attending must check in with VA Police in Building 1 using the 1st floor Urgent Care/Police Entrance with valid photo identification. Technical questions must be submitted in writing via email to Christina Gennaoui (christina.gennaoui@va.gov) by 10:00 AM EST on Tuesday, September 22, 2026, with responses posted as amendments.

The amendment modifies evaluation criteria by removing "Minimum Qualifications" as an evaluation factor. Award will be made to the responsible quoter with the lowest pricing who meets all submission requirements. Quoters must register in the System for Award Management (SAM) and Veteran Small Business Certification (VetCert) at submission and award. Quotes must be submitted via email only to Christina Gennaoui. The contract will be structured as a firm-fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) award covering preventative maintenance, inspection, equipment evaluation, diagnostics, replacements, and repair services for Mitsubishi, Greenheck, and LG brand HVAC equipment.

Key clarifications provided through Questions and Answers address that consumable components (belts, filters, humidifier media, bearings, sensors) are included under CLIN 0001 preventative maintenance; all service calls and diagnostics are included in CLIN 0001 regardless of technician quantity or hours required; and emergency responses need only include onsite diagnosis within four hours, with excluded repair work commencing only after Contracting Officer approval and task order issuance.

A.2 QUESTIONS & ANSWERS SUBMITTED IN RESPONSE TO THE RFQ

ERIE VA MEDICAL CENTER

PREVENTATIVE MAINTENANCE, INSPECTION, AND REPAIR SERVICES FOR

MITSUBISHI, GREENHECK, AND LG HVAC EQUIPMENT

Solicitation: 36C24426Q0952 Questions & Answers

Question #1:

Could you please advise whether these services were previously awarded and, if so, provide the prior awarded amount or contract value?

If readily available, the previous award number, incumbent contractor, and period of performance would also be helpful. I understand that certain information may not be releasable, and I would appreciate any publicly available acquisition history you can share.

Government Response:

Federal government procurement data is available on SAM.gov via the contract award search function. Results are available to anyone with a SAM.gov account, including contractors, agencies, and the public.

Question #2:

CLIN 0001 / CLIN 0002 – Diagnostic Labor and Travel For a routine or emergency service call where the Contractor responds under CLIN 0001 and diagnoses a failure that is subsequently determined to be an Excluded Repair Service under Section 6.2, may the labor and travel incurred to diagnose the excluded failure be included in the subsequent firm-fixed-price CLIN 0002 repair quote, or are the initial response, travel, and diagnostic labor considered included under CLIN 0001?

Government Response:

No, the labor and travel incurred to diagnose a failure that is later determined to be an Excluded Repair Service (CLIN 0002) cannot be included in the subsequent firm-fixed-price CLIN 0002 repair quote.

Without exception, all service calls (routine and emergency), all equipment evaluations, and all diagnostics of malfunctions or failures for the equipment listed in Section 4.0 of the Statement of Work are included in CLIN 0001.

Question #3:

Technician Qualifications – Manufacturer Authorization Section E.2(B)(2)(b) requires written confirmation that employees/technicians performing the services will be “trained, qualified, and authorized” to perform services on Mitsubishi, Greenheck, and LG HVAC equipment.

We are a signatory contractor with Steamfitters Local and utilize journeyman-level HVAC service technicians. Please clarify whether “authorized” requires current manufacturer/dealer authorization or manufacturer-issued certification for each of the three listed manufacturers, or whether EPA certification, journeyman-level HVAC credentials, manufacturer-specific experience/training, and demonstrated competency satisfy this requirement.

Government Response:

Government Response Part 1 of 3 – Summary of Changes

(End of Provision)

Government Response Part 3 of 3 - Clarification

Quoters must be able to perform the services outlined in the Statement of Work, which include preventative maintenance, inspection, equipment evaluation and diagnostics, replacements, and repair services for Mitsubishi, Greenheck, and LG brand HVAC equipment. Quoters should be aware that the performance of these services may require specialized software and tooling that may be proprietary to the manufacturers of the equipment.

