Amendment 0001 to Solicitation 36C24426Q0820 – Five (5) Year IDIQ for Bulk Rock Salt and Bagged Ice Melt

This is an amendment to a federal solicitation issued by the Department of Veterans Affairs, Network Contracting Office 4, for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply bulk road salt and bagged ice melt to the Erie VA Medical Center in Erie, Pennsylvania. The amendment modifies the delivery timeframe requirement from 24 hours to 48 hours following Program Manager notification by phone or email, responding to contractor concerns regarding freight lead times and regional demand spikes during winter weather events. The period of performance consists of a base year (October 1, 2026 – September 30, 2027) and four optional years extending through September 30, 2031.

The Statement of Need specifies the delivery of 200 tons of bulk road salt and 24 pallets of bagged ice melt annually. Bulk road salt must be in pellet form (1/4" to 5/8" diameter), with 98% minimum Sodium Chloride composition and Yellow Prussiate of Soda anticaking treatment, delivered in minimum 5-ton and maximum 25-ton increments. Bagged ice melt must be Calcium Chloride with Calcium Magnesium Acetate corrosion inhibitor, capable of melting ice to -25°F, delivered on pallets in 4–8 pallet increments (200–400 fifty-pound bags per delivery). Deliveries occur Monday–Friday, 7 AM–4 PM, at the Erie VAMC Salt Building (135 E. 38th Street, Erie, PA 16504). The contract is structured as firm fixed price with provisions allowing price adjustment requests after 24 months if extraordinary market conditions are documented, subject to Government approval through bilateral modification. Rejected deliveries must be replaced within 24 hours for bulk salt and 48 hours for bagged ice melt at no additional cost to the Government.

Amendment 0001 to Solicitation 36C24426Q0820 - Five (5) Year IDIQ for Bulk Rock Salt and Bagged Ice Melt for the Erie VA Medical Center

Question and Answer:

Question 1: Section B.2, 3B.c states the contractor must be prepared to deliver bulk road salt within 24 hours of Program Manager notification. Given normal freight lead times and the potential for regional demand spikes on rock salt during active winter weather events, a 24-hour turnaround may be difficult to consistently guarantee, particularly for multi-day or widespread events affecting supply and trucking availability across the region.

Could you clarify:

Whether there is any flexibility in this timeframe (e.g., 48 hours), or How "notification" is defined/measured for purposes of the 24-hour clock, and whether any allowance is made during declared regional emergencies or widespread winter events.

Answer 1: We have revised the delivery requirement to 48 hours from Program Manager notification. Notification begins when the Program Manager requests delivery by phone or email.

No specific exception for regional weather events. A 48-hour delivery requirement provides reasonable flexibility while still meeting Erie’s operational needs.

Updated Statement of Need:

Statement of Need Erie VAMC Bulk Road Salt and Bagged Ice Melt

1. GENERAL: The contractor shall provide and deliver bulk road salt and bagged ice melt to the Erie, PA VA Medical Center (VAMC). Specifically, the deliveries will be delivered to our Salt Building or other on-site location when notified via email or phone.

The purpose is to melt snow and ice from asphalt and concrete lots and drives. The period of performance for this contract shall consist of a base year starting October, 2026 and four (4) ordering years to be utilized by the government at their convenience.

2. BACKGROUND:

Storage Capacity: The Erie VAMC has limited storage capacity for bulk road salt and ice melt. The maximum capacities are 40 ton of road salt and 16 pallets of bagged ice melt. In a severe lake effect event, these quantities could deplete in a single storm.

Usage: The Erie VAMC has an asphalt footprint of slightly over 12 acres. Salt usage is 1 ton per acre, given application three times daily (once each shift). In a 24-hour snowfall event, this equates to a usage of 36 tons of road salt. An additional 6 pallets of bagged ice melt would be used on sidewalks. The occurrence of a multi-day event would require that Erie VAMC be resupplied with both products within 48 hours.

3. SPECIFIC TASKS:

A. There will be no minimum seasonal quantity.

B. Replenishment orders are not expected to be placed by Erie VAMC after September 30th of each contract year.

C. Erie VAMC personnel shall be responsible for moving the product from the communicated drop location to the onsite storage location.

D. All cutsheets and Safety Data Sheets (SDSs) must be submitted to Project Manager for evaluation with bid submittal. Substitute chemical compositions may be submitted to Project Manager for evaluation of suitability for this contract.

E. Roads or other foreign material shall be absent from the delivered product.

Presence of material other than road salt shall be cause for delivery rejection.

F. Product shall be compatible with dispersion using hand, drop and broadcast spreading, without the need for personal protection equipment.

G. Product shall be colored to visually ensure proper dispersion of the solid product, but the product shall not be permanently staining to pavement.

H. The bidder must bid on both products, but the bid for each product shall be separated. The bidder shall communicate which product the bid will cover.

I. All deliveries of bulk salt shall be invoiced in whole-ton increments only. The total delivery quantity shall be rounded to the nearest whole number (e.g.,

9.86 tons shall be invoiced as 10 tons; 9.43 tons shall be invoiced as 9 tons).

No decimals shall appear on invoices submitted for payment.

3A. Product Supply:

The contractor shall provide and deliver the following two products:

Description Qty

Bulk Road Salt (per whole ton) 200 Tons

Ice Melt (per pallet) 24 Pallets

3B. BULK ROAD SALT
