About this file
This document is Amendment 0001 to RFQ 36C24426Q0714, issued by the Department of Veterans Affairs Network Contracting Office 4 on June 18, 2026, containing contractor questions and answers for all bidders. The amendment is not extended, meaning the original receipt date remains in effect. All other terms and conditions of the solicitation remain unchanged.
The RFQ covers interior directional signage removal and installation for the Corporal Michael J. Crescenz Veterans Affairs Medical Center in Philadelphia. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), meaning only SDVOSB-certified firms are eligible for award regardless of price or responsiveness. The project involves removing approximately 650 existing signs, notices, posters, and display cases, then installing new signage across multiple floors phased over an expected 9-month timeline. The contractor must develop a complete sign schedule using SignAgent software, which the contractor will own upon project completion. Key specifications include various sign types (wall-mounted, suspended overhead, flag-mounted, floor decals, and graphics) with specific material requirements such as 0.31" backer thickness for certain sign types, 1 3/8" depth for suspended assemblies, 3/8" depth for wall-mounted overhead signs, and 0.5" thickness for flag-mounted signs. Sign mounting includes standard stud mounts, ceiling strut affixation (no grid clips), and variable heights up to 10 feet. The Government will provide final message schedules and color specifications after award, while the contractor is responsible for site surveys, production drawings, final dimensions, and graphic coordination. The project is not bonded, and no temporary signage is required if replacement signage is installed immediately. The Government will handle wall patching and finishing after sign removal, and no hazardous materials or asbestos concerns are identified.

Amendment 0001: Question and Answer for: RFQ 36C24426Q0714
Interior Directional Signage, Removal and Installation for the Corporal Michael J.
Crescenz Veterans Affairs Medical Center (Philadelphia VAMC)
Question 1: Seeing that this bid is SDVOSB for 100 percent set aside, we dont meet that spec but are a small business, does this 100 percent set aside mean that the federal government would not award this contract to us even if we were lowest and most responsive in all other categories?
Answer 1: This solicitation is a 100% set‑aside for Service‑Disabled Veteran‑Owned Small
Businesses (SDVOSBs). Because of that, only SDVOSB‑certified firms are eligible for award. A non‑SDVOSB small business cannot be awarded this contract, even if it submits the lowest‑priced and most responsive offer.
Question 2: Is the 43” kiosk display existing/Government-furnished, or contractor-provided
Answer 2: The Kiosks are not currently present but will be contractor-provided in the future on a new contract.
Question 3: The drawings note the kiosk by others, and the price schedule appears to include kiosk wallcovering only. Please confirm whether any display/monitor is required to be furnished by the contractor.
Answer 3: No display/monitor is required for this contract.

Question 24: For planning purposes, could the Government provide an approximate breakdown of the estimated 650 existing signs and associated items to be removed by sign type or floor, if available?
Answer 24: All existing signage will be removed and any additional signs, notices, posters, or display cases that is requested. This survey needs to be done by the contractor but the Interior
Designer will walk each floor with the contractor to mark removals.
Question 25: Is the project bonded?
Answer 25: No
Question 26: What is the magnitude of construction?
Answer 26: The removal of existing signs, posters, artwork, display cases and the installation of the new signage and film listed in the contract.
Question 27: Please provide a complete sign schedule identifying every sign type, quantity, installation location, and message associated with this project.
Answer 27: This is required by the Contractor as specified in the Statement of Work. The
SignAgent program is requested for management.
Question 28: The Statement of Need references removal of 'up to 650' existing signs. How many signs are anticipated for pricing purposes by each sign type?
Answer 28: Unknown. The majority are existing directional signs and overheads signs.
Question 29: The drawings are marked 'NOT PRODUCTION READY.' Are the attached drawings intended for bidding only, or will final production drawings be issued before fabrication?
Answer 29: The attached drawings are intended for bidding but are the required signage specifications. Final production drawings will be required by the contractor prior to fabrication to coordinate colors and message schedules.
Question 30: The drawings state that the sign copy is for sample purposes only. Please provide the complete approved sign message schedule or advise when it will be provided.
Answer 30: This will be provided to the contractor after award.

Answer 31: The example color key is referenced on Page 14 of the drawings. The final pantones have not been selected and will need to be confirmed with the contractor.
Question 32: Please provide quantities, dimensions, and locations for all wall graphics, wallpaper, floor maps, and other graphic elements.
Answer 32: The quantities per sign type are listed in the statement of work. Locations, final dimensions, and graphics will be confirmed during the contractors site visit.
Question 33: Please provide dimensions or square footage for each wall graphic and floor map requiring fabrication.
Answer 33: Dimensions of each graphic are listed on the drawings. Floor maps are outlined on page 2 of the drawings.
Question 34: Please clarify whether the contractor is responsible for developing the SignAgent database from the beginning or whether an existing SignAgent project will be provided.
Answer 34: The contractor is responsible for developing the SignAgent database from the beginning.
Question 35: Who will own the SignAgent database at project completion, and will the
Government provide existing SignAgent files and licenses?
Answer 35: The contractor will own the database. The government does not purchase the
SignAgent license so it will need to be provided by the contractor.
Question 36: Please clarify responsibility for revisions to the message schedule after
Government review and approval.
Answer 36: The VA will take responsibility after fabrication has occurred. With the amount of signage and constant changing of departments or spaces, we would expect the contractor is allowing for updates until fabrication occurs per floor level.
Question 37: Please identify the quantities of overhead signs by mounting type (ceiling mounted, cable suspended, wall mounted, flag mounted, freestanding, etc.).
Answer 37: This is listed in the statement of work and IGCE.
Question 38: Please clarify whether temporary wayfinding signs are required for every removed sign location and provide the required material, size, and performance requirements.
Answer 38: Temporary signage will only be required if the replacement signage is not immediately installed. The temporary signage should be laminated and similar in size to the permanent signage.
Question 39: Please clarify whether the contractor is responsible for patching, painting, repairing drywall, or repairing wall finishes after existing signs are removed.
Answer 39: No. This will be done by the VA.
Question 40: Please clarify whether existing display cases, artwork, and posters identified for removal are included in the contract price and provide estimated quantities.
Answer 40: Yes, these removals are included in the contract price. Quantities are unknown and will be identified in each floor walkthrough.
Question 41: Please identify any hazardous materials, asbestos concerns, or infection-control requirements associated with removal of existing signs.
Answer 41: NA
Question 42: Please clarify whether all required ASTM test reports must be submitted for interior signage products or only for products where those tests are applicable.
Answer 42: Only the applicable products, such as amplify wall covering
Question 43: Please confirm that equivalent manufacturers meeting the salient characteristics will be considered equal to the referenced brand-name products.
Answer 43: Yes, salient characteristics must be met and the requested sample signs must be received for review.
Question 44: Please confirm whether proprietary fonts identified in the drawings will be supplied by the Government or whether equivalent fonts are acceptable.
Answer 44: There are no proprietary fonts – all must be purchased online and owned by manufacturer
Question 45: Since no pre-bid site visit is scheduled, will the Government provide additional photographs, existing sign inventories, or existing floor plans to assist offerors in preparing accurate pricing?
Answer 45: I can provide existing floor plans and welcome any pre-bid site visits.
Question 46: Please confirm whether there are any work-hour restrictions beyond those stated in the solicitation or any areas requiring after-hours installation.
Answer 46: No restrictions. No areas require after-hours installation.
