About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under FAR 12.102(a) submitted by the Department of Veterans Affairs, Regional Procurement Office-East (RPOE), Network Contracting Office 4 (NCO 4) for Pittsburgh Healthcare System in Pittsburgh, Pennsylvania. The acquisition seeks to procure 19 Welch Allyn Green Series 777 Integrated Wall Systems (model 777-PM3WAX-US) for the Emergency Department. Each system includes a wall/panel board, blood-pressure device (wall-mounted aneroid or digital), vital signs device, LED ophthalmoscope with transformer charger, LED otoscope with transformer charger, disposable ear-tip dispenser, and mounting capability for Government-owned SureTemp® thermometers and holder modules 690/692.
The justification establishes that this is a brand-name-only award based on unique hospital requirements necessitating standardization with existing legacy Welch Allyn wall systems that are end-of-life. The facility requires compatibility with existing Welch Allyn SureTemp thermometers and hospital-wide transition to PanOptic Plus LED Ophthalmoscope and Macro View Plus LED Otoscope equipment. Market research included searches of ADDS UP, SCMC, FPDS, and GSA eBuy, which yielded no mandatory contracts offering the specific model. A Sources Sought Notice was posted on Sam.gov from January 7, 2026 to January 15, 2026, identifying multiple authorized Welch Allyn Green Series 777 distributors through open market competition. The Contracting Officer certified the purchase as fair and reasonable with price reasonableness documented in the S19 Open Market Award Documentation Form and Abstract.

Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office-East
(RPOE), Network Contracting Office 4 (NCO 4) provides contracting support for Veterans Integrated Services Network 4 (VISN 04), Pittsburgh Healthcare System, 1010 Delafield Rd, Pittsburgh, PA 15240.
The funding purchase request has been approved and identified as:
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount, (Brand-name only requirement):
Procure 19 Welch Allyn Green Series 777 Integrated Wall Systems (model 777-PM3WAX-US) for the Emergency Department. Each system shall include wall/panel board; blood-pressure device (wall-mounted aneroid or digital); vital signs device; LED ophthalmoscope with transformer charger; LED otoscope with transformer charger;
disposable ear-tip dispenser; and mounting capability for Government-owned SureTemp® thermometers and holder modules 690/692.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The medical center requires 19 Welch Allyn Green Series 777 Integrated Wall Systems (model 777-PM3WAX-US) for the Emergency Department to replace legacy Welch Allyn wall systems that are end-of-life and no longer supported. The hospital is upgrading in phases and standardizing the Green Series to maintain systemwide uniformity. The wall systems must accommodate existing Welch Allyn SureTemp thermometers and remain compatible with the hospital-wide transition to the PanOptic Plus LED Ophthalmoscope and Macro View Plus LED Otoscope. Standardization ensures common disposable tips and limited spares, streamlines ordering and stocking, and enables room-to-room equipment interchange without compatibility issues.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted to identify alternative manufacturers and/or Welch Allyn model numbers to meet Pittsburgh Healthcare's requirements.
, evaluated various manufacturers/models, but none met the full hospital requirements. The alternatives would either be non-interchangeable with existing equipment or require separate acquisitions, increasing both cost and complexity unnecessarily.
