About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) issued by the Department of Veterans Affairs for a dental equipment procurement. The Altoona VA Medical Center Surgical Services Department requires five A-DEC 511 Dental Chairs, five A-DEC 532 Traditional Delivery Systems, five A-DEC 577L LED Dental Lights, five A-DEC 551 Assistant Instrumentation units, and one A-DEC 311 Dental Chair, along with blanket wrap delivery service, de-installation of existing equipment, and installation of new equipment. The estimated dollar amount is redacted but stated to be over the micro-purchase threshold but not exceeding the $250,000 SAT. The Acquisition Plan Action ID is 36C244-26-AP-1735, and the contracting activity is the Corporal Michael J. Crescenz VA Medical Center in Philadelphia, Pennsylvania, acting in support of the James E Van Zandt Medical Center in Altoona, Pennsylvania.
The justification establishes that all 200 VA dental clinics are standardized on A-DEC delivery systems with existing plumbing, electrical, cabinetry, and handpieces fully integrated into the A-DEC platform. Alternative brands would require significant facility-level infrastructure changes, electrical rewiring, and plumbing relocation, resulting in increased costs and extended timelines. The A-DEC 532/533/541 delivery systems uniquely feature a Data Control System that allows plug-and-play integration without complex rewiring, and existing VA inventory includes A-DEC electric handpieces incompatible with air-driven systems from competing manufacturers. Market research included GSA Advantage searches, contact with A-DEC for authorized distributors (Fidelis Sustainability Distribution LLC and ProAlliance Corp., both SDVOSBs), and a Sources Sought Notice (36C24426Q0322) issued February 18, 2026, and closed March 3, 2026, which received six responses including Contemporary Product Solutions, Inc., D&N Bravo LLC, A-DEC Inc., AB Martin Services, ProAlliance, and Lovell Government Services. Alternative products were determined to lack seamless compatibility with existing KAVO handpieces and would require additional facility modifications. The Contracting Officer, Andrea Aultman-Smith, certified the justification on March 12, 2026, in accordance with FAR 13.106-1(b).

All 200 VA dental clinics are currently standardized on A-dec delivery systems. Existing plumbing, electrical, cabinetry, and handpieces are fully integrated with the A-dec platform. Replacing these units with an alternate brand introduces significant infrastructure and equipment compatibility issues, leading to increased cost and extended implementation timelines. Non-A-dec units may require facility-level changes to accommodate differences in utility locations, footprints, and installation requirements. Based on historical data from prior contracts, these adjustments typically include, at minimum, electrical rewiring and plumbing relocation.
The A-dec 532/533/541 delivery systems are the only chairs on the market that have a Data Control System, a highly advanced platform that controls all electrical and digital components of the dental unit. This system offers a plug-and-play interface, allowing seamless integration of additional equipment or technology without requiring complex rewiring or system overhauls. It provides the ability to control numerous types of external equipment via a single, central control module.
The current chairs have all the necessary infrastructure in place for a turn-key installation of the new models. The current VA inventory includes A-dec electric handpieces that are not compatible with air-driven systems used by many other manufacturers. Switching brands would necessitate the possible replacement of all existing handpieces. By maintaining the existing inventory and keeping conformity with existing infrastructure, this will save thousands of dollars in construction and retrofitting work for a different brand of Dental Chair.
Additionally, all dental providers have experience with this equipment and training will not be required. BioMed also has specialized experience working with this equipment regarding maintenance and repair purposes. VISN4 Dental clinics have ADEC chairs as well, which further supports continuity for BioMed and troubleshooting purposes.
4. Description of market research conducted and results or statement why it was not conducted:
Conducted searches of GSA Advantage to identify possible sources of supply that could meet the requirements of the Statement of Need with products available on FSS/GSA Schedule. All required equipment was not identified as available on GSA schedule through OEM, A-DEC Inc. via contract V797D-70087.
Contacted A-DEC for a list of possible authorized distributors for required equipment:
Fidelis Sustainability Distribution LLC (SDVOSB) ProAlliance Corp. (SDVOSB)
Market survey utilizing various search engines including Google and GSA Advantage were used to identify possible alternative brands that can fulfill the requirement. Brands including Midmark Corporation, Engle Dental, and Summitt Dental Systems have available products. However, procuring an alternative brand introduces additional costs to the Government as it requires facility adjustments to integrate the equipment.
To determine if any other brands of equipment might meet the Government’s need, a Sources Sought Notice (36C24426Q0322) was issued to SAM.gov on 02/18/2026 and closed on 03/03/026.

Revision 02 Eff Date: 03/31/2020
The notice was conducted to evaluate the market to determine if alternative products were available to meet the Government’s requirements. A total of Six (6) responses were received:
1. Contemporary Product Solutions, Inc. – Indicated SB offering DCI Edge Equipment
2. D&N Bravo LLC – Indicated SDVOSB offering Ritter Dental USA Equipment
3. A-DEC Inc. – Offered an exact match for the A-DEC brand
4. AB Martin Services – Indicated SDVOSB Authorized Distributor for multiple manufacturers
5. ProAlliance – Indicated SDVOSB Authorized Distributor for multiple manufacturers
6. Lovell Government Services – SDVOSB Authorized Distributor for A-DEC
Equipment
The results of the Sources Sought Notice were reviewed by the mission partner. The proposed alternatives were evaluated on their integration with existing KAVO Handpieces and existing infrastructure. Alternative products do not offer the same level of seamless compatibility with existing handpieces, which could lead to operational inefficiencies and increased wear on the equipment. Additionally, non-A-dec units may require facility-level changes to accommodate differences in utility locations, footprints, and installation requirements, which would incur additional costs to the Government.
Based on available information and market research, A-DEC Brand meets all the required salient characteristics in accordance with the Government’s needs.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