Question #4:

Quarterly Preventive Maintenance – 128 Annual Hours Section 7.2.1 states that the Contractor will supply an estimated 128 maintenance service hours per year, described as four 8-hour days per quarter. Please clarify whether this represents 32 total labor-hours of preventive maintenance per quarter, or whether the VA requires a technician to be onsite for four separate 8-hour days each quarter regardless of staffing levels.

For example, if two qualified technicians complete the required quarterly preventive maintenance scope in fewer calendar days while providing the equivalent required labor hours, would this satisfy the quarterly preventive maintenance requirement?

Government Response:

Under CLIN 0001, the Contractor shall be required to perform all inspections, all preventative maintenance, all repairs, all replacements and all routine and emergency service calls specified in the Statement of Work (with the exception of the exclusions listed in Section 6 of the Statement of Work), regardless of the number of technicians or the number of hours/days it requires to complete the services. Refer to Section 3.0 of the Statement of Work for additional details.

The estimated quantity of maintenance service hours for the quarterly preventative maintenance services is provided for informational purposes only. All scheduling must be coordinated with the VA Technical Point of Contact after award.

(CONTINUED ON NEXT PAGE)

Question #5:

Filters, Belts, and Other Consumable Components Section 6.2.5 identifies belts, filters, humidifier media, bearings, and sensors as Excluded Repair Services under CLIN 0002. However, the preventive maintenance requirements also include cleaning or replacement of filters.

Please clarify whether replacement filters, belts, and other consumable components listed in Section 6.2.5 are to be furnished under CLIN 0001 as part of the fixed quarterly maintenance price, or separately quoted and authorized under CLIN 0002 when replacement is required.

For example, if during a scheduled quarterly preventive maintenance visit the Contractor inspects an air filter and determines that it requires replacement, is the Contractor expected to furnish and replace the new filter as part of CLIN 0001, or is the replacement filter and associated replacement work considered an Excluded Repair Service to be quoted under

CLIN 0002?

Government Response:

The following paragraph is hereby REMOVED from the Statement of Work:

“6.2.5. Wear-and-tear (consumable) components: belts, filters, humidifier media, bearings, sensors.”

The subsequent paragraphs (current paragraphs 6.2.6. through 6.3) shall be renumbered.

The consumable components formerly listed in Section 6.2.5. of the Statement of Work shall no longer be considered excluded and are therefore covered by and included in CLIN 0001.

Question #6:

Emergency Response – Excluded Repairs For an emergency service call involving a component specifically excluded under Section 6.2, please confirm whether the Contractor's four-hour requirement is satisfied by responding onsite, diagnosing the failure, and providing the required repair estimate, with the actual excluded repair commencing only after Contracting Officer approval and issuance of the applicable task order.

For example, if the Contractor responds to an emergency no-cooling call within four hours and determines that the failure is caused by a defective control board, which is identified as an Excluded Repair Service under Section 6.2.2, would the Contractor satisfy the emergency response requirement by diagnosing the failure and submitting the required repair quote, with replacement of the control board occurring only after authorization is received?

Government Response:

Yes, the Contractor would meet the four-hour requirement specified in Section 7.3.3.3 of the Statement of Work by providing an onsite response to diagnose the failure within four hours of the emergency call for service. No repairs involving a component specifically excluded by Section 6.2. of the Statement of Work shall begin without Contracting Officer (CO) approval and issuance of a separate task order.

Question #7:

Would it be possible to arrange a site inspection for our local vendor?

Government Response:

Refer to Section A.1 of this amendment, “Site Visit Details and Instructions for Participation.”

Question #8:

Our team is interested in submitting a proposal and would like to request a site visit to better understand the equipment, facility conditions, and scope requirements.

Please let us know the process for scheduling a site visit and any available dates and times.

Question #9:

We are interested in providing a proposal for the project and wanted to inquire whether a site visit can be scheduled to view the equipment?
