About this file

This is a Standard Form 30 amendment to solicitation 36C24426Q0458 issued by the Department of Veterans Affairs Network Contracting Office in Pittsburgh, Pennsylvania. The amendment provides answers to seven vendor questions submitted in response to the surgical scrub dispensing solicitation for Lebanon Veterans Affairs Medical Center. The Government clarified that acceptable scrub colors are specified in the Statement of Work (SOW), maximum dispenser dimensions are defined in the SOW, the estimated period of performance is detailed in the SOW, and no extension beyond the original deadline will be granted. Vendors were informed that proposals must comply with the full service agreement requirements outlined in the SOW, which includes machinery, laundry, and uniform rental services as an integrated solution.

The amendment confirms that pricing for annual scrub rental and dispensing service line items should be based on the estimated annual amounts provided in the SOW, with a minimum of 300,000 scrubs annually and a maximum of 950,000 scrubs annually, with actual pricing structured according to actual usage. The Government has closed the question period and will not accept further questions. The solicitation response deadline remains 10:00 AM Eastern Daylight Time on Friday, April 17, 2026. All other terms and conditions of the original solicitation remain unchanged.

I. The purpose of this solicitation amendment is to answer vendor questions for solicitation 36C24426Q0458.

II. Vendors submitted 7 questions. The Government has included those questions verbatim and provided answers below:

Question 1: I wanted to know if you will consider 6 variations of colors for the scrubs; not color specific?

Answer 1: Acceptable scrub colors are shown in the SOW.

Question 2: Do the measurements for the scrub dispenser and receivers have to be the exact measurements? If they are a little smaller, but we can make sure you will have what is needed, is that ok?

Answer 2: Maximum dispenser size is listed in the SOW.

Question 3: When are you looking to start this service to take place?

Answer 3: Estimated period of performance is shown in the SOW.

Question 4: Are you able to extend until April 22, 2026, at 3pm local time?

Answer 4: No, there will be no extension.

Question 5: Are you able to confirm if the proposal can be submitted only for the machinery or if it must include the full solution with laundry and uniform rental?

Answer 5: Quotes must be compliant with the SOW which is a full service agreement.

Question 6: My RFP for the scrub dispenser requirement at Lebanon VAMC and wanted to clarify the number of scrubs needed for the quote.

Answer 6: Estimated minimum (300,000) and maximum (950,000) annual amounts are provided in the SOW.

Question 7: For the annual scrub rental and dispensing service CLINs, should the unit pricing be based on a estimated quantity of 950,000 scrubs per year rather than the 300K minimum? I understand pricing would be structured based on actual usage, so I just wanted to clarify whether the maximum estimated volume of 950K scrubs should be used for the CLINs.

Answer 7: Pricing will be based on the estimated annual amounts provided in the SOW. Estimated minimum (300,000) and maximum (950,000) annual amounts are provided in the SOW.

III. The Government has answered all timely vendor questions, and the question period has closed. The Government will not accept further questions relating to this solicitation. The solicitation response time remains 10:00 AM, EDT, Friday, April 17, 2026.
